EST, 20 January 2009 ACTIVATION.
1. Forwarded below is information on the FEMA NECN activation at 7:00am EST, 20 January 2009, in response to the NSSE Presidential Inauguration. Please forward to Army MARS members in your regions and states
2. As stated in the FEMA message this special session is limited to OFFICIAL US Government Department and Agency stations only. All Army MARS stations will check
into their respective regional nets and the NCS will send the check-in report to AAA9USA preferably via the MARS WL2K system.
3. AAA9USA will check in directly with FEMA NCS WGY908 or WGY912 and will act as liaison for Army MARS.
4. Questions concerning NECN should be directed to the respective SD or RD. If further clarification is required contact AAA9O.
5. AAA9O will be sending an additional message covering Army MARS operations in support of NSSE Presidential Inauguration.

SUBJECT: NATIONAL EMERGENCY COORDINATION NET (NECN) ACTIVATION THE INFORMATION CONTAINED IN THIS MESSAGE IS FOR EMERGENCY RESPONSE NOTIFICATION ONLY AND IS NOT RELEASABLE TO THE WORLD WIDE WEB OR NON-GOVERNMENT ENTITIES WITHOUT THE PRIOR APPROVAL OF THE FEDERAL EMERGENCY MANAGEMENT AGENCY.
1. Effective 7:00am EST, 20 January 2009, the Federal Emergency Management Agency (FEMA) will activate the National Emergency Coordination Net (NECN) in response to the NSSE Presidential Inauguration.
2. This net is designed to provide back up Command and Control communications links to support the National Response Framework (NRF) activities and other civil emergencies by providing federal emergency response personnel with a common HF frequency to meet on for the exchange of information, coordination of activities, and
to request assistance.
3. National Response Framework support agencies should designate one or more HF radio stations to provide liaison between the NECN and your agencies' command structure. Those stations should check in and maintain contact with the FEMA net control stations.
4. This special session is limited to OFFICIAL US Government Department and Agency stations only.
5. Request all CAP, MARS and USCG AUX stations remain on their respective networks and forward station availability only to thomas.cross@xxxxxxx or fax 540-535-4971.
