USS Carl Vinson, Carrier Strike Group 1 Complete Fleet Synthetic Training-Joint Exercise

SAN DIEGO (NNS) -- USS Carl Vinson (CVN 70) and Carrier Strike Group (CSG) 1 completed a four-day Fleet Synthetic Training-Joint Exercise (FST-J) combined with the Army, Marines, Air Force and coalition forces from the Australian and Canadian navies Oct. 28.

FST-J is a pierside exercise completed in a virtual environment simulating real-world battle problems. It integrates joint forces, geographically separated, in a tactically and operationally demanding training environment.

"In the exercise, the strike group is connected with a network of patriot sites, air defense sites, as well as simulated sites," said Cmdr. Kyle Weaver, strike group training coordinator for Tactical Group Training Pacific. "This creates a massive dynamic environment with thousands of tracks in the system that the joint team has to work together to classify and respond to, as if we were actually underway."

In the virtual environment, trainers have total control of the battle problems and can make real-time adjustments based on the performance of the strike group, allowing battle problems to be tailored while maximizing training objectives.

"The unique aspect of FST-J is that we have the ability to inject several entities into the simulation," said Weaver. "We have complete control over what they do, how they act and what their capabilities are - as opposed to live training exercises, where there are a limited number of resources available to be sent to fight the enemy."

"Simulated air, sea and surface contacts look real to those participating in the exercise and the recommended actions are the same as if the ship were actually at sea," said Weaver. "The benefit is costs are significantly lower in a virtual exercise."

However, FST-J is not intended to replace live training exercises, but to complement them.

"There is no substitute to the real thing, but FST-J allows joint and coalition forces to complete a large-scale exercise that would otherwise not be logistically or financially possible," said Weaver.

Iwo Jima ARG Completes First Phase of PMINT

USS IWO JIMA, At Sea (NNS) -- Amphibious Squadron (PHIBRON) 8 and the 24th Marine Expeditionary Unit (MEU) embarked approximately 1,200 Marines and 1,700 Sailors to complete the first phase of PHIBRON-MEU Integrated Training (PMINT) Oct. 25 and 26.

This process involves on-loading and off-loading embarked personnel, aircraft, watercraft and vehicles between the amphibious assault ship USS Iwo Jima (LHD 7) Amphibious Ready Group (ARG) including amphibious dock landing ship USS Gunston Hall (LSD 44) and amphibious transport dock ship USS New York (LPD 21).

"Here, we get a snapshot of the equipment and their personnel," said Marine Chief Warrant Officer Thomas Desiderio, Iwo Jima's combat cargo officer. "It's a training stage, so we have post-exercise evaluations after every evolution. We look at where the holes are, and we take corrective action for the next evolution."

The embarkation phase enhances operability between the Sailors and Marines and begins the process of forming a blue-green team.

"The embarkation is basically allowing us to get our feet wet and understand our own assets among the ships," said Marine Capt. Jeremey Wilkinson, MEU Battalion Landing Team operations officer. "Essentially the embarkation phase is a building block that allows us to get an idea of how we would be structured aboard a ship in order to meet a wide range of operations."

Marines flew a variety of aircraft from their Aviation Combat Element for training, including the MV-22B Osprey, the AV-8B Harrier, the AH-1 Cobra, CH-53E Super Stallion and the UH-1N Huey.

Landing craft air cushions from Assault Craft Unit 4 also transported light armored vehicles from the 24th MEU to the ARG, while amphibious assault vehicles splashed their way from the beach to the ARG.

"It's like playing the first soccer game of the season," said Desiderio. "People are all over the field until they figure out what their role is and where they should be at what time to execute what orders."

During this training period, embarked Marines will be working on their deck landing qualifications, driver training for the loading and off loading of vehicles, ship familiarization and overall team building.

Upon the completion of PMINT, the Iwo Jima ARG will continue with its remaining exercises in preparation to deploy more effectively in Spring 2012.

Samuel B. Roberts Completes At Sea Exercise Cutlass Express

USS SAMUEL B. ROBERTS, At Sea (NNS) -- USS Samuel B. Roberts (FFG 58) completed the inaugural at-sea portion of exercise Cutlass Express, in the Somali Basin region, Oct. 25-28.

Cutlass Express is an exercise sponsored by U.S. Africa Command, and focuses on addressing piracy through information sharing and coordinated operations among international navies.

The at-sea portion of Cutlass Express was a multinational communications exercise designed to improve cooperation among participating nations to increase counter-piracy capabilities in the waters off the Horn of Africa. In addition, this exercise is a branch of Africa Partnership Station (APS), during which Samuel B. Roberts was the training platform in the most recent edition of APS East that took place July through September of this year.

"Exercise Cutlass Express was the culmination of all the relationship-building Samuel B. Roberts has facilitated in the East African region over the past four months while executing the APS mission," said Cmdr. Angel Cruz, commanding officer of Samuel B. Roberts.

"We are proud to have served in such a noble mission and are happy to have once again worked with our African partner-nations and made history together in this addition to APS."

Samuel B. Roberts' role in Cutlass Express was primarily geared towards providing ship-boarding operation training to the eight marines of the Uganda People's Defense Force who were embarked aboard the ship. The ship also had two ship riders from the South African navy who observed Cutlass Express and the day-to-day underway operations aboard Samuel B. Roberts.
South African Lt. P.J. Ndimande, commanding officer of South African navy's SAS Tekwame (P1554), was one of the ship riders aboard Samuel B. Roberts for Cutlass Express.

"It was a great experience riding and observing operations aboard Samuel B. Roberts," said Ndimande. "I've noticed we use much of the same underway practices, but what has surprised me most is that the junior enlisted in the U.S. Navy perform much of the same tasks on the bridge that the South African navy officers do - tasks like chart plotting, navigation and the actual driving of the ship."

The ashore portion of the exercise featured simulated civilian and military operations centers that seek to enhance both cooperation and capacity on the East African coast, which took place July 18-22. The weeklong table-top planning exercise paved the way for all that would happen during the recent at-sea portion of Cutlass Express.

"We learned a lot of things," said Lt. Anthony Blaine at the planning conference in July. "The most important thing wasn't something you can put into an after-action report. People met and exchanged business cards, and made connections. That aspect meant a lot for this venture, and I'm honored to have been a part of it."

Exercise Cutlass Express is yet another pillar that demonstrates U.S. and participant-nation commitment to regional stability and maritime security, with participating nations including Djibouti, Mauritius, Mozambique, Tanzania, The Seychelles, Uganda and the United States. Over the past four years, APS has grown and developed from the philosophy that strengthening our ability to cooperate at-sea supports a secure maritime environment for all nations.

Exercise Cutlass Express took place at sea in the vicinity of Dar es Salaam, Tanzania; Mombasa, Kenya, and The Seychelles with coordination among regional maritime operations centers. Samuel B. Roberts provided at-sea U.S. warship platform participation while several Commander, U.S. Naval Forces Europe and Africa/U.S. 6th Fleet staff personnel also participated as exercise planners and trainers.

Samuel B. Roberts is an Oliver Hazard Perry-class guided-missile frigate that is homeported in Naval Station Mayport, Fla., and is currently on a scheduled deployment to the U.S. Naval Forces Africa area of responsibility.

APS is an international security cooperation initiative, facilitated by Commander, U.S. Naval Forces Europe-Africa, aimed at strengthening global maritime partnerships through training and collaborative activities in order to improve maritime safety and security in Africa.

NPS Oceanography Faculty, Students Maintain, Utilize World's Largest Coastal Radar Network

MONTEREY, Calif. (NNS) -- Through a coastal network of transmitters and receivers dotting the coast of California, students and faculty at the Naval Postgraduate School are taking part in a West Coast research effort to map coastal current patterns.

The school maintains nine of the 54 stations, and has utilized the data in a number of far-reaching research projects.

The current maps are key for a number of institutions and agencies, including the State of California as they look at potential oil spill dispersion, and for the U.S. Coast Guard to help locate missing swimmers. The data is also made available to the public.

Since getting involved in current monitoring using high frequency radar back in 1993, NPS has acquired four observation stations with the support of the Navy, and also works in conjunction with the University of California, Santa Cruz to monitor the systems. NPS Professor and Chair of Oceanography, Dr. Jeff Paduan, explained that the technology gained momentum and attention from the state government, which allocated funds approved by Propositions 40 and 50 to get a larger network off the ground.

"In 2004 the state of California issued a call for proposals for creating a network of monitor stations that would help pollution and oil spill response," Paduan said. "At that point, NPS and several other campuses combined to create a consortium that responded to that proposal and was then funded to expand from Santa Barbara and Monterey out to the rest of the state."

NPS maintains the systems from Point Sur in the south to Half Moon Bay in the North, and is part of the much larger West Coast network commissioned by the state for coastal research. The land-based stations look a lot like simple metal antennas, with black boxes to house the electronics, and are stationed along the coast, near the shoreline. Their function is to house both a transmitter and receiver, which send out radio waves to be reflected off the surface of the water, delivering real-time data of the ocean's movement.

The system remotely transmits the data back to NPS, where it is then analyzed, and used as part of a number of student and faculty research projects. Student involvement has been key for not only NPS, but all of the partner institutions, in monitoring the data and finding real-world applications for it.

"We are not as interested in the real time data flow, as much as looking at the historical data to determine what the patterns of circulation are like in different seasons - for example, summer versus winter in the Monterey Bay," Paduan said. "So the analysis has a lot of impact on the local biology. The marine biologists in the area where the data are collected are very interested in seeing what the current patterns are like in the different seasons because a lot of the coastal species depend on the currents for larval dispersal."

The historical data can also provide valuable information to responders in the event of an oil spill or pollutant off the coast. In 2007, the current patterns and predictions from the West Coast Radar Network helped crews determine the dispersal path of over 53,000 gallons of oil when the COSCO Busan container ship hit the Bay Bridge.

John Largier, Professor of Coastal Oceanography at the University of California at Davis, explained that each of the key participants of the network has found a way to apply the data gathered. This collaboration of ideas and research has helped address local and statewide concerns.

"Developing the network required a co-investment of time and energy from the universities. NPS and San Francisco State University (SFSU) have done a lot to look at oil spills and Coast Guard search and rescue, where would the spill go," said Largier. "Down in Southern California, they look a lot at beach pollution and water quality. Up here in Davis we focus a bit more on the ecosystem aspects, marine protected areas and how they're connected in relation to salmon, larvae dispersal and things like that. There is a lot of added value in the local focus."

"Every place, like the data we have, you can see local everyday maps and currents off Bodega and San Francisco, and the people who go fishing out of Bodega will look at those maps, and they'll ask us about them," he continued. "Ecologists do work here, using the data to study dispersal or oil spill people will want to be looking at where the water is going. So I think the integrated component is very valuable, and then being integrated with each university means it will have local benefits."

Toby Garfield, director of the Romberg Tiburon Center for Environmental Studies at SFSU, echoed that sentiment, noting that his institution is in the process of developing an app that would show local users the ocean current patterns near their location. Understanding ocean currents in the San Francisco Bay is important for recreational boaters and swimmers to safely enjoy the often-turbulent waters in the bay. It is also useful for biologists and environmentalists studying the local maritime environment.

In addition to the local projects fostered by the West Coast Radar Network, the thesis research conducted by Oceanography students at NPS has addressed larger issues of interest to the U.S. Navy, and its international partners. Oceanography student Lt. Ricardo Vicente, a Portuguese naval officer, explained how his thesis work with Synthetic Aperture Radar (SAR) will help prepare him for his duties in the Oceanography department of the Hydrographic Institute in Portugal.

"My thesis will be an effort of characterizing SAR image features of the ocean as a function of wind speed," Vicente said. "To accomplish this, I'll overlap wave mode SAR images with High Frequency Radar data. By combining both remote sensing systems, the potential final product is a high resolution wind driven surface currents map, from the coastline to approximately 100Km.

"The ultimate goal is to develop our knowledge of the oceans. SAR and HFR systems create synergies that have a direct impact on a range of maritime operations such as search and rescue, oil spill tracking, ship routing, offshore engineering and fisheries."

HSM-78 Prepares for Establishment

SAN DIEGO (NNS) -- Helicopter Maritime Strike Squadron (HSM) 78, the second HSM squadron to stand up in San Diego, prepared for its establishment at Naval Air Station North Island by hanging the squadron's sign Oct. 25.

The squadron's establishment ceremony is scheduled for March 2012, but until then the pre-commissioning unit is focusing on training its pilots and maintenance crew, getting all of their equipment and preparing for upcoming maintenance inspections.

"Everything that I am doing right now in preparation for the establishment of the squadron will be affecting the people a few years from now," said Logistics Specialist 1st Class Sparkole Dyeth. "We are setting the future Sailors of this command either up for success or up for failure based on how we put it all together. I am nervous, but we are on the right path. It's all coming together."

There are currently fewer than 50 Sailors assigned to HSM-78, both enlisted and officer, who are preparing the squadron for its establishment. By the time of the establishment ceremony, HSM-78 will have 290 Sailors and 12 new MH-60R Seahawk helicopters.

"It is cool being a plankowner at this new squadron," said Logistic Specialist 3rd Class Clint Kear, assigned to HSM-78. "I think that they hand-picked a lot of people to come and be part of the establishment of this command. We have a really great chain of command."

The mission of HSM-78 will be to assist the air wing on aircraft carriers, as well as sending detachments out to the strike groups on destroyer squadrons. They are scheduled to begin deploying in 2014.

"This command is unique, because it is a new standup squadron," said HSM-78 Commanding Officer Cmdr. William Bucey. "The Navy and the helicopter community, in general, do not build many helicopter squadrons up from scratch."

According to Bucey, all of the other helicopter squadrons are going through the transition of changing from flying MH-60B helicopters to flying the MH-60R model. HSM-78 is the second squadron in San Diego that is starting from the ground up.

Satellites could fix F-35 radio woes in High Arctic

A potential solution to the F-35's northern communication woes has been grinding its way through the federal bureaucracy for three years but has yet to receive the green light.

The Canadian Space Agency has been studying polar communications and determined in September 2008 that a pair of satellites over the High Arctic would vastly improve not only aircraft communication, but broadband access and climate change weather forecasting.

A decision on whether to build the satellites as part of the Polar Communications and Weather project is unclear because the agency, in partnership with National Defence and Environment Canada, is still consulting on the socio-economic impact.

Software which allows the F-35 stealth fighter to communicate in the Arctic won't be installed on its operating system until at least 2019 — at least three years after Canada takes possession of its first plane.

There has been no long-term commitment to the project, sources both inside and outside of government said Monday. The pair of satellites would cost $600 million to put in orbit above the North Pole by 2017.

The air force is working on potential fixes, including the addition of a communications suite currently used on the aging CF-18s.

One of the most important unknowns for software developers at U.S. defence giant Lockheed Martin, the F-35 manufacturer, is what satellites will be available to allow the jets to communicate through in the coming years.

The uncertainty over communications prompted New Democrats and Liberals to claim the jet is still a long way from being ready for prime time.

"There is no logical or reasonable explanation for the government's inflexibility on the F-35s," said NDP MP Matthew Kellway, a member of the House of Commons defence committee.

"We now learn they don't even work in the North. Will the Conservative now admit that a $150 million per piece is a bit expensive for a plane that doesn't even work?"

The purchase price of the highly-advanced jet was the subject of debate during last spring's federal election and the Conservative government continues to insist the cost per aircraft will in the neighbourhood of $75 million.

Both Defence Minister Peter MacKay and Government House Leader Peter Van Loan said opposition accusations were "totally false" and that the Defence Department was working on solutions.

"This aircraft will have state-of-the-art communications," MacKay told the Commons. "We won't take receipt of this aircraft for another five years and we're working closely with partners within the consortium to see that it has all of the operational capability for the 21st Century."

Interim Liberal Leader Bob Rae used the controversy to once again demand the Harper government put the F-35 contract out to tender.

The Polar Communications and Weather satellites are being developed in concert with Richmond, B.C-based MacDonald, Dettwiler and Associates Ltd. (MDA), which received the initial contract to study the concept polar satellites. The space agency only issued a request to study the economic impact of the project last month.

"These new Canadian capabilities are particularly important because of increasing Arctic exploration, the requirement to protect Canada's vast northern natural resources and for Canadian sovereignty in times of changing climate, political and economical conditions," said the Sept. 21 request for proposal.

Neither the company nor the space agency was available to answer questions Monday.

USS Wasp Concludes JSF Testing

NORFOLK (NNS) -- Amphibious assault ship USS Wasp (LHD 1) returned to its homeport of Naval Station Norfolk Oct. 21 after spending three weeks at sea hosting the initial sea trials of the F-35B Lightning II, Joint Strike Fighter (JSF).

The first F-35B landed on WASP's flight deck Oct. 3, beginning an 18-day test period for the aircraft. During the testing, two F-35B Marine Corps test jets (BF-2 and BF-4) accomplished vertical landings and short take-offs under various conditions.

While underway, the world's first supersonic short take-off, vertical landing (STOVL) fighter logged more than 28 hours of flight time and completed 72 short take-offs and 72 vertical landings. Wasp crew members worked around the clock with pilots, engineers, mechanics and a wide-array of aeronautical professionals, both military and civilian to meet the mission of the F-35B sea trials.

"Wasp Air Department personnel and the JSF team started working together from day one," said Lt. Cmdr. Michael Curcio, Wasp's assistant air officer and JSF program officer. "Starting initially with the leadership interacting to set the vision for the ship trials, we worked a top-down approach to gradually bring in more people from each respective team.

"This ensured that, from planning to execution, every detail was tended to and no stone was left unturned. Ultimately, this group was well ahead of the power curve at every juncture," he said.

The Wasp and the JSF team have prepared for these sea trials for more than a year. The ship, which typically accommodates the AV-8B Harrier, had to receive modifications and installation of test monitoring equipment in preparation for the F-35B's arrival.

"We used Harrier operations as a baseline from which to deviate. Working with the JSF team, we identified the operational differences between the AV-8B and the F-35B, and we trained to those differences." said Curcio.
The trials are the first of three scheduled sea based developmental test events for the STOVL variant. One of the goals was to collect environmental data on the deck using instrumentation to measure the F-35B's sound, power, and thermal impact during flight operations.

Ansis Kalnajs, better known as "AK," a topside design and integration technical warrant for Naval Sea Systems Command (NAVSEA), and his team of 31 engineers, collected data to capture the effects of the F-35 on flight deck and superstructure components.

"We have been collecting data on how the main engine affects deck edge equipment," said Kalnajs, "as well as thermal load stresses to the structure and the acoustic effects."

"We got a sufficient amount of data and really good assessments for the road ahead," he said.

Also being tested is a newer non-skid deck surface, Thermion, which is supported by a mechanical bond of ceramic and aluminum that makes the surface more resistant to extreme heat and better endures the wear and tear of flight operations. The Thermion covers landing spot nine on the flight deck, a small area used for vertical landings.

"The Thermion shows no signs of heat stress, which is good for the F-35, and eventually good for all surface ships," said Kalnajs.

During the testing period the Wasp and JSF team demonstrated the F-35B's at-sea capabilities for the Secretary of the Navy, Ray Mabus; Commandant of the Marine Corps, Gen. James Amos; senior military officers; and JSF international partners as well as members of the national media.

The testing for the F-35 and its sea-based operations will continue over the next several years.
"It is imperative that we build off that basic knowledge for the next sea trials," said Curcio.

The next sea trial, DT-2 is scheduled for 2013 after Wasp receives additional modifications for F-35B operations.

The F-35B is one of three Joint Strike Fighter variants. The 'B' was designed for use by the U.S. Marine Corps, and is capable of short take-offs and vertical landings for use on amphibious ships or expeditionary airfields to provide air power to the Marine Air-Ground Task Force. The F-35B will replace the AV- 8B Harrier and will continue test and evaluation at Naval Air Station Patuxent River prior to delivery to the fleet.

Newest Navy Destroyer Arrives in San Diego

SAN DIEGO (NNS) -- USS Spruance (DDG 111), the newest destroyer to join the Navy's Pacific Fleet, arrived in its homeport of San Diego for the first time Oct. 24.

"The majority of Spruance's crew has been preparing for this day for over two years," said Cmdr. Tate Westbrook, commanding officer, Spruance. "Bringing a new Navy Destroyer to life with a new crew is the most challenging 'start-up' project imaginable in any profession. This superb crew has set the processes in place for running this ship successfully that have already earned Spruance numerous 'best-ever' accolades, and will last for years to come."

"Many of these Sailors return home today after being separated from their families in San Diego for eight months," he added. "We are all thrilled to finally get to our home port, San Diego."

Crew members had their own reasons to look forward to their arrival in San Diego.

"I feel really excited to get back," said Operations Specialist Seaman Apprentice Brian Terrell of Homer, Neb. "I've been wanting to see any new movies that have come out, and I'll also be able to see my brother, who just got back from deployment for the Marines."

Operations Specialist Seaman Apprentice Nicholas Woods of Macungie, Pa. has some specific plans for his arrival.

"All I can say is it feels refreshing," he said. "Sure this was my first time out, and I really enjoyed it. But everyone is always happy to finally be back home, even if they had a good time. Plus, I'm getting married to the love of my life, and I wouldn't want to wait any longer to see her and make it official."

As the pre-commissioning crew, the Sailors now stationed on the Spruance were able to experience the "birth" of their ship.

"I am very thankful to have been able to meet and work next to the men [and women] who put all of the time, effort, and talent into to building something with such detail and size," said Sonar Technician 3rd Class Amanda Smith of Malta, Ohio.

"The best memory of the process for me was not the first sight of my new ship, but the long walk from the pre-commission detachment through the snow, and the anticipation of the first sight," said Sonar Technician 2nd Class Christopher Bolton of Walker, La.

Spruance was commissioned at Naval Air Station Key West, Oct. 1. It is the 61st ship in the Arleigh Burke-class of Navy destroyers, and the second Navy ship to bear the name. Spruance is named in honor of Adm. Raymond Spruance who commanded Carrier Task Force 16 during the pivotal Battle of Midway in World War II.

Spruance is a multi-mission ship with a crew of 285 Sailors that carries Tomahawk cruise missiles, a 5-inch gun, sonar systems and two helicopters. Spruance is powered by four gas-turbine engines and is capable of speeds in excess of 30 knots.

Spruance, assigned to Destroyer Squadron 23, will help provide deterrence, promote peace and security, preserve freedom of the sea and humanitarian/disaster response within 3rd Fleet's 50-million square mile area of responsibility in the Eastern Pacific, as well as supporting the Navy's Maritime Strategy when forward deployed.

F-22s back in the air after grounding

F-22 Raptor air superiority fighters at Joint Base Langley-Eustis, Va., returned to flight earlier today after a weeklong grounding according to an online article at AirForce Times.

“The 1st Fighter Wing has resumed flying operations at Langley AFB as of 0800 this morning,” said Air Combat Command spokesman Miles Brown.

Wing commander Col. Kevin Robbins had ordered the grounding on Oct. 20 after one of the unit’s pilots suffered from an in-flight incident with symptoms resembling hypoxia.

On Monday, 3rd Wing commander Col. Dirk Smith, who also had grounded his two squadrons of F-22s at Joint Base Elmendorf-Richardson in Alaska following the incident at Langley, lifted a flight ban on his aircraft. The first Raptors took off at the Alaska base Monday morning.

F-22 pilots at Joint Base Pearl Harbor-Hickam, Hawaii, flew their regular schedule throughout the grounding at Langley, as did aviators at Tyndall Air Force Base, Fla.; Nellis AFB, Nevada; and Holloman AFB, New Mexico.
