Mystery on Sakhalin Island

Manu Gómez on Twitter is reporting that roughly at the same time (before 0900 UTC this morning), a Russian Air Force Tupolev TU-154, and a US aircraft N2165Y (Textron C90GTI) registered to the Bank of Utah trustee (probably a US government aircraft) departed the Russian Sakhalin Island (the island of KAL 007 shootdown fame).

So what agency owns N2165Y and what was it doing on Sakhalin Island at the same time a Russian TU-145 was on the island? Maybe something, maybe nothing. Just passing along an interesting aviation observation.
