Boxer Amphibious Ready Group Enters 7th Fleet

PACIFIC OCEAN (NNS) -- The Boxer Amphibious Ready Group (BOXARG) entered the U.S. 7th Fleet area of responsibility on March 6, as part of the ship's Western Pacific deployment.

BOXARG arrived in 7th Fleet in support of the Navy's maritime strategy, which includes maritime interdiction operations, counter piracy, humanitarian assistance, disaster relief and to promote peace and stability in the region.

"We are entering the Western Pacific area of operation on our transit west with all of our mission capabilities at the ready to support U.S. forces and our regional partners," said Commander, Amphibious Squadron 1 Capt. J. Curtis Shaub. "Our Sailors and Marines continue to train during our passage through 7th Fleet, maintaining their already superb level of proficiency."

The ready group consists of the amphibious assault ship USS Boxer (LHD 4), amphibious transport dock ship USS Green Bay (LPD 20) and the amphibious dock landing ship USS Comstock (LSD 45). The ARG is comprised of more than 4,000 personnel with approximately 1,800 Sailors and 2,200 embarked Marines from the 13th Marine Expeditionary Unit.

"The world is seeing a high amount of unrest in multiple locations, and with the enduring sea-based assets of our Navy/Marine Team, deployable to over 80 percent of the earth, we can deliver a multitude of capabilities across the spectrum of kinetic and humanitarian mission sets," said Shaub. "We also partner with nations, training and exercising, to lend additional stability and learn from our global friends, neighbors and allies."

Other elements of the BOXARG include the Fleet Surgical Team 3; Tactical Air Control Squadron 11; Helicopter Sea Combat Squadron 23, Det. 5; Assault Craft Unit 1, Det. C; Assault Craft Unit 5, Det. C and Beach Master Unit 1, Det. E.

The 7th Fleet area of responsibility includes more than 48 million square miles of the Pacific Ocean, running from the international date line to the eastern coast of Africa, and from the Antarctic to the Kuril Islands, Northeast of Japan. It contains more than half of the world's population.

U.S. 7th Fleet units take part in as many as 100 bilateral and multilateral exercises each year. In addition to these exercises, ships deployed to the 7th Fleet conduct more than 250 port visits every year, as ambassadors of the United States of America.

Rescue wing Airmen launch entire fleet during hurricane exercise

PATRICK AIR FORCE BASE, Fla. (AFNS) -- Airmen from the Air Force Reserve's 920th Rescue Wing here launched the wing's entire fleet of aircraft March 6 during their drill training weekend.

The mission simulated a mass hurricane evacuation prior to the start of Florida's storm season, as well as the 920th RQW's busy deployment schedules.

Three HC-130P/N King fixed-wing aircraft were launched at approximately 9 a.m. Immediately following their takeoff, Airmen launched six HH-60 Pave Hawk helicopters.

Airmen flew the aircraft several miles out to sea where the Kings refueled the Pave Hawks, then the fleet returned to the coastline, flew south approximately 10 miles, then turned and flew north about the same distance north along Cocoa Beach, then back to Patrick Air Force Base.

This was the first time the entire operational fleet was flown in more than 15 years and it was significant for 920th RQW Airmen for many reasons, said Col. Robert Dunn, the 920th Rescue Wing commander.

"To do something like this takes a lot of effort," Colonel Dunn said. "These are old planes; to put 100 percent of them in the air together is a major feat that required a lot of time, effort and coordination from everyone.

In addition to training for hurricane evacuation and natural disaster relief, Colonel Dunn said having the aircraft maintainers work together and see the fruits of their labor was a great morale booster for them.

"It's good practice, and it's motivational," he said. "To see the (aircraft) maintainers out there watching all the planes and helicopters take off, and seeing the pride in their faces for what they've accomplished, makes it all worth it."

The colonel said he knew this would require extensive work from all Airmen, but he believes the entire wing benefited from it.

He said it was a great success, and he was proud of the hard work his Airmen did to make it happen.

"It couldn't have been a better day," he said. "There was a lot of pride out there."

The maintainers started organizing the mission early to make sure everything would run smoothly. They began coordinating three months earlier with pilots and aircrew.

The primary mission of the 920th RQW is a combat-search-and-rescue. The unit is also tasked as the primary rescue force for NASA astronauts during lift off and local civilian search and rescue, as well as humanitarian relief.

Ramstein Units Partner to Help Evacuees From Libyan Conflict

NAVAL AIR STATION SOUDA BAY, Crete, March 6, 2011 - Several Ramstein Air Base units have been key to providing airlift support for the humanitarian crisis on Libya's borders since U.S. President Barack Obama provisioned military support, March 3, 2011.

The 37th Airlift and Air Mobility Squadrons, working in concert with 17th Air Force (Air Forces Africa) for U.S. Africa Command, are providing this capability. While 37th crews are flying humanitarian relief missions, members of Ramstein's 435th Contingency Response Group are facilitating the missions, providing everything from communications and command and control to force protection.

As the air component for AFRICOM, 17th Air Force is orchestrating the missions through its planning staff and 617th Air and Space Operations Center, collocated with its Ramstein Headquarters.

After more than two years under AFRICOM, 17th is well-versed in cooperative efforts between Departments of Defense and State. So when a humanitarian crisis followed political upheaval in North Africa, 17th Air Force was ready to assist the State Department-led relief effort, according to Air Force Major General Margaret Woodward, 17th AF commander.

"We were able to quickly answer the call and play our part by orchestrating airlift to ease suffering among the Libyan people and third country nationals who have crossed the borders seeking relief from the conflict there," Woodward said. "Operating in Africa has given us many chances to work and become familiar with supporting our partners in the State Department. We're happy to be able to contribute, and we hope, along with the efforts of many other countries, we'll be able to improve the situation for people in need as a result of this conflict."

Air Force Lt. Col. Charles "Doc" Schlegel said the 17th effectively brought the units together to execute the humanitarian missions.

"The 17th coordinated the effort and made it possible for aid to be quickly delivered to people who are in need, and for us to move evacuees," Schlegel said. "We have been working together to adapt to an evolving situation and provide assistance in support of the overall U.S. government response. So far, it's a great example of Team Ramstein working together."

Schlegel's team began flying humanitarian relief mission March 4, 2011, and has delivered relief supplies to Tunisia for USAID and shuttled more than 300 displaced Egyptian citizens to Cairo.

The team's ability to adapt has been key to their contribution on what Air Force Captain Jason Powell called deemed "an international scale."

"We started March 3, we partnered our capabilities with the 17th to support the State Department and things are going fairly smoothly," said the Captain, the director of operations for the 435th's Contingency Response Element. "Things are always changing, but it's a testament to our flexibility that we continue to make progress on this mission. We are really stoked, to go in and make a difference for people that are suffering."

X-38B Launched from the Cape



The Air Force launched the X37-B, its second unmanned spacecraft, Saturday from Cape Canaveral Air Force Station in Florida. Shot into orbit Saturday by a gleaming white and gold Atlas 5 rocket, the U.S. Air Force's second top secret X-37B space plane will push the boundaries of the craft's design and could stay in orbit longer than its predecessor. The Atlas 5 rocket blasted off at 5:46 p.m. EST (2246 GMT) from Cape Canaveral.

U.S. 7th Fleet Completes Bi-lateral and Joint Ballistic Missile Defense Training Exercise

SOUTH CHINA SEA (NNS) -- Commander, U.S. 7th Fleet (C7F), Japan Maritime Self Defense Force (JMSDF) and various other commands throughout Japan, the Pacific and continental United States completed Fleet Synthetic Training (FST) joint exercise 11-71, March 3.

The ballistic missile defense (BMD) exercise, held annually by U.S. Pacific Fleet, is a four-day event designed to enhance the joint, bilateral and interagency training in BMD against threats to regional and homeland installations and units.

"This fleet synthetic training event provides a great opportunity to exercise with our JMSDF allies and U.S. joint forces in Hawaii and Japan in a fast-paced, realistic environment," said Capt. Matthew E. Loughlin, commanding officer, USS Shiloh (CG 67), and commander, Ballistic Missile Defense Warfare for 7th Fleet.

"To watch standers on the ship, it seems as realistic as any at-sea exercise, but with the added benefit of a very robust threat sustained for an entire week," Loughlin added.

C7F command flagship USS Blue Ridge (LCC 19) served as the central hub for the computer-based simulated training, networking with ships at sea and pier side.

Loughlin also noted the important role Japanese partners in the training exercise played, particularly the integration of Japanese destroyer JS Chokai (DDG 176) to the Fleet Synthetic Training scenario network.

"The JMSDF's ability to integrate fully into the architecture this year makes for an even better training event and is a tribute to our enduring friendship, cooperation and willingness to improve interoperability," Loughlin said.

Lt. Cmdr. Michael Weber, a mentor supporting Tactical Training Group Pacific (TTGP), headquartered in San Diego, said the engineering and training communities were grateful to have the opportunity to train with the crew from Chokai.

"It was evident early on that the integration of JS Chokai into the FST was going to be a huge success," Weber said. "The crew is highly capable and extremely well trained. At every opportunity, the crew met challenges head on, completed their tasking in an outstanding fashion, and demonstrated themselves as a highly professional and capable team."

Chokai Commanding Officer, Capt. Tsutomu Okawa, commented on the exercise as being beneficial in strengthening Japan-U.S. alliance's ability to maintain combat readiness.

"JMSDF, through this Japan-U.S. Joint BMD simulation exercise, improved tactical skills and procedures of bi-lateral BMD mission, and acquired significant lessons," said Okawa. "On behalf of JMSDF, we sincerely appreciate all the kind support and cooperation of 7th Fleet, USS Shiloh, TTGP and staffs of the U.S. Navy."

Army MARS HF ALE Now Going Regional Like CAP



Right on the heels of the USAF Civil Air Patrol establishing regional HF ALE networks that has been documented here on the MilcomMP blog, it now looks like the US Army MARS folks are following in their footsteps.

Recently Monitoring Times Digital Digest columnist Mike Chace reported the following on the UDXF newsgroup:

14846.0 kHz is a definite US Army MARS frequency and Mike's report abobe the first ever of ALE activity on that freq. In addition, the ALE addresses observed are different than what has been used in the past. That sent me packing to the net to see if something had changed

It didn't take long to uncovered the material below from a public website with some selected Army MARS docs:

"At the end of January 2011 . . . HQ Army MARS has authorized ALE operations at the regional level for training and familiarization.

"The sole purpose of this authorization is to develop skill, knowledge and familiarization with ALE operation and technologies inside the Army MARS membership. It is not Army MARS intent to develop large scale or permanent ALE networks involving the general membership at this time.

"The reason for this authorization is because ALE technology is in common use by government and military HF radio users. Experience and understanding of this technology is required for a well rounded background in HF radio communications, and potential customer support involving an ALE network. HQ Army MARS hopes opportunities for members to develop this background may become available at the Region level.

"Region Directors are in charge of the frequencies assigned to the Region. Scheduling nets, assigning frequencies, management of operations, etc is under the authority of the Region Director or his designee. ALE training is a Regional Activity. Only those stations so approved by the Region Director, or his designee may participate in ALE training. ALE training will only occur during the times and on the frequencies so designated by the Region Director. This will only occur if the Region Director determines there is a need for the training, and when he has the staff resources and time to accomplish it. There shall be NO ALE activity of any kind on Army MARS frequencies outside of the times specified by the Region Director, unless otherwise expressed by HQ Army MARS.

"This bulletin should not be considered a directive for the Region Directors to commence ALE training.

"ALE operation is not authorized for the general membership on any Army MARS frequency except those specifically under the Region Director’s control, and so designated by the Region Director or his designee for specific periods of ALE Training.

"ALE Addressing
"Each station operating ALE shall have an ALE Address unique to the network it is operating. The ALE address is commonly derived from the stations call sign, but this is not always the case. It is improper to refer to these as “ALE Call Signs”.

"ALE Addresses are made of three character “words”. A three digit address is one ALE Word. A four to six digit address will be two ALE Words, and so on. The more words used in an address, the slower the network becomes. It is for this reason, only 3 or 6 character address will be used.

"The most common ALE Addressing convention used in MARS corresponds to FTR 1047/3-1998. This method uses two ALE Words and is used where a network made up of stations from several services is expected (Such as the Tri-Service ALE Network). The first ALE Word contains the unique portion of the station’s address. It is repeated several times by the ALE equipment when making calls, etc. The second ALE word is only sent once, and indicates the stations affiliation or home organization. The ALE address may be based on the stations call sign as follows:

"An Army MARS station call sign is broken into two parts. The first three characters of the Army MARS call sign is unique to the Army MARS organization, eg, AAA, AAM, AAN, AAR, AAT, AAV. The last three characters are unique to the station, eg, 8RE, 1XY, etc. Since ALE sends these parts in opposite order, the word unique to the station first, the word unique to the organization second, we reverse the order of these elements of the station call sign to create an ALE address. Example:

MARS Station Callsign AAR8RE
ALE Address 8REAAR

"Members with billet call signs that exceed six characters (ex, AAM8EUT) should use their individual member call sign for the basis of their address.

"ALE NET Addressing
"ALE may also be used in a Net mode, where several stations all bearing the same Net Address can be called together on the same frequency. ALE Net Addresses shall follow the following convention for CONUS stations.

A - Region, # Number zero through nine, - Q

"For example, a Region 1 ALE Net Address will be A1Q. A region 4 ALE Net Address will be A4Q."

So looks like here on the MilcomMP ranch we will be on the prowl for new USA MARS regional ALE activity. Should be interesting to see what pops up in the next few weeks. Between the CAP and Army MARS mil/gov HF folks surely have some new and interesting monitoring activity ahead and my aspirin bottle will get some use. Makin Island Becomes First West Coast Ship to Embark Osprey

PACIFIC OCEAN (NNS) -- USS Makin Island (LHD 8) became the first west coast ship to conduct flight deck operations with the MV-22 Osprey on Mar. 1.

The MV-22 Osprey is a tilt rotor aircraft flown by the U.S. Marine Corps, which utilizes vertical takeoff and landing (VTOL). Until recently, the MV-22 has seen limited use aboard large deck ships due to its unique design and the modifications required for large deck amphibious ships.

Senior Chief Aviation Boatswain Mate (Handling) Ken Murray, the Air Department flight deck leading chief petty officer, spoke of the challenges encountered and steps the department took to prepare for this evolution.

"We were given just over a week's notice that this was going to happen and had only four personnel who had prior experience directing an Osprey onto a flight deck. Fortunately, Marine Medium Tiltrotor Squadron (VMM) 166, is based out of MCAS Miramar, so we were able to coordinate a hands-on training with all our personnel at the air station and also speak to subject matter experts at Afloat Training Group (ATG)," stated Murray.

Aviation Boatswain Mate Handling (ABH) 2nd Class (SW) Mark Anthony Padrigo, who participated in the training, hadn't directed an Osprey since 2003 while stationed aboard USS Iwo Jima (LHD 7). As the first Handler selected to direct the MV-22 Osprey onboard, he spoke of the experience associated with performing this duty with all eyes watching.

"It's a great honor that the department and my chain of command put their faith in me to direct the first Osprey onto USS Makin Island. Being in the spotlight is one element but there is the physical challenge that also plays into it. The environment is so intense because you have downdraft winds created by the aircraft's propellers," Padrigo said.

Following the successful flight deck operation, Murray added, "it was an honor to be selected as the first among the west coast ships to bring the Osprey on deck. Air Department personnel executed flawlessly and displayed true professionalism. We look forward to continuing this partnership with the Marine Corps when we deploy later this year."

USS Monterey to Deploy

NORFOLK (NNS) -- The guided missile cruiser USS Monterey (CG 61) will depart Norfolk, Va., March 7, on a six-month independent deployment to the 6th Fleet Area of Responsibility (AOR).

This will be the first BMD asset deployed under the European Phased Adaptive Approach (EPAA), which was supported at the November 2010 NATO Lisbon Summit. Together with European Allies and partners, this deployment will lay the foundation for EPAA and help define future missile defense needs and regional capabilities.

The Monterey deployment is the first in a series of steps taken this year with our Allies and partners to deter and defend against emerging regional missile threats under Phase I of EPAA.

"The ship is very excited to get underway on this deployment to the 6th Fleet Area of Operations in support of the European Phased Adaptive Approach," said Capt. Jim Kilby, USS Monterey Commanding Officer. "We have trained aggressively in all areas and are ready to execute any of the many missions this ship is designed to undertake."

In addition to its primary BMD mission, Monterey will remain ready to provide deterrence, promote peace and security, preserve freedom of the sea and humanitarian/disaster response as necessary.

DOD Identifies Units for Upcoming Afghanistan and Kuwait Rotation

The Department of Defense announced today the alert of two units to deploy as part of upcoming rotations of forces operating in Afghanistan and Kuwait. The scheduled rotation for these replacement forces will begin in early 2012.

The announcement involves two Army National Guard brigade combat teams totaling approximately 7,520 personnel.

Specific units:

27th Infantry Brigade Combat Team, New York National Guard

55th Heavy Brigade Combat Team, Pennsylvania National Guard

The 27th IBCT is scheduled to deploy to Afghanistan to perform security force assistance, and the 55th HBCT is scheduled to deploy to Kuwait to provide force protection and convoy security.

USAF X-37B Space Plane Launching on Secret Mission Friday



According to Space.com and Mike Wall (Twitter @michaeldwall), the U.S. Air Force's secretive X-37B space plane is poised to launch on its second mission Friday (March 4), though what exactly it will be doing once it leaves the ground remains a mystery.

The robotic X-37B mini-shuttle is slated to lift off from Cape Canaveral, Fla., on Friday atop an Atlas 5 rocket, weather permitting. Its launch window opens at 3:39 p.m. EST (2039 GMT), according to the launch provider United Launch Alliance, which is overseeing the flight.

Milestone Nears for European Missile Defense Plan

WASHINGTON - The U.S. plan to defend Europe from a rapidly increasing ballistic missile threat will reach a milestone next week with the first deployment of missile defense technology, a senior Defense Department official said yesterday.

"The ballistic missile threat is real, and it's now," said John F. Plumb, the Pentagon's principal director for nuclear and missile defense policy, adding that the phased, adaptive approach to European missile defense is a capability designed to defend against that threat.

The USS Monterey -- equipped with systems to detect, track, engage and destroy ballistic missiles in flight -- will deploy next week from its home port of Norfolk, Va., for a six-month tour in the U.S. European Command area of responsibility, Plumb said.

The ship will participate in missile defense exercises and help to lay the foundation for future deployments, Plumb said, in "the first demonstration of our commitment to this ... in a long series of deployments that will follow."

President Barack Obama approved the phased, adaptive approach to European ballistic missile defense in 2009, and the NATO alliance agreed to the plan at its November 2010 summit in Lisbon, Portugal.

The approach will begin with existing technology and add more sophisticated systems now in development to build sea- and land-based missile defense systems in Europe throughout the rest of this decade, Plumb said.

"The first phase ... involves ships, because we have sea-based missile defense capabilities now, as well as forward-based radar that can provide information to those ships," he said.

The second phase will begin in 2015, he said, with the deployment of a land-based interceptor site in Romania. The interceptor, the Standard Missile-3 IB, or SM-3 IB, is in development now, Plumb said.

"That will be the first land-based deployment of this type of interceptor, and that will start to provide greater coverage for Europe," he said.

The SM-3 IA already is deployed on ships around the world, he said, and two other variants of the interceptor, the IIA and IIB, are scheduled to be in place as part of phases 3 and 4 by 2020. Plumb said each version of the interceptor will defend against missiles of greater ranges and speeds.

The ballistic missile threat to Europe from the Middle East, particularly Iran, is a driving force behind the phased, adaptive approach, he said.

"[Iran] continues to pursue more and greater capabilities," he said. "We need to have a way not only to deter them from using them, but also if deterrence fails to be able to intercept their missiles."

While the phased, adaptive approach is currently under U.S. European Command's authority, Plumb said, NATO agreed at the Lisbon summit to establish command-and-control systems allowing the alliance to take the lead in ballistic missile defense on the European continent.

"Europe is a big place," he said. "The more you can cooperate, and the more assets other nations can contribute, the better the system can function."

Those contributions may take the form of sensors, interceptors or land for sites, he said.

"The assets we're deploying ... would be the U.S. national contribution to the missile defense of Europe," Plumb said. "As with any other NATO mission, individual nations voluntarily contribute assets, and [all] would work under a NATO command structure."

First MC-130J training program takes flight

HURLBURT FIELD, Fla. (AFNS) -- As the first MC-130J Combat Shadow II rolled off the Lockheed Martin factory line, a training flight class recently conducted sorties in preparation for transition to the new airframe.

The Air Force Special Operations Training Center's first MC-130J training program flight class practiced air drops, aerial refueling and formation on an EC-130J Commando Solo at Harrisburg International Airport, PA recently.

AFSOTC officials worked in conjunction with members from the 193rd Special Operations Wing, Marines and National Guard Bureau officials to kick-start a training program two years in the making.

"This first class is a small group try-out designed to validate our syllabus of instruction for the remaining classes," said Maj. Robert Deka, the AFSOTC MC-130J training program manager.

In a phase AFSOTC commander Col. Mark Alsid referred to as "train the trainer," the program has pooled the best instructors to provide academic instruction to air commandos who will take that knowledge and bring it back to their home bases.

"AFSOTC is setting the stage for the future of this platform, and the MC-130J is a huge addition to the AFSOC fleet, so we have to get it right," Colonel Alsid said.

The program features pilot, combat systems officer and loadmaster training with different facets held in California, New Mexico, Mississippi, Pennsylvania and Florida.

After completing training in their respective areas, the flight class members met in Harrisburg for the first time to practice piloting the J-model with a reduced number of crew, which required enhanced coordination among members.

The MC-130J is manned by a five-member crew. This is a reduction in size from the standard eight-member MC-130P Combat Shadow crew, Major Deka said.

With no flight engineer or radio systems operator, the loadmaster will assume many of the duties previously designated to those positions, including the complete preflight and loading of cryptic codes, said Master Sgt. Scott Reed, the AFSOTC lead J-model loadmaster. The loadmaster will also be a systems expert.

The combat systems operator will also engage in less traditional navigation duties as he handles in-flight helicopter refueling procedures normally conducted by the flight engineer, he said.

No glitches occurred while coordinating these functions, Sergeant Reed said. Though this was the first class training flight on the Commando Solo, program instructors have been using MC-130J procedures for a few years.

Sergeant Reed has been involved with the training program since its inception two years ago. He said he was honored to jump in headfirst and apply his knowledge of the MC-130P Combat Shadow to developing a training plan for the J-model alongside a select group of talented aviators, which includes some from the Combat Talon community.

"It's rewarding," he said. "We literally started with nothing."

Lt. Col. Tobin Wong, a AFSOTC evaluator pilot and MC-130J subject-matter expert, echoed the sentiments of Sergeant Reed.

"It's exciting. A lot of hard work has gone into the training," Colonel Wong said. "But we could not have gotten to this point without the support of the 193rd SOW."

In addition to qualifying crew members in MC-130J procedures, the program is designed to keep those qualified current until the Combat Shadow II is delivered later this year, Major Deka said.

The goal is to have at least five crews, or 25 members, trained by September, he said.

The EC-130J sorties will continue to take place in Harrisburg through the spring, Major Deka said. The program instructors, many of whom are among the few MC-130J subject-matter experts in the Air Force, will continue to develop the training in anticipation of the arrival of the streamlined airframe.

"The ability to get things right and set standards now is great," Sergeant Reed said. "It's certainly an outstanding time to be an aviator at AFSOC."

These sorties approach the culmination of AFSOC commander Lt. Gen. Donald Wurster's priority to recapitalize the fleet by acquiring up to 37 MC-130Js to replace aircraft that have been flying combat missions for up to 40 years.

The MC-130J will replace aging MC-130E Combat Talon I and MC-130P Combat Shadow aircraft.

The Combat Shadow II will fly clandestine, low-level aerial refueling missions as well as infiltration, exfiltration and resupply missions.

Northeast US: 104th Fighter Wing exercises today

WESTFIELD, Mass. (WWLP) by Robert Gebo - The 104th Fighter Wing at Barnes Air National Guard Base in Westfield will be performing some scramble exercises on Wednesday, March 2nd. Major Matthew Mutti told 22NEWS that the 104th Fighter Wing will be working within the areas of the Quabbin Reservoir and Berkshire East ski area in Charlemont. Major Mutti said the base's F-15's will be working with the civil air patrol to exercise their responses to aircraft flying in distress.

PEARL HARBOR (NNS) -- Amphibious assault ship USS Boxer (LHD 4), as part of the Boxer Amphibious Ready Group (BOXARG), and the embarked 13th Marine Expeditionary Unit (MEU) arrived in Pearl Harbor, Mar. 1, for a port visit during their deployment.

"This is a great opportunity for the crew of the ARG/MEU to replenish our supplies, embark key personnel, relax a bit and enjoy the spirit of Ohana before we press West on our deployment," said Commander, Amphibious Squadron 1, Capt. J. Curtis Shaub.

Boxer, along with amphibious transport-dock ship, USS Green Bay (LPD 20) and amphibious dock-landing ship, USS Comstock (LSD 45)have trained and prepared to execute a multitude of missions from humanitarian assistance to kinetic operations.

"We are eager to do our part and put to use the skill-sets and readiness the ARG/MEU has worked so diligently to perfect," said Shaub. "The Navy and Marine Corps team is primed at the height of their efficiency and every servicemember wants to employ their skills to support the Maritime Strategy in whatever theater we are asked to operate."

BOXARG includes approximately 4,000 personnel with nearly 1,800 Sailors and 2,200 embarked Marines from 13th MEU. The 13th MEU is led by Col. David Coffman, U.S. Marine Corps. BOXARG/13th MEU can operate as a combined expeditionary strike group or deploy assets to provide support for multiple missions.

Other elements of the BOXARG include: Fleet Surgical Team 3; Tactical Air Control Squadron 11; Helicopter Sea Combat Squadron 23, Det. 5; Assault Craft Unit 1, Det. C; Assault Craft Unit 5, Det. C and Beach Master Unit 1, Det. E.

During their deployment, BOXARG will provide deterrence, promote peace and security, preserve freedom of the sea and humanitarian/disaster response within 3rd Fleet's 50-million square mile area of responsibility in the eastern Pacific, as well as support the Navy's Maritime Strategy.

USS Green Bay Embarks on Maiden Deployment

SAN DIEGO (NNS) -- Amphibious transport-dock, USS Green Bay (LPD 20) departed its homeport of San Diego for her maiden deployment to the western Pacific Feb 22.

"We've completed all of our training," said Cmdr. Kevin P. Meyers, Green Bay's commanding officer. "I can see the pride in the faces of my Sailors, especially the remaining plank owners who worked so hard to build this ship from the keel up."

The Green Bay crew has spent the last several months preparing for deployment including countless flight hours and sea trials.

"The Sailors aboard Green Bay underwent extensive training and certifications to prepare for this deployment," said Green Bay Command Master Chief Lee G. Bethel. "A lot of hard work and dedication are required from all of the Sailors and Marines aboard before the deployment ever starts."

Many of Green Bay's Sailors were both excited and sad to leave for the first deployment. Green Bay is scheduled to spend the next several months performing various drills and operations while also visiting various ports in the Pacific and Indian Oceans.

"I'm going to miss my family a lot," said Operations Specialist 2nd Class David Walton. "I'm looking forward to hitting the ports overseas, but mostly I hope the mission we are doing out here really means something. If we can help save lives while we are out here then being away from our families will be worth it."

The primary role of Green Bay will be to transport Marines afloat and ashore to perform a wide range of missions, including humanitarian assistance operations, all supporting the Maritime Strategy.

Embarked aboard Green Bay are Marines from the 13th Marine Expeditionary Unit (MEU).

"The Marines aboard are ready for deployment," said Lance Cpl. Carlos Granados, a tank mechanic from Oakland, Calif. "Some of us are a little nervous, and most of us will miss our families, but we are here and we have a job to do."


The Green Bay is underway with the Boxer Amphibious Ready Group (BOXARG) led by Commander, Amphibious Squadron 1, Capt. J. Curtis Shaub. BOXARG is comprised of USS Boxer (LHD 4), USS Comstock (LSD 45) and Green Bay.

Army to assume responsibility for Pope Air Force Base

FORT BRAGG-POPE FIELD, N.C. (AFNS) -- Pope Air Force Base became Pope Field March 1 as it transitioned to be an Army operated facility supporting Air Force operations.

Several Air Force units were redesignated or inactivated, marking a significant moment in Air Force history.

The signing of a proclamation by Col. Stephen Sicinski, the Fort Bragg Garrison commander, and Col. Paul Kucharek, the 43rd Operations Group commander, marked the handover of responsibility for Pope Field.

Colonel Kucharek presided over the inactivation of Pope AFB's mission support group, maintenance group, contracting squadron, security forces squadron, communication squadron and civil engineer squadron whose missions will be assumed by the Army garrison.

"The transfer of Pope Field to Army control is certainly an emotional event for our Air Force brethren, but it would be hard to find a closer relationship between sister services than Fort Bragg has had with Pope Air Force Base," Colonel Sicinski said.

The War Department officially established "Pope Field" in 1919 and it ranks as one of the oldest installations in the Air Force.

When the Air Force became its own branch of the military in September 1947, Pope Field officially became Pope Air Force Base.

Today, Pope Field continues to put the "air" in airborne for Fort Bragg missions by providing airlift and close air support to American armed forces and to humanitarian missions flown all over the world.

Pope's transition to Army management was directed by public law in keeping with the 2005 Base Closure and Realignment Commission's recommendations to improve military efficiency and reduce redundancy.

The 43rd OG, a vital part of Pope Field's continuing mission, was redesignated the 43rd Air Group during the ceremony, and the 43rd Air Wing was inactivated.

The changes that the Fort Bragg-Pope Field community will notice will be minor, Colonel Sicinski said, but will go a long way to providing consistent quality of life services to all of Fort Bragg's uniformed service members and their families.

The consolidation of family and morale, welfare and recreation services including child-development centers, school-age services, bowling alleys and a planned all ranks club to be built on the site of the former NCO.

Religious support for all of Fort Bragg and Pope Field will be under one management. Post-wide emergency services will be centrally managed.

Gates that once separated Fort Bragg from Pope Air Force Base will no longer be required.

Pope Field will be Fort Bragg's third airfield, joining Simmons Army Airfield and Mackall Army Airfield in supporting combat training and rapid contingency deployments of the post's airborne and special operations communities.

The 440th Airlift Wing, a Reserve unit stationed at Pope Field will, also assume duties the 43rd AW previously had.

"In most instances Airmen will only notice a difference in uniforms," said Col. John Stokes, the 440th Airlift Wing vice commander. "Throughout all of the transitions, the 440th Airlift Wing will continue to provide total forces mission ready combat airlifters and equipment, anywhere and anytime," said. "The big message for those in the Fort Bragg community is that the Air Force mission at Pope Field continues post March 1.

"In some cases the responsibility for functions changes from 43rd AW to 440th AW, or Army Garrison, but all five major commands (Air Force Reserve Command, Air Mobility Command, Air Education and Training Command, Air Force Special Operations Command and Air Combat Command) will still have units operating at Pope Field."

HMS Cumberland Deploys to Libya

HMS Cumberland is currently part of Operation Deference, the operation to help British Nationals in Libya after the country’s collapse into civil war.

Cumberland has a command team embarked to co-ordinate any eventuality that may occur. HMS Cumberland a Type 22 Frigate was returning from a 6 month deployment as the OP TELIC Frigate when her tasking was changed.

HMS Cumberland docked in Benghazi and embarked British Nationals. She left Benghazi late Thursday afternoon with British nationals on board heading for Valletta in Malta.

Troops Re-Positioned to Provide Options on Libya

WASHINGTON - The United States military "is in the planning and preparing mode" on Libya, and will be able to provide the full range of options for national leaders, Pentagon spokesman Marine Corps Col. Dave Lapan said here today.

The U.S. military is moving naval and air forces to the region, he said.

President Barack Obama asked the military to prepare these options as the situation in Libya gets worse. News reports indicate while Libyan ruler Moammar Gadhafi is attacking rebels in and around the capital of Tripoli, anti-regime forces hold the east.

In a Feb. 26 call to German Chancellor Angela Merkel, Obama said: "When a leader's only means of staying in power is to use mass violence against his own people, he has lost the legitimacy to rule and needs to do what is right for his country by leaving now," according to the White House.

The Defense Department has not been directly tasked for any mission, Lapan said.

"We have planners working various contingency plans," he said. "It's safe to say as a part of that, we're re-positioning forces to provide for that flexibility. We are re-positioning forces in the region to provide options and flexibility."

Secretary of State Hillary Rodham Clinton also urged Gadhafi to stop killing his own people and leave. She also said the United States government has been reaching out to Libyan rebels.

"We've been reaching out to many different Libyans who are attempting to organize in the east and as the revolution moves westward, there as well," Clinton said at Andrews Air Force Base yesterday. "I think it's way too soon to tell how this is going to play out, but we're going to be ready and prepared to offer any kind of assistance that anyone wishes to have from the United States."

Lapan ruled nothing out. "Again, it goes back to having a full range of options available," he said. "So those forces could be used in any number of ways. Re-positioning them provides that flexibility so they can be used if needed."
