Monterey Conducts Exercise with US Air Force

By Mass Communication Specialist 3rd Class Billy Ho, USS Nimitz Public Affairs
USS MONTEREY, At Sea (NNS) -- Guided-missile cruiser USS Monterey (CG 61) conducted an air operations for maritime surface warfare exercise in the Arabian Gulf, July 17.

The exercise was a joint operation between Monterey and aircraft from U.S. Air Force, Central Command.

"This was an excellent opportunity for Monterey to improve interoperability with U.S. Air Force assets deployed to the Central Command area of responsibility," said Lt. Cmdr. Robert Watts, the ship's operations officer. "It also allowed Monterey to practice joint tactics, techniques, and procedures in the dynamic maritime environment."

Monterey launched two rigid-hull inflatable boats to simulate small boat threats that were detected by an Air Force E-8 Joint Surveillance and Target Attack Radar System (JSTARS) aircraft. Two U.S. Air Force F-15E Strike Eagle aircraft were then directed to investigate, identify, target, and destroy the targets. Monterey and the JSTARS aircraft took turns controlling and directing the Strike Eagles while practicing joint procedures to defend Monterey from small craft attack.

"It was a very successful exercise," said Watts. "Both Monterey and U.S. Air Force participants met or exceeded all training objectives. This exercise improves our ability to operate more effectively and efficiently with joint partners in the region."

The two-hour exercise concluded with a fly-by of Monterey after the F-15E Strike Eagles had eliminated all simulated targets during multiple inbound runs.

Monterey is currently deployed in support of maritime security operations and theater security cooperation efforts in the U.S. 5th Fleet Area of Responsibility.

E-8C flies final OIF mission

SOUTHWEST ASIA (AFNS) -- Airmen from the 7th Expeditionary Air Command and Control Squadron here flew their final mission in support Operation Iraqi Freedom Aug. 31 before the Department of Defense officially transitions to Operation New Dawn Sept. 1.

The 7th EACCS has flown E-8C Joint Surveillance Target Attack Radar System operations in support of OIF since its inception in 2003, providing airborne battle management, command and control, and intelligence, surveillance and reconnaissance throughout the entire area of responsibility.

The E-8C's primary mission is to provide theater ground and air commanders with ground surveillance to support attack operations and targeting that contributes to the delay, disruption and destruction of enemy forces.

The transition from OIF to OND signals the change in mission for U.S. forces in Iraq from combat operations, to training and equipping Iraqi forces.

J-STARS aircraft in high demand

The Joint Surveillance and Target Attack Radar System, or J-STARS, is full of ironies.

The cost of the program is a whopping $366 million an aircraft, yet each J-STARS aircraft is a remodeled passenger 707 plane once used for commercial flights. This combat-tested plane has a kitchenette.

It’s a plane that was originally designed to fight the Soviets, yet the aircraft is flying every day over Afghanistan and Iraq, wars that scantly resemble the kind of battles it was built to fight.

“Our phone is ringing off the hook for more J-STARS and more crews,” said Air Force Lt. Col. Tom Grabowski, the 116th Air Control Wing director of plans and programs.

As combat ratchets up in Afghanistan, the J-STARS aircraft may be the Air Force’s most valuable weapon, charged with illustrating every square foot of Afghanistan’s most violent areas.

Joint STARS Eyed As Budget Victim

Aviation Week in a story on their online copyrighted aerospace daily and defense report, indicates that the USAF JStars program may be on the budget chopping block.

From the story written by David A. Fulghum and Amy Butler,

"The return of the U.S. Congress next month will reignite smoldering defense budget battles, and one new target of the budgeter’s ax could be upgrade packages for the E-8C Joint Surveillance Target Attack Radar System (JSTARS).

"The ground surveillance aircraft is slated to start flying out of Afghanistan next summer in response to an urgent need request for a dynamically-tasked, real-time airborne surveillance system that can track people in rough terrain.

"Despite the advantages of the improvement package, as the Air Force continues reconsidering its strategy for collecting ground surveillance, the fate of JSTARS has become uncertain, according to industry and government sources. Defense Secretary Robert Gates has not hesitated to cancel or shelve problematic programs or question others on their purported benefits in light of strict budget conditions and changing military needs.

"The JSTARS fleet was based on preowned 707 aircraft, some of which had bad corrosion problems. As a result, Air Force officials are weighing the value of extending the life of JSTARS against the cost of introducing a new platform. A decision on which model aircraft — likely a Boeing 767 or Airbus A330 — to purchase for a future USAF refueling tanker could provide an alternative vehicle for a next-generation GMTI collector, as well as signals and communications intelligence collection."

JStars Now Has SIPRNet Capability

by Monica D. Morales, 66th Air Base Wing Public Affairs

HANSCOM AIR FORCE BASE, Mass. (AFNS) -- The 751st Electronic Systems Group here has now completed an effort to provide operators at workstations onboard the Joint Surveillance Target Attack Radar System the ability to chat, e-mail and browse the Defense Department's secure Secret Internet Protocol Router Network from any location.

The completed installation of a beyond-line-of-site ground-entry station in Virginia late last month marked the finale of the program, which came to fruition in response to an urgent operational need -- and came both on time and on cost.

"In a time when delivering programs on cost and on schedule can be challenging, BLOS is a success in both respects, coming in early and on cost while also meeting an urgent warfighter need," said Capt. Kate Stowe, BLOS program manager.

Beyond-line-of-sight communication capabilities use two straight lines, one going from an origination point to an orbiting satellite and another coming from the satellite to the second point to relay intelligence data. The globally available data and voice communications are enabled via connection to an existing commercial satellite, allowing for heightened communication and smoother recall of intel data.

In February 2007, Air Forces Central Command Commander Lt. Gen. Gary North asked to have this feature added to the E-8C fleet in the command's area of responsibility. Operating under a UON request, members of the 751st ELSG, along with operational users at the 116th Air Control Wing at Robins Air Force Base, Ga., and prime contractor Northrop Grumman Corp., got to work to meet the warfighter need.

The fleet of aircraft received the upgrades at Robins, with each undergoing a six-day retrofitting process that included the addition of new equipment. The first of these jets was in theater by March, with the last of the aircraft being retrofitted in early December.

The feedback from operational users reflects that the enhanced capabilities all point to added precision in executing the mission.

"By about May, we started hearing from users that the chat capability had broadened the number of people that can interact on a real-time basis," said Paul Scoville, a contractor that works with the program.

But the capability goes further, Captain Stowe said, in that the communication tools offer flexibility in how the warfighter uses them to accomplish objectives. In other words, BLOS has changed the way the Joint STARS aircrew members conduct operations.

For example, imagery reflecting a potential threat can be put in a search engine for potential matches, imbedded in an e-mail for additional 'eyes on,' or inserted into chat conversations for convoys on the ground to confirm the threat level.

"BLOS has enabled them to do all of that in real-time, and has given the warfighter more heightened situational awareness," she said. "Where before they had one piece of intel, now they can layer on other intel, and that gives them much greater fidelity. It is this greater fidelity that has fundamentally changed the nature of how we're currently fighting the jet in theater."

With the UON met, exploring further uses and adaptations of BLOS is on the horizon. Mr. Scoville said that among them is gaining greater bandwidth.

"It's not something we necessarily have to do, but we have the potential to expand it and make it a non-commercial, government-only capability," he said.

Maj. George Peasant, also of the BLOS program, said that increased bandwidth would benefit the warfighter even more.

"That next path of gaining wider communication capabilities to the jet would mean a higher data rate," he said.

SOUTHWEST ASIA (AFNS) -- Airmen of the 7th Expeditionary Air Command and Control Squadron from this air base in Southwest Asia provide constant situational ground assessment from the air to coalition forces supporting operations Enduring Freedom and Iraqi Freedom.

Inside the E-8C Joint STARS, the aircrew give airborne battle management, command and control, intelligence, surveillance and reconnaissance throughout the entire area of responsibility.

"We are there every day for long periods of time. Our presence provides an in-depth understanding of how things are moving on the ground." said Lt. Col. Mack Easter, the 7th EACCS commander.

By using the E-8C's surveillance capabilities, Airman of the 7th EACCS provide real time situational awareness to a wide gamut of assets across the battlefield. The radar and computer subsystems on the E-8C can gather and display detailed battlefield information on ground forces.

"We work with the Army from the corps level all the way down to the company level, integrating the ground movement picture from the joint terminal attack controller to the brigade tactical operations center," said Colonel Easter, who is deployed from Robins Air Force Base, Ga. "We also work to integrate (MQ-1) Predators, rotary wing and fast, fixed-wing aircraft all across the battlespace from one end of Iraq to the other. Additionally, our datalink capability allows us to communicate our radar picture to multiple brigades simultaneously."

Not only can the crews share information digitally across the battlefield, but also the E-8 crew can also talk to just about anyone in the world with its various radio and communication suites, he said.

During major force-on-force engagements, E-8C members support the fight by tracking columns of movement. As the fight in Iraq and Afghanistan has changed, so has the E-8C role in the mission.

In the current environment, crews are often looking for a single ground mover in an area of interest.

"When an attack happens on the battlefield, we can backtrack using the information we collected to identify the origin of the attackers," said Lt. Col. Jerry Cole, the 7th EACCS director of operations. "Lately, that has been one of our most used capabilities."

Staff Sgt. Karis Baker, an airborne operations technician assigned to the 7th EACCS, looks for, finds and tracks the ground movers.

"(The JSTARS mission) also includes significant post-mission analysis by many organizations," said Sergeant Baker, a native of Astoria, Ore.

"We are analyzing the pattern of traffic movement," said Sergeant Baker, deployed from Robins AFB. "Our radar records the whole mission. If something happened an hour ago, we can replay the event to see exactly how it went down."

"We know from the time we get here in theater to the time we leave, we'll be consistently busy," Colonel Cole said. "We are without a doubt one of the biggest providers to this war. It's extremely rewarding to see the impact we have on the guys on the ground."

The 16th Expeditionary Airborne Command and Control Squadron from Robins Air Force Base, Ga., has deployed to Kadena Air Base for 30 days to train with the 961st Airborne Air Control Squadron and participate in an operational readiness exercise on the Korean Peninsula.

The unit is flying its E-8C Joint Surveillance Target Attack Radar System aircraft alongside the E-3 Airborne Warning and Control System aircraft, operated by the 961st AACS here.

"We have a great opportunity to share tactics and training opportunities with the 961st AACS as we fly together over the Republic of Korea during the ORE," said Lt. Col. Douglas Kugler, 16th EACCS detachment commander.

The E-8C is a command and control, intelligence, surveillance and reconnaissance asset that provides ground surveillance data to ground and air commanders in a theater of operations.

"The Joint STARS aircraft contributes in a lot of ways, from developing targets of opportunity for attack operations to supporting personnel recovery operations," said Colonel Kugler. "We use a crew normally consisting of 21 Air Force and Army personnel to detect, track, report and target enemy ground movement while employing various radar modes, computer subsystems and an extensive communications suite."

While training in this exercise, the JSTARS aircrew will train their eyes on the ground situation as fighter aircraft launch sorties. The E-8C crew will pass critical ground data to the E-3 Sentry crew and other units like common ground stations from the Army's 2nd Infantry Division and the 3rd Marine Expeditionary Force. In turn, the AWACS will share the air picture, enhancing situational awareness for JSTARS crews.

AWACS and JSTARS crews coordinate with friendly aircraft to expedite identification of targets of opportunity. Training opportunities available during this visit offer both units a chance to improve critical coordination skills and reduce the amount of time it takes to coordinate air-to-ground targets.

"When you start putting these two pictures together, you get a lot of situational awareness of enemy activity for faster operational and tactical level decisions," said Colonel Kugler.

Senior Master Sgt. James Reid, 16th EACCS senior director technician, said the information taken from both platforms enables commanders on the ground to make real-time decisions based on real-time data.

The crew aboard JSTARS consists of members from the active-duty Air Force, the Air National Guard as well as the U.S. Army. The 116th Air Control Wing at Robins AFB is the sole unit operating JSTARS with a total of 17 operational aircraft providing worldwide support to combatant commanders.

"Though we [both units] have unique missions, it's the synergistic effect of combining the assets that makes the impact in the battle space," said Sergeant Reid.

Joint STARS exceeds 23,000 flight hours

The 128th Expeditionary Airborne Command and Control Squadron, one of three operational Joint Surveillance Target Attacks Radar System squadrons, recently reached a milestone of 23,000 flight-hours by flying missions in support of Operation Iraqi Freedom.

Beginning on Jan. 16, 2003, the JSTARS aircraft crews flew missions for Operation Southern Watch and then OIF. They were first deployed to Prince Sultan Air Base, Saudi Arabia and RAF Akrotiri, Cyprus, and in May 2003 were relocated to the 379th Air Expeditionary Wing.

Flying more than a dozen command and control, intelligence, surveillance and reconnaissance missions per week, with an average of 10-12 hours per mission, the JSTARS have maintained a constant presence in the skies over Iraq.

"Reaching this milestone shows the reliability, sustainability and dependability of this low density/high demand platform and the commitment of the aircrews, maintainers and support personnel to meet combatant commanders' C2ISR requirements for the long haul," said Lt. Col. Joseph Richardson, 128th EACCS director of operations.

The JSTARS primary mission is to provide theater ground and air component commanders with ground surveillance to support attack operations and targeting that contributes to the delay, disruption and destruction of enemy forces.

The unit flies E-8Cs, which are modified Boeing 707-300 series commercial airframes extensively remanufactured and modified with the radar, communications, operations and control subsystems required to perform its operational mission. The unit has 17 E-8Cs valued at $366 million each.

"The E-8C is a theater level C2ISR asset that provides highly mobile, flexible, and survivable wide area ground surveillance with the ability to detect and track moving and stationary ground targets, day or night, in almost any weather," Colonel Richardson said.

The JSTARS organization, assigned to the 116th Air Control Wing, Robins AFB, Ga., is unique because it's the only blended "Total Force" wing in the Air Force.

"Our home wing is composed of both active duty and Air National Guard Airmen as well as our U.S. Army soldiers, blended into a coherent fighting force," said Colonel Richardson. "This flying achievement represents the total commitment of our blended, joint aircrews as well as the dedicated professional support of our maintenance personnel and our computer support professionals."

Many crew members have deployed several times in support of the JSTARS mission and have watched the flight hours accumulate.

Since 2003, I've flown over 75 missions in support of OIF/OEF," said Maj. Dennis Dickerson, 128th EACCS mission crew commander. "The JSTARS is still relatively new to the inventory, and we are literally finding out more capabilities on a daily basis. As these capabilities are discovered, the demand for our platform has skyrocketed. Thus, our Airmen can deploy up to 180 days a year and fly over 720 combat sortie hours in that time."
