USS Nitze Heads for "the Med"

From Commander, Naval Surface Force, U.S. Atlantic Fleet Public Affairs
NORFOLK (NNS) -- The Arleigh Burke class guided-missile destroyer, USS Nitze (DDG 94), departed Nov. 29 on a seven-month deployment to the 6th Fleet area of operations.

The ship will conduct maritime security operations and theater security cooperation efforts in and around the waters of Europe and Africa.

"The U.S. Navy has routinely deployed throughout Europe and Africa to promote peace, regional cooperation and security. Nitze will continue to do its part to help ensure this is maintained," said Cmdr. John Bub, commanding officer.

This is the ship's fourth deployment since her 2005 commissioning. Nitze deployed with the Enterprise Carrier Strike Group to the Mediterranean and Arabian Seas in last March and returned Nov. 4, 2012.

The ship is capable of firing surface-to-air missiles and Tomahawk cruise missiles from forward and aft vertical launching systems and is configured with port and starboard torpedo tubes, one five-inch gun; and advanced electronic warfare systems. Nitze will deploy with more than 220 Sailors and civilians.

DDG 94's name honors Paul H. Nitze, whose career included serving as the 57th Secretary of the Navy from 1963 to 1967. He also served as Deputy Secretary of Defense, was a member of the U.S. delegation to the Strategic Arms Limitation Talks (SALT) and Assistant Secretary of Defense for International Affairs. In 1984, Nitze was named special advisor to the President and Secretary of State on Arms Control. President Reagan awarded him the Presidential Medal of Freedom in 1985 for his contributions to the freedom and security of the United States.

Carrier Strike Group 9 Completes IDCERTEX

PACIFIC OCEAN (NNS) -- Carrier Strike Group (CSG) 9 completed an independent deployer certification exercise (IDCERTEX) in the U.S. Third Fleet Area of Operations (AOR), Nov. 18.

The flagship of CSG 9, USS Ronald Reagan (CVN 76), led the intermediate and advanced training across multiple warfare areas with seven San Diego based ships that included: Arleigh Burke-class guided missile destroyers USS Wayne E. Mayer (DDG 108), USS Howard (DDG 83), USS Pickney (DDG 91), USS Kidd (DDG 100) and USS Momsen (DDG 92), with Ticonderoga-class cruiser USS Lake Champlain (CG 57) and Oliver Hazard Perry-class frigate USS Gary (FFG 7).

"During our nine days of IDCERTEX, we employ some of our tactical knowledge and get in the rhythm of working with other ships, aircraft and submarines in several warfare areas," said Master Chief Donald Charbonneau, command master chief of Wayne E. Meyer. "Our jobs as destroyers are to protect the aircraft carrier."

IDCERTEX begins with unit-level training specific to the ship that requires training in shipboard firefighting, man overboard drills, visit, board, search, and seizure (VBSS), and other ship specific training.

"The goal of this IDCERTEX was to provide a robust certification exercise for multiple independent deployers in an operational carrier strike group setting," said Capt. Stan Chien, CSG 9 operations officer. "Anytime you operate in a multi-ship, multi-staff environment, you add complexity and depth to an operation."

The integrated phase involves training between multiple ships and aircraft and consists of flight operations, submarine tracking, strait transit formations, replenishment-at-sea and other required mission evolutions.

"With the primary focus being certification of the cruisers and destroyers, each individual ship was challenged in multiple simultaneous warfare areas and they performed well," said Chien. "Beyond that, the ships effectively interacted with strike group warfare commanders, the carrier strike group staff and in some areas, simulated fleet staffs through reporting and submission of products. This IDCERTEX was successful on multiple levels."

USS Howard is scheduled to depart Naval Base San Diego in December on an independent deployment to the Western Pacific Ocean.

U.S. Third Fleet leads naval forces in the Eastern Pacific from the West Coast of North America to the international date line and provides the realistic, relevant training necessary for an effective global Navy.

"Hawkeyes" View of Operation Damayan

PHILIPPINE SEA (NNS) -- E-2C Hawkeyes from the "Liberty Bells" of Airborne Early Warning Squadron (VAW) 115, embarked aboard the U.S. Navy's forward-deployed aircraft carrier USS George Washington (CVN 73), fly 26,000 feet above the Republic of the Philippines to provide airborne command and control during Operation Damayan.

The Liberty Bells have flown 84.5 flight hours since the George Washington Strike Group arrived on scene Nov. 14 to direct missions and communications between eight to 10 aircraft across the 36 affected provinces.

"We usually fly about four hours per mission," said Lt. Ryan Jauregui, a mission commander with the Liberty Bells. "We have a lot of aircraft that check in with us to identify those areas in need of relief supplies."

VAW-115 acts as an eye in the sky that coordinates other aircraft in completing their relief assignments. The Hawkeyes also control the flow of information in real time, which has made the relief process more efficient.

"When we are not airborne, the turnaround times for missions go from a few minutes to 20 to 40 minutes," said Jauregui.

Even with all the hard work the Liberty Bells put in to coordinate the movement of aircraft and personnel, they don't often get to see first-hand the affects of their work.

"The toughest part is not being able to do more," said Lt. Mike Fernandez, a mission commander with the Liberty Bells. "We are doing everything we can, but there are a lot of people in need and I wish we could do more. However, the air wing tells us stories of how we are helping and that is rewarding."

George Washington Carrier Strike Group is supporting Joint Task Force 505 personnel to assist the Philippine government in response to the aftermath of Super Typhoon Haiyan/Yolanda in the Republic of the Philippines.

Hospital Ship Mercy Returns to Reduced Operating Status

PEARL HARBOR (NNS) -- Adm. Harry B. Harris Jr., commander of U.S. Pacific Fleet, directed that the hospital ship USNS Mercy (T-AH 19) be returned to a reduced operating status Nov. 25.

Following a devastating typhoon in the Philippines, Mercy was activated Nov. 13 for possible deployment to support disaster relief efforts as part of Operation Damayan.

"Shifting Mercy from her normal reduced operating status to fully ready to deploy in a matter of days is a testament to the responsiveness and expertise of the Military Sealift Command, our Navy medical corps, and the shipyard civilian workforce in San Diego," said Pacific Fleet spokesman Cmdr. Steve Curry.

Mercy was prepared for deployment as a prudent measure in the event that the scope and scale of the relief efforts in the Philippines necessitated the long-term, robust capabilities the hospital ship provides.

"Our friends needed our help, so we leaned forward to get Mercy ready to deploy early in the crisis, before the medical situation was completely known, due the time required to prepare the ship for sea, and transit to the Philippines," said Curry. "The medical situation in the Philippines has dramatically improved over the last two weeks, with numerous U.S. and international care providers currently operating in impacted areas, so the ship will not deploy."

Within six days of Typhoon Haiyan hitting the region, the U.S. Pacific Fleet had 10 ships and numerous aircraft on station delivering vital assistance to the government and people of the Philippines. In addition to two P-3 maritime aircraft from VP-26, USS George Washington (CVN 73), USS Antietam (CG 54), USNS Bowditch (T-AGS 62), USNS Charles Drew (T-AKE 10), USS Cowpens (CG 63), USS Emory S. Land (AS 39), USS Lassen (DDG 82), USS Mustin (DDG 89), USNS Richard E. Byrd (T-AKE 4), and USNS Yukon (T-AO 202) deployed with 21 helicopters and provided support during the initial stages of the disaster relief effort.

On Nov. 20, USS Ashland (LSD 48) and USS Germantown (LSD 42) arrived at the Philippines with embarked Marines as part of the Navy-Marine Corps team effort to provide humanitarian assistance. Subsequently, USS Freedom (LCS 1) also deployed in support of Operation Damayan.

Operation Damayan is part of the broader U.S. Government interagency effort led by the Department of State to support the Government of the Philippines's request for humanitarian assistance.

U.S. Directly Challenges China's Air Defense Zone (Pair of American B-52 Bombers Fly Over)



WASHINGTON—A pair of American B-52 bombers flew over a disputed island chain in the East China Sea without informing Beijing, U.S. officials said Tuesday, in a direct challenge to China and its establishment of an expanded air-defense zone.

The planes flew out of Guam and entered the new Chinese Air Defense Identification Zone at about 7 p.m. Washington time Monday, according to a U.S. official.

The official said the flight was a training mission and the bombers were not armed. The flight was first reported by The Wall Street Journal on Tuesday.

The Chinese announced over the weekend they were expanding their air defense identification zone to include the islands, known as Diaoyu in Chinese and Senkaku in Japanese. Japan also claims ownership.

Dallas Completes Final Scheduled Deployment

GROTON, Conn. (NNS) -- Los Angeles-class attack submarine USS Dallas (SSN 700) returned to Groton, Conn., Nov. 25, just in time for Thanksgiving and following its final scheduled deployment after more than 30 years in service.

Led by Cmdr. Jack Houdeshell, Dallas transited more than 34,000 miles during a scheduled six-month cruise to operating regions in Europe and the Middle East.

"The crew performed superbly," said Houdeshell. "They demonstrated the determination and perseverance that our Navy and country are founded on."

The submarine's crew of 140 Sailors departed Naval Submarine Base New London in May and made port calls to Bahrain, Diego Garcia, Spain and Portugal.

Upon return to Groton, Machinist's Mate Fireman (SS) Sebastian Lefever held his baby girl Rilynn for the first time. Lefever's wife Kara gave birth to Rilynn on July 9 just as Dallas was leaving port in Bahrain.

"Dallas families supporting each other allowed Dallas Sailors to stay on the job and complete the mission," said Houdeshell. "Just as we serve, our families serve as well."

Los Angeles-class attack submarines remain the backbone of the attack submarine force. They are equipped to hunt adversary vessels, attack land-based targets and support special forces.

In addition, they are able to conduct intelligence, surveillance, reconnaissance and mine warfare missions.

Dallas was the seventh out of 61 total Los Angeles-class submarines built. It was commissioned in 1981 and has deployed to every operational theater around the world ever since.

The submarine circumnavigated the globe and transited the Panama Canal during a six-month deployment in 1984. It also participated in Operations Desert Shield/Storm in the early '90s.

"Crews serving on the more seasoned submarines tend to take on the identity of the ship," said Master Chief Fire Control Technician (SS) William D. Williams, chief of the boat.

Williams said the crew's identity is hard to explain in words, but they refer to it as the "Dallas Difference."

"You have to be part of it to experience it," he said. "Our crew is certainly one of the finest I have ever served with."

George Washington Carrier Strike Group Joins AnnualEx 13

PHILIPPINE SEA (NNS) -- Demonstrating the extraordinary flexibility of a carrier strike group, USS George Washington (CVN 73) kicked off its participation in Annual Exercise (AnnualEx) 13, Nov. 25, just days after completing a humanitarian assistance mission under Operation Damayan in the Philippines.

AnnualEx 13 is designed to increase the defensive readiness and interoperability of Japan Maritime Self-Defense Force (JMSDF) and U.S. naval forces through training in air and sea operations.

The complex exercise, which takes place in waters surrounding Japan, involves units in comprehensive scenarios involving maritime training in the air, surface and subsurface battlespaces in support of the defense of Japan.

AnnualEx allows the United States and Japan to practice and evaluate the coordination, procedures and interoperability elements required to effectively and mutually respond to the defense of Japan or to a regional crisis or contingency situation in the Indo-Asia-Pacific region, while building bilateral confidence and working relationships.

AnnualEx 13 strengthens the close, long-standing relationship of U.S. forces and JMSDF. This exercise demonstrates the continuing commitment to deepen strong ties of mutual support and friendship.

U.S. Navy participating units include aircraft carrier USS George Washington (CVN 73), Ticonderoga-class guided-missile cruisers USS Antietam (CG 54), Arleigh Burke-class guided-missile destroyers USS Curtis Wilbur (DDG 54), USS Lassen (DDG 82), USS McCampbell (DDG 85), USS Mustin (DDG 89) and maritime patrol and reconnaissance aircraft and a U.S. submarine.

China creates air defense zone over Japan-controlled islands in East China Sea

The French AFP news service is reporting that Beijing on Saturday announced it was setting up an "air defense identification zone" over an area that includes islands controlled by Japan but claimed by China, in a move that could inflame the bitter territorial row.



Along with the creation of the zone in the East China Sea, the Chinese defense ministry released a set of aircraft identification rules that must be followed by all planes entering the area, under penalty of intervention by the military.

Aircraft are expected to provide their flight plan, clearly mark their nationality, and maintain two-way radio communication allowing them to "respond in a timely and accurate manner to the identification inquiries" from Chinese authorities.

The outline of the new zone covers a wide area of the East China Sea between South Korea and Taiwan that includes the Tokyo-controlled islands known as the Senkakus to Japan and Diaoyous to China.

The Kyodo news service reports that the Japanese government branded the new escalation in the East China Sea as “very dangerous.”

In Tokyo, Junichi Ihara, head of the Foreign Ministry’s Asian and Oceanian Affairs Bureau, lodged a protest by phone with Han Zhiqiang, a minister at the Chinese Embassy, according to a statement issued by the ministry.

Ihara was quoted as telling Han that Japan can “never accept the zone set up by China,” as it includes the Senkakus. He further said the new zone will “escalate” already fraught bilateral ties over the uninhabited but potentially resource-rich islet chain, branding China’s move “very dangerous,” the statement said.

Later Saturday, China scrambled air force jets, including fighter planes, to patrol the new zone.

"China's armed forces will adopt defensive emergency measures to respond to aircraft that do not cooperate in the identification or refuse to follow the instructions," according to the Chinese Defense ministry.

The zone became operational as of 10:00 am Saturday (0200 GMT).

Whats Happening on 345.000 MHz?

Both Chris Parris (ex-MT Fed File and new Spectrum Monitor fed columnist) and I have been receiving reports of strange digital signals on 345.000 MHz which a nationwide US Coat Guard A/G frequency assignment.

Mac KF4LMT in Georgia posted this on Thursday to the Milcom group: "when squelch opened, unusual signal heard weakly"

Tom M in Louisiana notes: "I hear the same data burst on 345.0 in Louisiana.  Actually the frequency moves around by a few khz.  I noted that on my Winradio display."
Also he posted on Nov 11, "Routinely hear a data signal on 345.0 sounds like chuck chuck chuck chuck."

Ric KD4JRX in eastern NC reported, "Heard USCG A/C 2003(1658z) E-City A/C a C-130J working USCG cutter Diligence on 345.000 NFM. Then after that A/C 2003 called E-City on 345.000 AM and said he would be RTB at this time. NBFM on 345.000 MHz interesting. "

CVN 77 Begins COMPTUEX and heading to Florida coastal waters

ATLANTIC OCEAN (NNS) -- The George H.W. Bush Carrier Strike Group (CSG) 2 departed Norfolk to begin Composite Training Unit Exercise (COMPTUEX) Nov. 20.

COMPTUEX is a series of training exercises designed to certify the carrier strike group deployment-ready by testing its ability to react to real-world scenarios and perform as an integral unit.

Commander, Strike Force Training Atlantic (CSFTL) is evaluating CSG2 on how they perform during simulated surface and sub-surface threats and ship movements such as transiting a strait in hostile waters.

"CSFTL will evaluate our ability to perform all the different mission sets," said Cmdr. Andrew Walton, the Operations officer of USS George H.W. Bush (CVN 77). "This includes everything from counter-piracy to maritime interdiction operations and strike warfare."

Throughout COMPTUEX, fictitious geopolitical scenarios are used to replicate real-world circumstances that could be encountered during deployment.

"We immerse ourselves in this synthetic world from the second we pull lines over and get underway," said Cmdr. Walton. "This acts as a representation of what we'll see throughout our deployment, such as failed states, acts of piracy, and counter-terrorism operations. We expect that throughout the event, there'll be airborne, surface and even sub-surface forces out there that will be testing us."

CSG 2 combines George H.W. Bush, Carrier Air Wing (CVW) 8, and Destroyer Squadron (DESRON) 22 during the exercise. All ships and their crews and the embarked air wing will play a vital role

"Our role during this COMPTUEX will be similar to previous underways," said Lt. j.g. Jared Good, a pilot in Helicopter Sea Combat Squadron (HSC) 9. "We will continue to provide support foraAnti-terrorism force protection, and such things as vertical replenishment and man-overboard drills."

CSG 2 is conducting its final pre-deployment evaluation to ensure safe and effective coordination with the strike group to achieve mission readiness and the ability to work alongside international allies in the execution of the Navy's maritime strategy.


Milcom Freq of the Week - 138.600 MHz

Alright folks it is time for another Milcom MP "freq of the week."

I would like to thank several folks who wrote us with info and updates on our last frequency -- 126.200 MHz.

This time we are going to dive into the 138-144 MHz range that is managed for the
National Telecommunications and Information Administration (NTIA) by the Department of Defense exclusively. The NTIA manages the Federal use of radio spectrum.

Within the last nine years DoD has completely overhauled the bandplan in the 138-144/148-150.8 MHz band in the Continental United States. "Any" frequency list you see that has frequencies in use prior to 2004 should be used with a grain of salt. They are probably not accurate and reflect current usage in this band.

Another thing that has shaken this band up is the extensive use of trunking radio systems by DoD. Many of the individual LMR assignments that once used this band have been migrated to trunk radio systems. Consequently, the 138-144 MHz range doesn't have the same look and feel that it had a few years ago.

This week's "freq of the week" is very indicative of these changes. In the last nine years we have deleted 30 old USN/USMC assignments that were using this frequency. Most of them were LMR narrowband FM assignments.

This week's "freq of the week" will be an aero assignment within this band so most of the activity on this frequency will use the AM mode. Most of the signals you will encounter in this band will either be some sort of data signal or the narrowband FM mode that we normally see in government LMR (Land Mobile Radio) bands.

So here are the known assignments we are currently aware of on 138.600 MHz.

This is a good frequency to plug in your scanner (AM mode) and keep an ear on even if you don't live near one of the bases above. You will probably encounter occasional transiting traffic on this one nationwide.

Update: Oops - Atlas Air Flight 4241 Lands at Wrong Airport

Imagine standing around the FBO at a small Kansas airport in the dark of night and out of nowhere see a huge white aircraft landing unannounced at your airport.



Well that is exactly what happened late last night when an enormous Atlas Air cargo plane, a Boeing 747 Dreamlifter, mistakenly landed at the wrong airport in Wichita and is now believed to be stuck there.

The jumbo jet accidentally landed at Jabara Airport (KAAO), but appears to be too large to take off from there. Colonel James Jabara Airport is a public airport located nine miles northeast of the central business district of Wichita, a city in Sedgwick County, KS.


The mammoth plane needs 9,199 feet of runway to take off at maximum weight, but the runway length at Jabara is just 6,101 feet.

Air traffic control audio recorded during the incident shows the disoriented pilots thought they had landed at Beech Factory Airport in Wichita before realizing they were actually at Jabara.

The F.A.A. will investigate that deviation from schedule. But from the radio transmissions posted online (link above) the crew thought it landed at Beechcraft.

Boeing sent a tug to Jabara Airport to turn around the jet. It had a law enforcement escort, but it's top speed was about 13 miles per hour. A late report indicates that the tug broke down.

There was no damage to aircraft or airport, according to the City of Wichita which runs the airport.

Joint Base Andrews AFB Air Show Cancelled for 2014


According to a news report on WMAL-AM 630 this morning, the May 2014 Air Show at the Joint Base Andrews AFB has been cancelled due to sequestration budget cuts. Officials say they don't know when to expect the next one.

Andrews Spokesman Eric Sharman told WMAL the base prepared for the effects of sequestration back in 2012 and implemented an every-other-year schedule, but they were not expecting further cuts by the Department of Defense.

As reported on this blog last month's funding for outreach activities, including the air shows, was cut by an additional 45 percent by DoD.

New Boston ARTCC Low Altitude Frequency

The FAA has posted up a new low altitude frequency for Boston ARTCC (ZBW).

120.125 Hyannis MA (HYA) RCAG

At this point we have not been able to determine if this is a new sector 17 frequency replacing 133.450 MHz paired with 269.300 MHz or if they have split low/high VHF frequencies for the sector into 120.125/133.450 respectively.

Mil Freq of the Week - 126.200 MHz

Ask any longtime mil monitor what military frequency assignment they would first think of in the civilian VHF aero band and that freq will probably be 126.200 MHz.

This is a nationwide military only frequency assignment and like many freqs in the two aero spectrums, it has undergone some changes. So as our first MilcomMP freq of the week I present 126.2 MHz.

New York Air National Guard opens MQ-9 hangar at Fort Drum

FORT DRUM, N.Y. - The New York Air National Guard's 174th Attack Wing has a new base for its MQ-9 "Reaper" operations at Fort Drum's Wheeler Sack Army Airfield.

The wing's $5.19 million Launch and Recovery Element hangar, which was finished in September, was officially opened Nov. 5 by New York Air National Guard Commander Maj. Gen. Verle Johnston and New York Adjutant General Maj. Gen. Patrick Murphy.

The hangar provides space to house and maintain two of the four MQ-9 aircraft the wing bases at Wheeler Sack.

The new hangar took nine months to build and uses green technology to keep heating costs down in northern New York's harsh winters. This includes in-floor heating, translucent panels to bring in natural light, a solar hot water heater and solar collector panels built into the walls, which allow the sun to help heat the building.
New York Gov. Andrew M. Cuomo praised the new facility.

"This new hangar is a real asset in improving the training and operations of the New York Air National Guard at Fort Drum," Cuomo said.

"This permanent facility provides the 174th Attack Wing with enough space to shelter its aircraft and more effectively train service members from across the country for overseas operations and domestic emergencies. As the major storms from the last few years have shown us, the National Guard is vital to New York State in responding to a natural disaster," the governor said.

"Furthermore, this green facility will also reduce the use of energy to save taxpayer dollars in the long run, exemplifying our state's goal to dramatically increase energy efficiency in the next several years. The completion of this project will result in a stronger Fort Drum and enhance the security of our nation," Cuomo added.

The 174th, the only attack wing in the total Air Force, began flying the MQ-9 remotely piloted vehicle in 2009. The last two F-16s flown by the wing left Syracuse in 2010.
The 174th trains MQ-9 maintainers at its Field Training Detachment at Hancock Field Air National Guard Base in Syracuse and uses Wheeler Sack Army Airfield to train MQ-9 pilots and sensor operators at its Formal Training Unit. The MQ-9 crews practice takeoff and landings from the airfield and drop live and inert munitions at the air-ground range the wing operates at Fort Drum.

The first Formal Training Unit class graduated in February 2012.

The 174th Attack Wing has been operating the MQ-9 at Fort Drum since 2009 and has been using hangar space belonging to the 10th Mountain Division‘s 10th Combat Aviation Brigade. This space did not allow enough hangar space to shelter all aircraft needed for flying operations and conduct routine maintenance on the aircraft.

The unit also flies MQ-9s in the skies above Afghanistan from an operations center at Hancock Field Air National Guard Base.

The new hangar is the first step in a series of Air National Guard building projects planned for Wheeler Sack Army Airfield. The 174th Attack Wing plans to build a second hangar in the coming year to support launch and recovery operations that will allow MQ-9 operations to move completely out of the Army facilities.
The new hangar and plans to build another one shows that the New York Air National Guard is dedicated to a long-term relationship with the Army and Fort Drum, Johnston said.

"We're going to be operating out of here as long as any of us are around," he told reporters.

"This compound will ensure we provide realistic training for all of the aircrew members that go through our schoolhouse," said Lt. Col. Michael Smith, Commander of the 174th Maintenance Group. "This is critical based on the fact when they roll out of here they jump right into combat and our flying missions supporting our ground troops overseas."

The next step in the 174th's transition to full-up MQ-9 operations is to fly the aircraft directly from Hancock Field. That should occur next summer, said Col. Greg Semmel, the 174th Attack Wing commander.

Even when the MQ-9s are flying from the wing's main base, though, there will be the need for the Fort Drum location as an alternate landing and launching site and a training area, he said.

"As we put the aircrew through the training where they drop either live or inert munitions and we don't do that out of Syracuse, so we'll always have airplanes up here to be able to do that," Semmel explained.
