Future USNS Cesar Chavez Completes Integrated Acceptance Trial

SAN DIEGO (NNS) -- Following four days of intensive testing and trials, the future USNS Cesar Chavez (T-AKE 14) completed Integrated Acceptance Trial Sept. 28, departing from and returning to the General Dynamics NASSCO shipyard in San Diego.

T-AKE 14 is the 14th and final Lewis and Clark-class dry cargo/ammunition ship to be presented to the Navy's Board of Inspection and Survey.

Because of the maturity of the class, the Navy holds only one round of trials on each ship of this class prior to delivery, instead of separate builder's and acceptance trials. This single integrated trial requires less time, fuel and manpower than the conventional multiple trial method. Completion of the acceptance trial is the final major milestone prior to delivery to the Navy.

"Completing trials for the final ship in the Lewis and Clark class is a major milestone in this very impressive shipbuilding program," said Frank McCarthey, the Auxiliary Ships, Small Boats and Craft program manager for the Navy's Program Executive Office (PEO) Ships. "This ship trial again demonstrates the maturity of this class, the many lessons learned incorporated, and significant production efficiencies NASSCO has achieved across the class."

The T-AKE program is based on a low risk, commercial-oriented acquisition strategy that has yielded multiple efficiencies. The last five ships of the class have delivered on cost and ahead of schedule, with USNS Cesar Chavez to deliver to the Navy later this year.

T-AKEs are operating in Military Sealift Command's Combat Logistics Force, helping the Navy maintain a worldwide forward presence by delivering ammunition, food, fuel, and other supplies to U.S. and allied ships at sea.

As one of the Defense Department's largest acquisition organizations, PEO Ships is responsible for executing the development and procurement of all destroyers, amphibious ships, special mission and support ships, and special warfare craft. Currently, the majority of shipbuilding programs managed by PEO Ships are benefiting from serial production efficiencies, which are critical to delivering ships on cost and schedule.

USS Fort Worth (LCS 3) Completes Acceptance Trials

MARINETTE, Wis. (NNS) -- The future USS Fort Worth (LCS 3) successfully completed acceptance trials May 4, testing the ship's major systems and equipment in port and underway in Lake Michigan.

Acceptance trials are the last significant milestone before delivery of the ship to the Navy. The ship was presented to the Navy's Board of Inspection and Survey (INSURV) with high levels of completion.

"Fort Worth performed extremely well during its trials," said LCS Program Manager Capt. John Neagley. "The ship's level of completion coupled with Marinette Marine's excellent craftsmanship resulted in relatively few material deficiencies."

During the four-day trial, the Navy conducted comprehensive tests intended to demonstrate the performance of the propulsion plant, ship handling and auxiliary systems. This improved performance in comparison to the first ship of the class is a result of design stability, facility improvements and production efficiencies by the shipbuilder.

Fort Worth will join her sister ships USS Freedom and USS Independence, which have already been commissioned, when she is commissioned September 22, in Galveston, Texas. In addition, Milwaukee (LCS 5) is under construction at the Marinette Marine Corp. shipyard, and Coronado (LCS 4) and Jackson (LCS 6) are under construction at the Austal USA shipyard in Mobile, Ala.

LCS is a new breed of U.S. Navy warship, capable of open-ocean operation but optimized for littoral, or coastal, missions.

The Navy continues to remain committed to a 55 ship LCS program and is leveraging competition, fixed-price contracting and serial production to reduce construction duration and costs. In addition, the Navy is committed to ensuring that prior to the start of fabrication, the ship design is mature and the requirements are well understood.

Future USNS Wally Schirra Completes Acceptance Trials


WASHINGTON (NNS) -- The future USNS Wally Schirra (T-AKE 8) completed Acceptance Trials Aug. 6, sailing from and returning to the General Dynamics NASSCO shipyard in San Diego.

The future USNS Wally Schirra is the eighth ship of the Lewis and Clark-class to be presented to the Navy's Board of Inspection and Survey (INSURV) for acceptance. This is the final major milestone prior to delivery to the Navy and the first and only time the ship will go to sea prior to her crew moving aboard. During acceptance trials, the dry cargo/ammunition ship successfully demonstrated a variety of systems including main propulsion, engineering, ship control systems and crew support.

"The successful completion of acceptance trials is a major step towards bringing the ship into the fleet," said Frank McCarthey, the T-AKE-class program manager for the Navy's Program Executive Office for Ships (PEO Ships). "The T-AKE program continues to deliver high quality ships to the fleet on cost and ahead of schedule."

NASSCO continues to make substantial reductions in labor hours from hull to hull on the program, and it has invested significant capital in the yard over the last several years. T-AKEs have been delivering approximately one to two months early, with future ships delivering even earlier as the program compresses the overall build profile. Wally Schirra is scheduled to deliver Sept. 1, more than a month ahead of the contract delivery date.

The T-AKE program has contract options for up to 14 ships with 12 ships fully under contract. To date, seven ships of the T-AKE class have been delivered, the last of which was USNS Carl Brashear (T-AKE 7) on March 4.

As a combat logistics force ship, Wally Schirra will help the Navy maintain a worldwide forward presence by delivering ammunition, food, fuel and other dry cargo to U.S. and allied ships at sea. The ship is designed to operate independently for extended periods at sea and can carry and support two helicopters. T-AKE 8 was launched and christened March 8 at the General Dynamics NASSCO shipyard in San Diego.

Continuing the Lewis and Clark-class tradition of honoring legendary pioneers and explorers, the Navy's newest underway replenishment ship recognizes Walter "Wally" Schirra Jr., a U.S. Naval Academy graduate and former Navy test pilot who served in both World War II and the Korean War. Schirra also holds the distinction of being the only astronaut to fly in each of the Mercury, Gemini and Apollo space programs.

PEO Ships is responsible for the development and acquisition of U.S. Navy surface ships and is currently managing the design and construction of a wide range of ship classes and small boats and craft. These platforms range from major warships such as frontline surface combatants and amphibious assault ships to air-cushioned landing craft, oceanographic research ships and special warfare craft. PEO Ships has delivered 32 major warships and hundreds of small boats and craft from more than 30 shipyards and boat builders across the United States.

Future USS New York Completes Acceptance Trials

WASHINGTON (NNS) -- The future USS New York (LPD 21) completed Acceptance Trials July 24, sailing from and returning to the Northrop Grumman Shipbuilding (NGSB) shipyard in New Orleans. The ship's bow stem includes thousands of pounds of steel salvaged from the World Trade Center.

New York is the fifth ship of the San Antonio class to be presented to the Navy's Board of Inspection and Survey (INSURV) for acceptance. This is the final major milestone prior to the shipyard delivering the amphibious transport dock ship to the Navy.

"The completion of acceptance trials is a major step towards bringing New York into the fleet," said Capt. Bill Glens, LPD 17-class program manager for the Navy's Program Executive Office for Ships (PEO Ships). "This week, four out of five San Antonio-class ships were underway at the same time. There's really no better indication that we're delivering urgently needed assets to our warfighters."

During the Acceptance Trials, NGSB successfully demonstrated a variety of systems including main propulsion, engineering and ship control systems, combat systems, damage control, food service and crew support. Among the highlights of the trial, New York successfully completed a full power run, self defense detect-to-engage exercises, ballasting, deballasting, and steering and anchor handling demonstrations.

In addition to the INSURV team, Navy experts from Naval Sea Systems Command, the LPD 17 class Program Office and the Supervisor of Shipbuilding Gulf Coast participated in the trials. Among the most interested ship riders were those men and women from New York's crew who will be moving aboard the ship in August shortly after delivery.

The future USS New York is scheduled for commissioning in New York City on Nov. 7, 2009.

Navy Takes Delivery of Aircraft Carrier George H.W. Bush

WASHINGTON (NNS) -- The Navy took delivery of its newest aircraft carrier, USS George H.W. Bush (CVN 77), from Northrop Grumman Shipbuilding May 11. George H.W. Bush is the 10th and final Nimitz-class aircraft carrier.

"George H.W. Bush has been eight years in the making, with its keel laid in 2003, followed by christening in 2006 and today's delivery. It's a testament to the dedication and professionalism of both the Navy and our industry partners," said Capt. Frank Simei, Navy program manager for in-service aircraft carriers.

George H.W. Bush is the most advanced ship of its class. Relative to the last aircraft carrier, USS Ronald Reagan substantial design features were modified and new technologies inserted. Examples include a new vacuum marine sanitation system, a new jet fuel distribution system and numerous other new control systems and piping materials. These new features will reduce the lifecycle cost of the carrier.

"George H.W. Bush's delivery completes the construction of Nimitz-class aircraft carriers, but their legacy will continue" said Simei. "This ship will be an important part of our maritime forces for the next 50 years."

George H. W. Bush was commissioned Jan. 10 at Norfolk Naval Base. Doro Bush Koch, daughter of President George H.W. Bush, is the ship's sponsor.

Future USS Green Bay Completes Acceptance Trials

AVONDALE, LA (NNS) -- The future USS Green Bay (LPD 20) completed Acceptance Trials on Aug. 1, sailing from and returning to the Northrop Grumman Shipbuilding (NGSB) shipyard in New Orleans.

Green Bay is the fourth ship of San Antonio class to be presented to the Navy's Board of Inspection and Survey (INSURV) for acceptance. This is the final major milestone prior to the shipyard delivering this amphibious transport dock ship to the Navy.

"The completion of acceptance trials is a major step towards bringing LPD 20 into the fleet, and we look forward to ship delivery in August," said Capt. Bill Galinis, LPD 17 program manager. "Green Bay performed very well on trials and continued a trend of improving performance as the class matures and more ships are prepared for the Fleet."

During the Acceptance Trials, NGSB successfully demonstrated a variety of systems including main propulsion, engineering and ship control systems, combat systems, damage control, food service and crew support. Among the highlights of the trial, Green Bay successfully completed a full power run, self-defense detect-to-engage exercises, ballasting, deballasting, and steering and anchor handling demonstrations. The multidimensional capabilities of the Shipboard Wide Area Network, the "electronic backbone" of the ship, were also demonstrated during all phases of the trial.

In addition to the INSURV team, Navy experts from Naval Sea Systems Command, the LPD 17-class Program Office and the Supervisor of Shipbuilding Gulf Coast participated in the trials. Among the most excited ship riders were those Sailors from Green Bay's crew who will be moving aboard the ship in late August shortly after delivery.

The future USS Green Bay is scheduled for commissioning in Long Beach, Calif., early next year. The ship will then join USS New Orleans (LPD 18) as the second of the class to be homeported in San Diego.

The next ship in the class, New York (LPD 21), is also at the NGSB yard in Avondale, La., preparing for sea trials next year. San Diego (LPD 22), Anchorage (LPD 23) and Arlington (LPD 24) are all under construction at Northrop Grumman Gulf Coast shipyards. Meanwhile, USS San Antonio (LPD 17) has been training with its Expeditionary Strike Group (ESG) in preparation for deployment; USS New Orleans' next milestone will be Final Contract Trials; and USS Mesa Verde (LPD 19) is preparing for shock trials.
