ANG, Coast Guard complete joint rescue mission

MOFFETT FEDERAL AIRFIELD, Calif. (AFNS) -- California Air National Guardsmen from the 129th Rescue Wing, in a joint mission with the U.S. Coast Guard, successfully completed the rescue of two distressed fishermen aboard a fishing vessel about 1,400 miles off the coast of Acapulco, Mexico.

On Sunday, Sept. 2, the Air Force Rescue Coordination Center in Florida contacted the 129th Rescue Wing concerning an injured fisherman aboard the Mirelur, an Ecuadorian fishing vessel. The fisherman was experiencing severe abdominal pain and required immediate medical attention beyond the capabilities of the fishing vessel's staff.

On Monday, Sept. 3, an MC-130P Combat Shadow airplane and two HH-60G Pave Hawk helicopters from the 129th RQW departed Moffett Federal Airfield for Mexico. The Combat Shadow flew to the location of the Mirelur, and 129th RQW pararescuemen - highly trained special operations medical personnel - parachuted into the Pacific Ocean before boarding the Mirelur. Once on board, the pararescuemen learned that another fisherman required medical treatment and began treating both persons.

On Tuesday, Sept. 4, the pararescuemen and patients were transferred from the Mirelur to the Morgenthau, a U.S. Coast Guard cutter sailing toward the coast of Mexico. The patients continued to receive medical treatment from the pararescuemen and Morgenthau's medical staff.

Yesterday, the two HH-60G Pave Hawk helicopters, accompanied by two MC-130P Combat Shadow airplanes, flew to the Morgentha's location in the Pacific Ocean. The two injured fishermen and four pararescuemen were hoisted off the cutter onto the Pave Hawks and flown to Cabo San Lucas, Mexico. After landing in Cabo San Lucas yesterday evening, the fishermen were transferred to an ambulance and taken to a local hospital for further treatment.

"This mission demonstrates the adaptability of the Air National Guard to fight wildfires in California one moment, and then save the lives of civilians in the Pacific the next," said Col. Steven J. Butow, 129th RQW commander. "I am extremely proud of our airmen and their selfless efforts to save the lives of these fishermen."

This rescue brings the total number of people saved by the 129th RQW to 953.

The primary mission of the 129th RQW is to conduct its wartime search-and-rescue duties anywhere in the world. In addition to its combat mission, the unit also works closely with the Coast Guard and other civil agencies on domestic civil-response missions throughout the year. Equipped with Combat Shadow aircraft and Pave Hawk rescue helicopters, the 129th RQW has performed a wide variety of civilian search-and-rescue missions, including responding to distressed persons aboard ships, lost or injured hikers, and conducting medical evacuations during natural disasters.

Hurricane Hunters provide critical data during major storms

KEESLER AIR FORCE BASE, Miss. (AFNS) -- As the Air Force Reserve's 53rd Weather Reconnaissance Squadron, better known as the "Hurricane Hunters," wrap up their mission flying through Hurricane Isaac, one of the unit's pilots provided an insight into who they are and some facts and figures about how they perform during their dangerous missions.

Lt. Col. Jeff Ragusa is based with the unit out of Keesler Air Force Base, in Biloxi, Miss., and posted a series of quick facts about the unit on Facebook.

The unit flies with 10 WC-130J aircraft equipped with palletized meteorological data-gathering instruments and can put together as many as 20 aircrews. Ragusa and his crew are currently flying out of Ellington Field Joint Reserve Base, Texas, as Keesler is in the path of Hurricane Isaac. He pointed out a few facts that aren't commonly known about the unit and its mission:

-- While commercial airliners often fly at 40,000 feet, we never fly storms above 10,000 feet. Hurricanes can extend up to 60,000 feet.

-- We only fly storms over water. When the storm hits land, our mission is complete.

-- Our missions can last as long as 14 hours and use as much as 60,000 lbs. of fuel.

-- We have a minimum crew of five: pilot, co-pilot, navigator, weather officer and loadmaster/dropsonde operator.

-- There are only 12 planes in the world allowed to fly into hurricanes and we have 10 of them. The other two are flown by the National Oceanic and Atmospheric Administration.

-- We can fly a storm 24 hours a day. It takes at least three planes and crews.

-- We fly as low as 500 feet during the infancy of a storm.

-- Hurricane Katrina, on a similar path as Isaac, devastated the Mississippi Gulf Coast, where Keesler is located on Sept. 29, 2005. Many of the Hurricane Hunters, who are all Air Force Reservists, live near the base.

-- Despite great personal losses, the unit never missed a tasking from the National Hurricane Center.

-- Data and observations gathered by the Hurricane Hunters helps make the forecasts by the NHC 30 percent more accurate allowing local officials to make critical decisions about safety and property

The Hurricane Hunters organization actually goes back to 1943, when on a barroom dare, two Army Air Corps pilots flew a propeller-driven, single engine AT-6 "Texan" trainer into the eye of a hurricane. Maj. Joe Duckworth actually flew into the hurricane twice that day - once with a navigator and later with a weather officer. His efforts paved the way for the unit's activation a year later at Gander, Newfoundland with the mission to fly weather tracks between North American and allied Western Europe. Since then, the unit has been headquartered in New Hampshire, Florida, Bermuda, England, Saudi Arabia, Georgia, and Puerto Rico before settling at its current location.

Thousands of Army and Air Guard members ready and prepared for Isaac

WASHINGTON - More than 33,500 National Guard personnel and nearly 100 aircraft are available to the governors of Florida, Alabama, Mississippi and Louisiana, as Tropical Storm Isaac threatens states along the Gulf of Mexico, Defense Department officials said.

Army Maj. Gen. Augustus L. Collins, Mississippi's adjutant general, called about 1,500 National Guard personnel to state active duty in support of emergency operations in anticipation of the storm's potential landfall on or near the Mississippi Gulf Coast later this week. Guard Soldiers and Airmen will begin arriving today in coastal counties, preparing to support security operations, search and rescue, debris removal and commodity distribution, officials said.

In Louisiana, Gov. Bobby Jindal has activated 4,126 National Guard personnel to assist with evacuation and logistics.

Defense Department facilities near Isaac's projected path are taking actions to alert, prepare and secure their equipment, facility and personnel for the storm. Homestead Air Reserve Base, MacDill Air Force Base, Tyndall Air Force Base, Duke Field and Hurlburt Field in Florida, as well as Naval Air Station Joint Reserve Base New Orleans, La., have relocated their aircraft, or have evacuations in progress, officials said.

Rick Knabb, director of the National Hurricane Center, said people should not take the storm lightly.

"In this case we have a tropical storm that we're forecasting to become a hurricane," he said, "and it certainly concerns me that people don't take it seriously, because right now they see it as a tropical storm and may not believe that it's going to strengthen.

"We cannot guarantee 100 percent how much it's going to strengthen," he continued. "We're forecasting Category 1. It could end up being a little stronger than that, perhaps a 2, [or] it could end up being a little weaker than that, perhaps a tropical storm. That's strong enough, in any of those cases, to produce problems with regard to wind and wind damage."

A tropical storm packs winds up to 74 mph. A Category 1 hurricane has winds up to 95 mph and a Category 2 storm's winds are in the 96 to 110 mph range. U.S. Northern Command is coordinating the Defense Department's support to the Federal Emergency Management Agency and state and local response activities.

The National Guard Bureau’s National Guard Command Center has gone to 24 hour operations in anticipation of Isaac making landfall. Personnel in the NGCC have been tracking the storm’s progress as well as coordinating and working with Guard elements in the states that may be affected by the storm.

Naval Air Station Jacksonville, Fla., and Maxwell Air Force Base, Ala., have been designated as incident support bases.

MAXWELL AIR FORCE BASE, Ala. (AFNS) -- As residents along the Gulf Coast of the United States prepare for Tropical Storm Isaac, Airmen and representatives from the Federal Emergency Management Agency are busy setting up an emergency staging site on Maxwell Air Force Base, Ala.

Beginning Saturday, more than 120 semi-trucks filled with water, food, medical equipment, blankets, cots and generators big enough for hospitals began flowing into the base.

"The first site to set up was Naval Air Station Jacksonville, but we stood up the Maxwell site once the storm changed track," said Bond Luddeke, FEMA Region 4 Logistics Coordinator. "We are here to support state emergency operations and ensure necessary supplies are ready for the state to draw on once a request is received."

Between the FEMA response and the Army Corps of Engineers, there are more than 200 people on 12-hour shifts with plans to flex to 24-hour coverage later tonight as the storm continues its approach.

There are a lot of moving parts in preparing for the storm, but Luddeke insists success is due to the relationship with the base.

"We stage on base versus off base because the infracture is suited to handle the amount of trucks and supplies we receive from all over the country," said Luddeke. "The support we receive here at Maxwell is tremendous."

Preparation for a storm response is more than staging supplies; it is about partnership and collaboration at the local, state and federal levels. Once requested, FEMA handles getting supplies to a POD or Point of Distribution, and if needed, bases such as Maxwell often open their gates to evacuees.

"Not only are we working with interagency partners like FEMA, we are working with the Alabama Emergency Management Agency. We have about 120 trucks that have come from all over the United States to provide staging for evacuees along the Gulf Coast," said Col. Trent H. Edwards, 42nd Air Base Wing commander. "FEMA is ready to provide things like ice, food, beds, blankets and cots all staged out of Maxwell AFB, and we have positioned our lodging facilities to accept affected evacuees from the Gulf Coast."

If needed, Edwards said the base has plans to utilize all its resources including the base fitness center to house evacuees.

"The hope is nothing like this has to take place, but we plan for the worst scenario so we are ready to assist," said Edwards. "It is all part of being a team."

National Guard units in Southeast on alert for Isaac's impact

ARLINGTON, Va. - Army and Air National Guard elements throughout the southeastern United States are preparing for Tropical Storm Isaac, which is making its way past the Florida Keys and into the Gulf of Mexico.

Officials from the National Oceanic and Atmospheric Administration predict that as the storm moves through the Gulf it will grow to hurricane strength by the time it makes landfall on the northern Gulf coast sometime Tuesday.

In Florida, Gov. Rick Scott has declared a state of emergency and has activated 30 National Guard personnel. About 5,800 personnel are available in Florida if needed.

A state of emergency has also been declared by the governors of Mississippi, Louisiana and Alabama in advance of the storm. There are approximately 10 Alabama National Guard personnel that have been activated with another 70 Soldiers and Airmen set to be called up for a state mission today.

In Mississippi, Army Maj. Gen. Augustus L. Collins, the adjutant general of the Mississippi National Guard, has called approximately 1,500 Guard personnel to state active duty in support of emergency operations in anticipation of Isaac’s landfall on or near the Mississippi Gulf Coast.

Soldiers and Airmen will begin arriving today in the coastal counties preparing to support security operations, search and rescue, debris removal and water and ice distribution.

The Louisiana National Guard has called up on state active duty orders approximately 4100 Soldiers and Airmen in preparation of the storm making landfall.

In Georgia, South Carolina, North Carolina, Kentucky and Tennessee officials have identified National Guard units that may be needed. Those Soldiers and Airmen are on a heightened state of awareness.

Meanwhile, the Puerto Rico Army National Guard had approximately 50 Soldiers from the 190th Engineer Battalion on duty in response to the storm. Generator repair technicians from the unit repaired four generators at a nearby fire station.

And at the National Guard Bureau elements have been on duty monitoring the storm.

"The National Guard Bureau's Crisis Management Element has been alerted to work 24/7 to assist affected states in positioning people and equipment to facilitate the most effective response to the storm," National Guard Bureau officials said.

Fighter jets protect skies during republican convention

TYNDALL AIR FORCE BASE, Fla. (AFNS) -- Continental U.S. North American Aerospace Defense Command Region fighters are protecting the skies during the Republican National Convention in Tampa, Fla.

Air Force fighter jets will be on alert during the convention, which runs from Aug. 27 through Aug. 30, enforcing the Federal Aviation Administration's temporary flight restriction zone.

Air Force Col. Randy Spear, the 601st Air and Space Operations Center commander, said special events are part of the Continental U.S. NORAD Region's air defense mission.

"The men and women of CONR and the 601st AOC are charged with defending the skies over the continental United States, Virgin Islands and Puerto Rico every second of the day," Spear said. "As a part of this air defense shield, we routinely protect the skies over special security events like this year's Republican National Convention"

Spear noted that temporary flight restrictions are in effect in other areas around the country, and he advised aviators to put special focus on those restrictions when they check Notices to Airmen.

The 601st AOC is responsible for detecting, deterring, defending and, if necessary, defeating any aviation threat to the United States and its critical infrastructure. The Continental U.S. NORAD Region has conducted air patrols throughout the United States since the beginning of Operation Noble Eagle, the command's response to the terrorist attacks of Sept. 11, 2001.
CONR flights will have minimal impact on aircraft in the area, officials said, and are not in response to any specific threat.

National Guard Prepares For Tropical Storm Isaac

WASHINGTON, DC – National Guard Coordination Center officials are stepping up efforts to prepare for the possibility that Tropical Storm Isaac, now in the Caribbean, could strengthen and affect the U.S mainland.

“Though no states have yet sought assistance, we’re planning on a Gulf strike at Category 1 [hurricane] level in Mississippi, Alabama or the Florida panhandle,” said Air National Guard Col. Matt Wessel, the Coordination Center’s operations director. “We’ve identified Army Guard aviation rotary assets from numerous states, including Gulf region states outside of the storm’s path, as well as fixed wing C-23s and 38 helicopters within the local region ready to respond.”

Wessel said state and Guard officials will closely monitor the course of the storm to determine what assets may be needed and how to quickly to respond.

The National Weather Service reports the center of Isaac will move near or over southeastern Cuba Saturday and is expected to strengthen. While the exact track is uncertain, residents in South Florida and the Florida Keys are being told to monitor Isaac’s path.

“We’ve done the analysis on the trigger point and we’ve got it covered,” Wessel said. “We’re prepared and ready to initiate emergency support functions while providing direct support to ensure the NGB is able to carry out emergency functions.”

Lt. Col. Al Gorman, Army National Guard current operations director, said NGB officials are preparing for storms and closely coordinating with states and assisting states where necessary.

“If the storm looks to be greater than a Category 2, states may consider mutual aid and troops may be sent from one state to another to assist,” he said.

The deployment or redeployment of aircraft, however, is at the discretion of the local commanders’ responsible for those assets.

“That is a precautionary measure to protect the taxpayers’ assets,” Wessel said.
