Middle East and Southeast Asia MWARA /RDARA Frequencies

With military tension ratcheting up rapidly in Pakistan and India, civilian air activity has already been affected. International and regional aircraft transiting the two countries airspace use MWARA (Major World Air Route Area) HF frequencies when they are out of VHF/UHF range for ATC purposes. The main MWARA frequency group covering Pakistani and Indian air space are the Middle East 2 (MID-2) and Southeast Asia 1 (SEA-1) MWARA family of frequencies.

As some of you may be aware there is a major situation developing in Venezuela. President Nicolás Maduro on Wednesday faced the gravest challenge to his authority since assuming power in 2013, as the leader of the U.S.-backed opposition claimed the legitimate mantle of leadership and President Donald Trump and other world leaders promptly recognized him as Venezuela's interim and rightful head of state. A defiant Maduro responded by announcing a break in "diplomatic and political relations" with the United States, ordering American diplomats to leave the country within 72 hours.

As some of you may be aware there is a major situation developing in Venezuela. President Nicolás Maduro on Wednesday faced the gravest challenge to his authority since assuming power in 2013, as the leader of the U.S.-backed opposition claimed the legitimate mantle of leadership and President Donald Trump and other world leaders promptly recognized him as Venezuela's interim and rightful head of state. A defiant Maduro responded by announcing a break in "diplomatic and political relations" with the United States, ordering American diplomats to leave the country within 72 hours.

I think the suffixes 1-3 for both MIRA (Army section above) and CUFAN (National Guard section below) are the same. They may equate to something like 1= command element; 2= intelligence element; 3= operations element. Or they could equate to branches of the Armed Services i.e.
1= Army, 2= Navy; 3= National Guard.

These equations are based upon my own research and analysis using Spanish-language resources and glossaries. I am relatively certain that the equations for CGE and CRC are correct. According to various sources the Venezualan Army has divided up the country into six Military Regions/Zones. This corresponds nicely to the CRC# identifiers he has seen so far. The other equations are, as he stated are his own derivations, and are ripe for discussion. I haven't seen enough of the three letter identifiers (SIB, SIT, SKI, etc) to have any equations for them.

U.S. Coast Guard Receives Funding for New Heavy Icebreaker

In the federal funding package that President Donald Trump recently signed into law contains significant good news for the Coast Guard, which received $655 million to build one heavy icebreaker and $20 million in long-lead-time funding for a second, according to USNI News.

Congress appropriated $2.25 billion in capital expenditures for Coast Guard shore facilities, vessels, ATON and aircraft. This is slightly more than the Department of Homeland Security's FY2019 budget proposal, which requested $1.9 billion, including $750 million for one icebreaker.

The Coast Guard has one remaining heavy icebreaker, the 1976-built Polar Star. She is among the most capable vessels of her type, with enough power to break through ice of up to 21 feet thick, but she is now well past her designed service life.

In her 2018 icebreaking season, she suffered a shaft seal failure leading to flooding, along with an electronic control failure that took out one of her three turbines. This year, one of her electrical systems began to smoke, causing damage to wiring in an electrical switchboard, and one of her evaporators failed. Like last year, she also experienced a leak from a shaft seal, which halted icebreaking operations until scuba divers could make repairs.

The Star's sister ship, Polar Sea, left service in 2010 after a catastrophic engine failure. She now serves as a parts donor to sustain the Star's Cold War-era systems. The Coast Guard has noted that it has no self-rescue capability in the event that the Star should suffer a similar breakdown in heavy ice.

Given these vulnerabilities and the increasing need for a U.S. national security presence in the Arctic, the Coast Guard hopes to build three heavy and three medium medium icebreakers. Its ambition is to deliver the first heavy icebreaker - rebranded as the "Polar Security Cutter" - by 2023.

SAN FRANCISCO — The Coast Guard Cutter Robert Ward, the second California-based 154-foot Fast Response Cutter, arrived in the San Francisco Bay, Friday, Feb 22, 2019.

The Robert Ward is the second of four FRCs to be homeported at Base Los Angeles-Long Beach. While these ships will be based in Southern California, they will operate throughout the 11th Coast Guard District, which includes all of California and international waters off of Mexico and Central America.

"We are thrilled to welcome the Robert Ward and her crew to the Bay Area," said Capt. Tony Ceraolo, the Coast Guard Sector San Francisco commander and San Francisco Captain of the Port. "This new cutter brings a wealth of capabilities to the California coast, including search and rescue, law enforcement and drug interdiction. We're looking forward to commissioning the cutter right here in San Francisco next week."

FRC’s are 154-foot multi-mission ships designed to conduct: drug and migrant interdictions; ports, waterways and coastal security operations; fisheries and environmental protection patrols; national defense missions; and search and rescue. Each cutter is designed for a crew of 24, has a range of 2,500 miles and is equipped for patrols up to five days. The FRCs are part of the Coast Guard’s overall fleet modernization initiative.

FRCs feature advanced command, control, communications, computers, intelligence, surveillance and reconnaissance equipment as well as over-the-horizon response boat deployment capability and improved habitability for the crew. The ships can reach speeds of 28 knots and are equipped to coordinate operations with partner agencies and long-range Coast Guard assets such as the Coast Guard’s National Security Cutters.

FRCs are named in honor of Coast Guard enlisted leaders, trailblazers and heroes. The four California-based FRCs are:

Robert Ward (WPC-1130) – Ward operated beach-landing boats during the Normandy invasion. He landed his craft on the Cotentin Peninsula and rescued two stranded boat crews in the face of a heavily fortified enemy assault.

Forrest Rednour (WPC-1129) – Rednour aided in the rescue of 133 people during the sinking of the U.S.A.T. Dorchester, Feb. 3, 1943. He was awarded the Purple Heart and Navy and Marine Corps Medal for his actions. Rednour lost his life in the sinking of the Coast Guard Cutter Escanaba in June 1943.

Terrell Horne III (WPC-1131) – Horne was murdered by suspected drug smugglers who intentionally rammed the boat he and fellow Coast Guardsmen were aboard during law enforcement operations near Santa Cruz Island off the Southern California coast in December 2012. Horne pushed one of his shipmates out of the way of the oncoming vessel attack and sustained fatal injuries.

Benjamin Bottoms (WPC-1132) – Bottoms was part the Coast Guard aircrew that rescued an Army aircrew from a downed B-17 off the west coast of Greenland in 1942. Bottoms and the pilot conducted the first landing of a cutter plane on an icecap and commenced a two-day rescue over a rugged arctic terrain that required multiple flights. During the second day of rescue operations, radio contact with Bottoms’ plane was lost and he was declared missing in action.

The US Navy’s Nimitz-class aircraft carrier USS George H.W. Bush (CVN 77) has arrived at Norfolk Naval Shipyard (NNSY) where it will spend the next 28 months, undergoing planned maintenance.
