Loss of Coast Guard Aircraft 6535

Shipmates,

I regret to inform you that last evening, Tuesday, February 28th, CG-6535 from ATC Mobile crashed in Mobile Bay. CG-6535 was flown by a four-person crew and was conducting training operations. A full Coast Guard and interagency search and rescue effort was launched – the aircraft was quickly located. One deceased crewmember was recovered, and extensive efforts continue to locate the other three crewmembers.

I know that everyone desires additional details on the crash and to know the names and status of the crew. We are following the appropriate notification procedures and request your patience and understanding. We will release additional information to all of you as soon as possible.

The aircrew and families must be our first priority. Please keep them in your thoughts and prayers as we move through the next few days. I am working with senior leadership to ensure we are providing every available resource to meet their needs.

We will conduct a full investigation into this incident to determine the cause. In the mean time, I ask that everyone remain focused on their duties and take deliberate steps to ensure you and your shipmates are standing a taut watch.

Air Force issues flight release for Eglin AFB F-35A

WRIGHT-PATTERSON AIR FORCE BASE, Ohio (AFNS) -- Officials at the Aeronautical Systems Center here issued a Military Flight Release today that will allow the F-35A Lightning II fighter to begin initial operations at Eglin Air Force Base, Fla.

This decision was reached after an airworthiness board conducted an assessment that evaluated potential risks and the corresponding mitigation actions to conduct unmonitored flights.

Flying the Air Force variant of the joint strike fighter will increase pilot and maintainer familiarity with the aircraft, exercise the logistics infrastructure and continue to develop aircraft maturity. These initial F-35A flights will be limited, scripted, conducted within the restrictions and stipulations of the MFR and flown by qualified pilots, officials said.

"The Air Force, Joint Strike Fighter Program Office and other stakeholders have painstakingly followed established risk acceptance and mitigation processes to ensure the F-35A is ready," said Gen. Donald Hoffman, the commander of Air Force Materiel Command, the parent organization of ASC. "This is an important step for the F-35A and we are confident the team has diligently balanced the scope of initial operations with system maturity."

The assessment was conducted with airworthiness engineering subject matter experts within ASC and was fully coordinated with the F-35 Joint Strike Fighter Program Office, Air Education and Training Command and other expert participants. The Air Force is confident the aircraft is ready to fly in a safe and efficient manner, Hoffman said.

Virginia Guard members participate in Global Guardian exercise

SAVANNAH, Ga. (2/27/12) - Virginia National Guard Soldiers and Airmen provided weather forecasting and fixed wing and rotary aviation support for Global Guardian 2012, a joint Army and Air Force exercise held at the Georgia National Guard Combat Readiness Training Center here, Feb. 13 to Feb. 24.

More than 1,300 personnel from 20 different states including flying units, medical units and support units as well as members of the Royal Netherland Air Force and Royal Canadian Air Force participated in the exercise.

Units from the active and reserve Air Force and Army as well as the Army and Air National Guard took part in the exercise designed to prepare units to deploy, conduct direct and indirect combat operations and redeploy safely to home base.

The exercise provided an opportunity for the units to train in a realistic joint and multinational environment that simulates the situations seen in modern combat. “You are not going into a combat zone anymore where we are going it alone,” said Air Force Lt. Col. John Traettino, the Global Guardian exercise director.

Traettino, who served two years in Iraq, said that Soldiers and Airmen deployed in combat zones will see a variety of difference aircraft from different services and various international partner nations. Exercises like Global Guardian help prepare Army and Air Force personnel to function effectively in that sort of joint multinational environment, he said.

Four Airmen from the 200th Weather Flight provided weather forecasting support and about 35 Soldiers from the Detachment 1, Company A, 2nd Battalion, 151st Aviation Regiment provided aviation support with Lakota helicopters for reconnaissance, VIP and troop transport and casualty evacuation training.

Virginia Guard pilots flying F-22 Raptors also took part in the exercise flying simulated combat missions over the skies of Georgia from Langley Air Force Base.

As of Feb. 23, pilots from the 192nd Fighter Wing flew five missions with four F-22s in each mission along with the 1st Fighter Wing from Langley. The missions were integrated with F-15E Strike Eagles, F-15C Eagles and KC-135 Stratotankers, and the Raptors engaged in simulated air-to-air combat.

It was the first long haul mission for five of the F-22 pilots, and the wing also accomplished give mission commander upgrades where pilots planned and led the mission as the mission commander.

“The bottom line is this was great training for all involved,” said Air Force Maj. Michael Schaner of the 192nd Fighter Wing. “The fighter integration between F-22s and F-15Cs was a huge success highlighting the importance of common FI standards.

“The mission planning from three different locations, coordination and debrief over the phone, and real time coordination of four different bases supporting one exercise is as real as it gets for wartime operations,” he said. “To me this is the most important point out of this entire exercise, proving that we can overcome the distance hurdle and still be successful with some creative planning and contracts.”

For the forecasters of the 200th Weather Flight, the duty day began early with assembling data for multiple weather briefings throughout the day. For an exercise with such significant aviation integration, their timely forecasting was critical. Traettino explained that severe weather warnings provided by the 200th helped make sure aircraft were properly tied down and covered during periods of intense high winds.

For the Soldiers of Detachment 1, the missions for Global Guardian provided them a more complex airspace to fly their UH-72 Lakota helicopters, said Army Capt. Panteley Matanov, the detachment commander.

The unit fielded the helicopters in late 2010 and has flown most of their missions from the Army Aviation Support Facility in Sandston, so flying from the Savannah CRTC was great training for the detachment’s Soldiers.

In addition to flying numerous VIP and troop transport missions, the Virginia aviators also flew dozens of casualty evacuation training sorties with U.S., Dutch and Canadian medical personnel that helped more than 200 personnel meet aeromedical evacuation certification standards, Traettino said.

Many of the missions involved two or three helicopters, which provided great training for pilots serving as air mission commanders, Matanov said.

Most of their flights in Virginia are single ship missions, so the additional challenge of planning for multiple aircraft and working with pilots from different states helped build the experience level for everyone involved in the missions, he said.

Matanov said the joint multinational training environment has been very realistic and a real “eye opener” for his Soldiers, but it has worked well across the board. “This is what annual training should look like,” he said.

The exercise also gave Detachment 1 the opportunity to work with their higher headquarters of 2nd Battalion, 151st Aviation Regiment from the South Carolina National Guard. In addition to the Lakotas from Virginia, the South Carolina Guard flew Lakotas of their own as well as CH-47 Chinooks and UH-60 Black Hawks.

“This has given us the opportunity to see how fit into the big picture,” Matanov said.
The detachment’s pilots, crew chiefs, flight operations specialists, refuelers and ground maintenance personnel worked side by side with fellow Soldiers in the South Carolina Guard as well as the U. S. Air Force, Dutch and Canadians.

Traettino said he was impressed by the duty performance of the Soldiers and Airmen from Virginia. “Everyone I have been exposed to has been very professional and very disciplined,” he said. “They know their jobs and can do them very well, and you can tell they have been doing it for a long time.”

USS McFaul Heads to the Arabian Sea

NORFOLK (NNS) -- The guided-missile destroyer USS McFaul (DDG 74) departed Naval Station Norfolk today on a regularly scheduled deployment to the Arabian Sea to participate in counter-piracy operations.

The crew, commanded by Cmdr. Daniel J. Gillen, has been preparing for this deployment since they returned from their last deployment in August 2010.

"I have a great crew and we are ready for this deployment," praised Gillen. "I like to think this ship is like a Swiss Army Knife; we can do everything, from humanitarian relief to full combat operations."

"I look forward to getting over there and bringing this ship, one of the best ships on the Norfolk waterfront, overseas to do our mission," he added.

This will be McFaul's Command Master Chief Dianne Lohner's seventh and last deployment before retiring later this year.

"It will be a little bittersweet for me," said Lohner. "But I'm excited about all the new experiences we will have and the Naval traditions that we will continue to pass along."

"For the new Sailors making their first deployment, I stress with them to make sure they make the most out of every day out there," she added.

This is the first deployment for Navy wives Hillary Chaney, wife of Sonar Technician (Surface) 3rd Class Bryce Chaney and Annie Verteramo, wife of Electronics Technician 3rd Class Jameson Verteramo, who stood together as the ship pulled out.

"I am proud to know that I am married to a man who is going to do this for our country, even though it's sad that he has to leave to do it," Hillary said.

Annie added, "I feel selfish for not wanting him to leave, but I am definitely proud, it is cool to know that your husband is out there doing this."

McFaul, commissioned in 1998, is the 24th Arleigh Burke-Class Destroyer, and was named after Chief Petty Officer Donald L. McFaul. McFaul was a local SEAL Team 4 hero who was posthumously awarded the Navy Cross, the Nation's second highest combat valor award, for his heroic actions in saving his teammates during combat operations in December 1989 as part of Operation Just Cause in Panama.

Navy Successfully Launches Next Generation Communications Satellite

A United Launch Alliance Atlas V rocket blasts off from Space Launch Complex-41 with the U.S. Navy Mobile User Objective System-1 (MUOS-1) satellite. CAPE CANAVERAL AIR FORCE STATION, Fla. (NNS) -- The Navy's first Mobile User Objective System satellite was launched Feb. 24 from Space Launch Complex 41.

MUOS is a next-generation narrowband tactical communications system designed to improve communications for U.S. forces on the move. MUOS will provide military users simultaneous voice, video and data capability by leveraging 3G mobile communications technology.

Born from the need for stable, 24/7 ship-to-shore communication that could be successful regardless of environments and geographical conditions, the Navy is responsible for providing narrowband satellite communication for the Department of Defense.

"MUOS' top requirements include capacity, coverage and link availabilities. It will provide 24 hours a day, seven days a week global coverage," said Navy Capt. Paul Ghyzel, MUOS program manager. "The ability for a warfighter to make a telephone call over a MUOS terminal and send data at 10 times more capacity than they can now will be a significant improvement."

For the Navy MUOS team, many of whom have spent years on the program, the successful launch is just the beginning of work to come. "We are very excited to see this milestone today. It's the end of one phase and the beginning of another," said Navy Cmdr. Jeff King, a MUOS systems engineer who worked on the program for three years.

King explained that upon separation from the launch vehicle the satellite will stay in a temporary orbital slot for initial testing.

"The satellite will spend the next several months in its geostationary orbit and be thoroughly checked out by the combined government and contractor team before being turned over for operational use."

Operational use, also known as initial operational capability, for the first MUOS satellite is expected in summer 2012. Control of the satellite will then be turned over to the Naval Satellite Operations Command in Point Mugu, Calif.

Ultimately, the MUOS constellation will consist of four satellites and an on-orbit spare. The system also includes four ground stations strategically located around the globe, which provide worldwide coverage and the ability to connect users wherever they are. The ground system transports data, manages the worldwide network and controls the satellites.

With today's narrowband communication system, users have to be stationary with an antenna up and pointed toward a satellite.

"With MUOS they'll be able to move around the battlespace," said King. "They'll be able to communicate to users on the other side of a mountain or the other side of the world."

Beyond providing continuous communication for all branches of the U.S. military, Navy provided space-based narrowband capability also ensures reliable worldwide coverage for national emergency assistance, disaster response and humanitarian relief.

The MUOS constellation is expected to achieve full operational capability in 2015, extending narrowband availability well past 2025.

Today's launch was originally scheduled for Feb. 16 and again Feb. 22, both canceled and rescheduled due to unfavorable weather conditions.

The program is managed by the Navy's Program Executive Office for Space Systems, Chantilly, Va., and its Communications Satellite Program Office in San Diego.

"Like erecting a cellular telephone tower 22,300 miles [35,888 km] tall, the U.S. Navy's first-of-its-kind mobile communications satellite rose high above Earth tonight to provide 3G voice, data and video services to military troops on the move.

"Soaring away from Cape Canaveral's Complex 41 at 5:15 p.m. EST (2215 GMT), the Atlas 5 rocket sped towards space carrying the Mobile User Objective System 1 satellite.

"MUOS 1 became the heaviest payload ever launched by an Atlas rocket in more than 600 launches under the venerable booster's name, weighing nearly 15,000 pounds [6,804 kg].

"And to heave the craft into a lofty geosynchronous transfer orbit, the Atlas 5's largest, most energetic configuration—previously used to hurl space probes toward Jupiter and Pluto—was tapped for the mission with five forceful solid rocket boosters flanked around the vehicle.

"What's more, the launch also marked the milestone 200th flight for the dependable Centaur upper stage, which conducted three critical firings over the course of three hours to position MUOS 1 into the proper orbit to score a successful launch.

"The sophisticated MUOS system—to be fully assembled with four more launches over the next few years—was designed around the commercial third-generation cellular telephone architecture to substantially increase the number of users and amount of communications that can be routed to military forces. The satellites will ring the planet and provide capacity, availability and global coverage for mobile military communications like never before.

"From its eventual spot in geosynchronous orbit, matching Earth's rotation to hover in a parking spot 22,300 miles [35,888 km] up, the expansive footprint of MUOS 1 will cover a huge swath of the planet to serve ships, submarines, aircraft, land vehicles and terminals in the hands of troops.

"Initial testing of the craft will be performed later this spring over the mid-Pacific Ocean in view of a Hawaiian ground station. However, the final operational position in space and what geographical area of the globe the craft will cover hasn't been chosen yet."

"MUOS will offer 10 times greater communications capacity to the mobile warfighter over the Navy's current generation of Ultra High Frequency Follow-On spacecraft to relay narrowband tactical information such as voice calls, data messaging, file transfers and email on rates of up to 384 Kilobits per second."

"At the heart of the MUOS satellite's communications payload are two gold mesh antenna reflectors, built by Harris Corp. Coverage to legacy users will transmit through a 17.7-foot [5.4-m]-diameter reflector on the bottom of the craft and the advanced, multi-beam features of MUOS to significantly increase the transmission capacity over the Navy's previous satellites will use a large 46-foot [14.0-m] reflector atop the satellite."

"Ground controllers established contact with the satellite to begin what's expected to be a three-month process of maneuvering MUOS 1 into geosynchronous orbit, deploying its power-generating solar arrays to span more than 90 feet, unfurling a pair of umbrella-like antenna reflectors on boom assemblies and fully checking out the onboard communications equipment.

Eight orbital raising burns are expected over the next 10-14 days, followed by the test program that Lockheed Martin will perform, Ghyzel said. The military will take control of the satellite in about 90 days to conduct its own acceptance evaluation before the craft enters service."

USS Sampson Departs for Deployment

From Naval Surface Force, U.S. Pacific Fleet Public Affairs

SAN DIEGO (NNS) -- The guided-missile destroyer, USS Sampson (DDG 102), departed for a scheduled six-month, independent deployment to the Western Pacific and U.S. Central Command areas of responsibility, Feb. 24.

"Sampson's crew has worked extremely hard in preparation for this deployment. We are trained and prepared to execute any mission assigned," said Cmdr. Chris Alexander, commanding officer of Sampson. "We will, of course, miss San Diego, our friends and our families. We leave them behind knowing that what we do is vital to the security of the nation and our way of life."

U.S. 3rd Fleet leads naval forces in the Eastern Pacific from the west coast of North America to the International Date Line and provides realistic, relevant training necessary for an effective global Navy.

USS Columbus Conducts Western Pacific Deployment

PEARL HARBOR (NNS) -- Friends and families of the USS Columbus (SSN 762) crew gathered at the submarine piers at Joint Base Pearl Harbor-Hickam to say goodbye as the Los Angeles-class submarine departed for a Western Pacific deployment, Feb. 22.

"The submarine is in outstanding material condition thanks to the recent installation of the most modern combat system and the hard work of the Pearl Harbor Naval Shipyard," said Cmdr. David Youtt, Columbus commanding officer. "Columbus is in better condition than when it was delivered to the fleet in 1994."

Since undergoing an extended shipyard period in 2009 and returning from her last deployment in June 2010, Columbus has undergone several maintenance upgrades and conducted training in preparation for this deployment.

"We are scheduled to conduct a Western Pacific deployment, however, Columbus is capable and ready to execute missions anywhere in the world," said Youtt. "We will be deploying with more than 130 Sailors and officers, and they are excited and enthusiastic to execute the tasking that they were trained for and the ship was designed to do."

With Sailors transferring to and from Columbus since returning from their last deployment, a large portion of the crew has never deployed, according to Youtt. Electronics Technician 3rd Class Kyle Lightell, who reported aboard Columbus September 2011, is really looking forward to getting underway since this will be his first deployment.

"I have done quite a bit of training and preparation for this deployment, and on that note, I cannot wait to further my knowledge by actually being able to get the hands-on experience doing my job at sea," said Lightell. "Also, I am excited about visiting different places during our port visits and experiencing their cultures and way of life."

Columbus is the fifty-first Los Angeles-class submarine and the twelfth improved version of this class, which includes a vertical launch system for Tomahawk cruise missiles and an improved hull design for under-ice operations. She completed a post shipyard availability in June 1994 in Groton, Conn., after initial construction and shakedown operations. In September 1994, the ship conducted an inter-fleet transfer to Pearl Harbor, Hawaii, and joined the U.S. Pacific Fleet Submarine Force.

British test pilot marks milestone in the Joint Combat Aircraft

PATUXENT RIVER, Md. (NNS) -- A royal Air Force (RAF) squadron leader became the United Kingdom's first military test pilot to fly the F-35C, the carrier variant of the Lightning II Joint Strike Fighter (JSF) aircraft, Feb. 21.

As an international program, the F-35 has eight cooperative partners working with the United States; the United Kingdom was the first country to join the program in January 2001. The UK is planning to purchase the carrier variant to enter service as the joint combat aircraft (JCA).

"The F-35 has the best handling of any jet I've flown, which means it's going to be easier to land on a ship than current aircraft. And pilots can devote all of their attention to the mission," said Jim Schofield, RAF squadron leader.

"Combined with the world's best sensors which allow the pilot to find and target anything that's out there, and a stealthy signature, which means the enemy can't do the same to you, this is exactly the aircraft the UK needs to provide the best protection for our soldiers, sailors and airmen for the next 35 years," he further explained.

Schofield's flight is the latest in a series of milestones for the UK's JCA program, which included the first F-35C launch on the test electromagnetic aircraft launch system (EMALS) Nov. 18, 2011, and the rollout of the first UK F-35 from the production line four days later. EMALS is the current launching system of record for the future HMS Queen Elizabeth aircraft carrier, currently under construction.

"This is another major step forward for the UK's Joint Combat Aircraft programme," said Group Capt. Harv Smyth, the UK's JSF national deputy. "Squadron Leader Schofield is now test-flying both the [short takeoff and vertical landing] and carrier variants of the F-35, which affords the UK unprecedented early learning regarding this 5th-generation air system. This is a very exciting period for JCA, as not only are we now testing both the B and the C variants, but we look forward to taking delivery of our first production F-35 aircraft later this year."

According to the RAF's website, the F-35 employed as the JCA in UK forces will offer many advantages over legacy platforms: low observability, supersonic flight, improved survivability, internal and external weapons carriage, increased range and easier supply and maintenance.

The F-35C carrier variant of JSF is distinct from the F-35A and F-35B variants, with its larger wing surfaces and reinforced landing gear to withstand catapult launches and deck landing impacts associated with the demanding aircraft carrier environment. The F-35C is undergoing test and evaluation at Naval Air Station Patuxent River prior to delivery to the fleet and international partners.

Navy Installations to Conduct Exercise Solid Curtain-Citadel Shield 2012 Next Month

From U.S. Fleet Forces Command Public Affairs

NORFOLK (NNS) -- Commander, U.S. Fleet Forces (USFF) and Commander, Navy Installations Command (CNIC) are in the final stages of planning the Force Protection and Anti-Terrorism (FP/AT) exercise Solid Curtain-Citadel Shield (SC/CS) 2012 to be conducted on naval bases and installations throughout the continental United States March 19-24.

These annual exercises are designed to enhance the training and readiness of Navy security forces to respond to threats to installations and units. The two exercises, each with a distinct focus, occur simultaneously and will stress different areas of the Navy's anti-terrorism program to enhance the training and readiness of naval security force personnel to respond to real-world threats.

There will be an increase in patrols on and around Navy installations as a result of this planned exercise. Exercise SC/CS 2012 is not in response to any specific threat, but is a regularly scheduled exercise.

Measures have been taken to minimize disruptions to normal base and station operations, but there may be times when the exercise causes increased traffic around bases or delays in base access.
