E-11A Aircraft Goes Into USAF SW Asia Service

Air Force Prepares to Welcome E-11A: The Air Force has announced the purchase of a Bombardier BD-700 Global Express aircraft for use as an overhead communications-relay platform in Southwest Asia. This aircraft carries Northrop Grumman's Battlefield Airborne Communications Node, or BACN, which allows disparate battlefield communications systems to share data. The Air Force had been leasing this aircraft, but then decided it would make more business sense to purchase it. "The prime contractor understands the military is looking to effectively use every dollar provided and worked hand-in-hand with the government team to facilitate
the transition of this new platform into the [Air Force] inventory," said a spokesman for the Electronics System Center at Hanscom AFB, Mass.

I also posted about 9 hours of civilian aircraft (airline/bizjets) that I monitored here yesterday on my personal blog -- the Btown Monitoring Post. That was 500 aircraft in slightly less than 9 hours. We do get a lot of aircraft transiting this area.

AFNORTH officials increase wildfire suppression support

TYNDALL AIR FORCE BASE, Fla. (AFNS) -- Air Forces Northern officials deployed two additional C-130 Hercules and an emergency planning liaison officer to support wildfire suppression efforts in the Southwestern United States.

Upon request from the National Interagency Fire Center in Boise, Idaho, the North Carolina Air National Guard 145th Airlift Wing sent two aircraft equipped with U.S. Forest Service Modular Airborne Fire Fighting Systems aircraft to Kirtland Air Force Base, N.M.

The Modular Airborne Fire Fighting System is a self-contained aerial firefighting system, which can discharge 3,000 gallons of water or fire retardant in less than five seconds, covering an area .25 miles long by 60 feet wide. Once the load is discharged, it can be refilled in less than 12 minutes.

The MAFFS is owned by the U.S. Forest Service, one of several federal and state government agencies and organizations with roles and responsibilities in wildland fire suppression that comprises NIFC. The Department of Defense is flying at the request of NIFC.

The 145th AW aircraft were scheduled to begin operations June 19 and joined the two MAFFS-equipped aircraft that arrived from the California ANG146th Airlift Wing June 15.

Firefighting suppression flights began June 16 when the 145th AW flew four flights, dropping 12,000 gallons of retardant during seven drops.

The 302nd Air Expeditionary Group, which activated June 15 and is operating from NIFC's headquarters, will provide command and control of the MAFFS aircraft. The 302nd AEG is led by the Air Force Reserve Command 302nd Airlift Wing based at Peterson AFB, Colo. The group is comprises the 302nd AW, 145th AW and 146th AW and the Wyoming Air National Guard 153rd AW.

Additionally, AFNORTH's National Security Emergency Preparedness Directorate deployed Lt. Col. Scott Tagg, an AFNORTH emergency preparedness liaison officer from Federal Emergency Management Agency Region 10, to NIFC, June 16.

Colonel Tagg will advise federal, state and regional agencies on Air Force capabilities that may be used during wildfire suppression response.

Air Force EPLOs are senior Air Force Reserve officers who are subject matter experts in state and regional disaster response plans. EPLOs are geographically assigned to each state and the 10 FEMA Regional Coordination Centers. The officers come from a wide range of career fields including air operations, logistics, medical, security forces and public affairs.

The DOD, through the commander of U.S. Northern Command provides support to NIFC in conducting wildland fire fighting operations within the continental United States, Alaska, Puerto Rico and the U.S. Virgin Islands as approved by the Secretary of Defense.

AFNORTH is the air component for U.S. Northern Command and when tasked, provides support to local, state, tribal, regional and federal emergency service agencies.

According to a public post on a CAP Facebook page, the rescheduled dates for the Civil Air Patrol Constant Watch national communications exercise have been set for 8-12 July. According to the Facebook post, all CAP wings are expected to participate.

The post indicated that the plan for this exercise, though not formally For Official Use Only, includes details of how they operate, so it should not be shared outside CAP (sic-LVH).

So to the folks at CAP, we will see you in July on HF and see how your national communications exercise shakes out. It will be interested in seeing how our tax money is being spent and the limited HF spectrum is being used by your organization.

Global Strike Command tests nuclear readiness without skipping a beat

BARKSDALE AIR FORCE BASE, La. (AFNS) -- Airmen with Global Strike Command recently completed the first command-wide nuclear operational readiness exercise, called Constant Vigilance, without taking a break from scheduled wing-level activities, exercises and training.

"This operation energized every part of the command," said Maj. Scott Ryan, the deputy chief for the Air Force Exercise Operations branch at Global Strike Command headquarters. "It allowed our units to train like they fight."

"Not stopping day-to-day ops allows our units more time to train," Major Ryan said. "By taking this challenge on, wings completed unit-level exercise requirements while conducting the command-wide nuclear operational readiness exercise."

"Nuclear operational readiness exercises provide unit commanders the opportunity to demonstrate and assess their nuclear combat capability," said Robert Thomson, the chief of the exercises division at Global Strike Command headquarters.

Running the exercise while continuing regular operations across the command in April also let the wings continue to keep their scheduled flying operations on track, he said.

Beyond practicing nuclear operations, the command's intelligence, surveillance and reconnaissance directorate also developed force protection scenarios, or "danger scenarios," to challenge wing response levels and actions, he said.

Exercise scenarios ranged from simulating an active-shooter threat to a hazardous material spill on base.

All Air Force Global Strike Command units participated in the ten-day exercise and met the challenges the command set for them, Mr. Thomson said.

Russia Objects to US Warship in Black Sea


Accoding to an AP story, Russia voiced concern Sunday about a U.S. warship now just off its shores in the Black Sea, saying the unexpected visit raised further questions about U.S. plans to create a missile shield in Europe.

The USS Monterey, which is capable of detecting and shooting down ballistic missiles, is taking part in annual joint military exercises conducted by NATO and Ukraine.

CBP set to deploy new surveillance aircraft



U.S. Customs and Border Protection announced today its new King Air 350, twin engine Multi-role Enforcement Aircraft (MEA), providing the Department of Homeland Security unmatched capabilities to patrol the skies along the nation’s land and maritime borders.

Designed to be a truly multi-role aircraft, the MEA is equipped with a sophisticated array of active and passive sensors, technical collection equipment, and satellite communications capabilities that can be deployed for ground interdiction operations, air-to-air intercept operations, and medium-range maritime patrols.

The aircraft is operated by a crew of four, including two highly trained sensor operators who employ the mission equipment and coordinate the information flow to the ground. It can cruise at 270 knots with a maximum ceiling of 35 thousand feet, and can be easily reconfigured to carry special mission teams or a modest amount of cargo.

The first MEA will deploy to the southwest border in mid-June 2011 to undergo initial test and evaluation and to conduct missions aimed at enhancing ground tactics and enforcement coordination.

The CBP design incorporates a wide area marine search radar with air search capability and a ground moving target indicator. The nose of the aircraft was extended to provide a wide field of view for its high-resolution, electro-optical/infrared sensor (day/night camera). The aircraft can send targeting information through Ku-Band satellite communications, and it employs the latest data processing software capable of handling hundreds of targets simultaneously.

The CBP MEA was acquired by the Office of Air and Marine as a component of its decade-long aircraft recapitalization program, and was purchased to replace three types of aged, less capable and unsupportable twin engine patrol aircraft that were originally obtained through loans from the DoD. It is considered an “operator’s aircraft” in that CBP’s Air and Marine pilots and sensor operators actively participated in every aspect of the acquisition.

CBP holds a contract for 30 MEAs with Sierra Nevada Corp., with a requirement for up to 50 of the aircraft. The basic aircraft is built by Hawker Beechcraft Corp and sent to the Sierra Nevada factory in Hagerstown, M.D., where it is modified and all of the missions systems are installed and integrated.

The MEA is capable of flying six-hour missions over the land or maritime borders, and can also be deployed to “hot spots” where multi-sensor patrols assist both ground and marine agents in apprehending smugglers and potential terrorists. The MEA will be a highly effective addition to CBP in the Gulf of Mexico, Eastern Pacific, Great Lakes region, and other coastal approaches to the country.

U.S. Customs and Border Protection is the unified border agency within the Department of Homeland Security charged with the management, control and protection of our nation's borders at and between the official ports of entry. CBP is charged with keeping terrorists and terrorist weapons out of the country while enforcing hundreds of U.S. laws.

Mobility Airmen take C-5M on first direct Arctic overflight to Afghanistan

BAGRAM AIRFIELD, Afghanistan (AFNS) -- Fourteen mobility Airmen teamed together to fly a C-5M Super Galaxy on a direct, non-stop mission from Dover Air Force Base, Del., here June 5 and 6, 2011.

The flight was the first time a U.S. Air Force plane flew this northern route from the U.S., over Canada and into the Arctic Circle, then back down through Russian and Kazakhstan airspace to Afghanistan.

"Everyone involved with this mission worked very hard to make it happen," said Lt. Col. Thomas Loper, the pilot and aircraft commander for the mission. "We're also very proud to be a part of the historic mission."

U.S. Transportation Command and Air Mobility Command officials at Scott AFB, Ill., said the mission was a "proof-of-concept" flight that will help establish future sustainment operations in Afghanistan.

"Our mission is to provide the right effects, to the right place, at the right time through global reach, said Gen. Raymond E. Johns Jr., AMC commander. "This historic proof-of-concept flight is the embodiment of that mission. It provides a valuable new option that allows us to be effective to those we serve."

AMC's 618 Tanker Airlift Control Center planners at Scott AFB tasked and built the mission plans for the effort. It's part of TACC's continuing effort to support and control airlift and air refueling missions around the globe.

"This mission validates all the hard work TACC planners do every day,"
said Lt. Col. Matthew Ahern, a C-5 pilot with Dover AFB's 9th Airlift Squadron. Colonel Ahern was also a member of the aircrew for the mission.

AMC officials said the flight was a culmination of months of diplomatic efforts and operational planning, and further illustrates the military's commitment to finding innovative new ways to operate with increasingly constrained resources.

Maj. John Rozsnyai, a planner in USTRANSCOM operations at Scott AFB, said his command worked with the U.S. State Department, regional combatant commands, AMC, TACC and numerous other agencies to get this historic mission under way.

"This partnership was especially important in coordinating transit agreements with Russia and Kazakhstan," Major Rozsnyai said, "While civilian airlines have been using the airspace, this was the first time an AMC plane took this direct delivery route."

To make the entire 15-plus hour flight to Afghanistan, the C-5M was refueled by a KC-135R Stratotanker from the New Hampshire Air National Guard 157th Air Refueling Wing at Pease Air National Guard Base. The refueling took place over northern Canada.

"It's cool to be a part of a mission like this," said Master Sgt. Sam Blackwell, an in-flight refueling craftsman from the 157th ARW, who refueled the C-5M to full capacity.

USTRANSCOM planners said this flight is just the beginning of understanding new ways to strengthen the northern corridor.

"There will most likely be other flights that will originate from the western U.S. and won't require the use of tankers," Major Rozsnyai said.

"This route used by the C-5M may also be useful for swap-outs of deployed tankers and crews and for redeploying troops. The benefit might also allow for quicker trips saving days at home for deploying Airmen as well as requiring less stops for aircraft."

The aircrew for the mission combined active-duty and Reserve Airmen.

Chung-Hoon Deploys to Western Pacific

PEARL HARBOR (NNS) -- Guided-missile destroyer USS Chung-Hoon (DDG
93) departed Joint Base Pearl Harbor-Hickam for an independent deployment to the Western Pacific, June 1.

Chung-Hoon, commanded by Cmdr. Stephen S. Erb, is deploying under the Middle Pacific Surface Combatant (MPSC) deployment concept in which Pearl Harbor-based ships deploy in support of operations primarily in the Western Pacific. The crew of about 280 Sailors will conduct integrated operations in conjunction with coalition partners deployed to the Western Pacific.

Family members from the pier wished their Sailors safe journey during their deployment.

"I told him, 'Godspeed, my love,'" said Michelle Brazelton, wife of Chief Operation Specialist Shayne Brazelton. "I wished them safe voyage. I hope they see some beautiful things and enjoy what they work so hard practicing for."

Michelle Bigley and her 6-month-old son were also at the pier saying good bye to Hospital Corpsman 3rd Class Jake Bigley.

"From your son: I'm gonna miss you," said Michelle. "Love you daddy. Be safe and come home to me and mommy."

"This is the Chung-Hoon," said Command Master Chief (SW) Patty Roebuck, Commander, Naval Surface Group Middle Pacific (CNSG MIDPAC) command master chief. "This is a phenomenal ship with phenomenal Sailors. They are doing wonderful things, and I see nothing but success for them. I can't wait for them to get back safe."

Guided-missile destroyers are multi-mission anti-air warfare, anti-submarine warfare and anti-surface warfare surface combatants. They operate independently for support of carrier and expeditionary strike groups and surface strike groups.

Chung Hoon provides deterrence, promotes peace and security, preserves freedom of the sea and provides humanitarian assistance / disaster response as part of CNSG MIDPAC.

GRAND FORKS AIR FORCE BASE, N.D. (AFNS) -- Airmen celebrated the arrival of the RQ-4 Global Hawk during a ceremony here June 1.

The ceremony highlighted the beginning of a new era of remotely piloted aircraft here.

"It is an honor to be here; what a great day for Grand Forks (Air Force Base) and North Dakota -- this is cutting edge technology," said Maj. Gen. Thomas K. Andersen, the director of requirements at Air Combat Command. "I'm sure this community will thoroughly enjoy the Global Hawk as a tenant unit on this base, and we're grateful for the support you continue to give our Airmen as we look forward to a very, very long relationship.

The RQ-4 Global Hawk is capable of providing government and military decision makers near real-time, high-altitude, long-range intelligence, surveillance and reconnaissance imagery that can support a full spectrum of operations. Flying above ordinary commercial traffic, the aircraft can survey large geographic areas with pinpoint accuracy, without impacting civilian aircraft routes. The imagery provides the most current information available during contingency or crisis situations.

"This marks the next step in the long history of the Air Force and what we provide here at this base to the nation's defense: global vigilance," said Col. Don Shaffer, the 319th Air Base Wing commander.
