US-Egypt military exercise canceled

The Associated Press is reporting that this year's joint military exercises involving Egypt, the United States and other coalition nations have been canceled as Egypt moves away from the regime of ousted President Hosni Mubarak.

The State Department said yesterday that the Egyptian government and the U.S. mutually agreed to postpone the 2011 exercise "in light of ongoing transition events."

Egypt and the U.S. also agreed to start formal planning in June 2012 for the next installment of what is called Exercise Bright Star in 2013.

Exercise Bright Star is a biennial, multinational exercise sponsored by the U.S. Central Command. It is designed to improve military-to-military relationships among the U.S., Egypt and other nations, including France, Germany, Greece, Italy, Jordan, Kuwait, Pakistan, Turkey and Britain.

U.S. Coast Guard adopts Thales HF-ALE radios for surface ships

U.S. Coast Guard leaders needed medium-powered, high-frequency automated link establishment (HF-ALE) radios for Coast Guard cutter surface ships to be acquired over the next five to seven years. They found their solution at Thales Communications Inc. in Clarksburg, Md.

Thales systems are going aboard the Coast Guard’s fleet of 75 cutters of varying classes, including high- and medium-endurance cutters and the polar icebreaker fleet. Specifically, the Thales HF-ALE radio system will go on the Sentinel Class fast-response cutters and offshore patrol cutters, as well as other cutter and shore communications acquisition programs that need HF-ALE radios as powerful as 1 kilowatt.

The radios are certified by the Joint Interoperability Test Command, which is the Defense Information Systems Agency’s testing and evaluation organization, and are interoperable with the National Telecommunications and Information Administration standards on HF-ALE. Thales is shifting the production of core components of its shipborne HF communications systems from Thales UK to Thales Communications’ Maryland manufacturing facilities. Contact lost with hypersonic glider after launch



The Associated Press is reporting that contact has been lost with an unmanned hypersonic glider. The craft was developed for U.S. defense research into super-fast global strike capability and was launched atop a rocket early Thursday but contact was lost after the experimental craft began flying on its own, the Defense Advanced Research Projects Agency said.

According to the AP story, "It was the second of two planned flights of a Falcon Hypersonic Technology Vehicle-2. Contact was also lost during the first mission."

The small craft is part of a U.S. military initiative to develop technology to respond to threats at 20 times the speed of sound or greater, reaching any part of the globe in an hour.

The HTV-2 is designed to be launched to the edge of space, separate from its booster and maneuver through the atmosphere at 13,000 mph before intentionally crashing into the ocean.

New UHF Satellite Frequency?? Update

At 1340 UTC I received voice comms on a possible new satellite frequency -- 261.420 MHz nfm. had two OMs in a foreign language chatting and then disappeared around 1345 UTC. Just had another hit at 1402 UTC so this suggest either a geostationary or Molniya orbit high flyer.

There are no known US UHF milsat assignments on this freq. Closest US Mil freq is 30 kHz higher on 261.450 MHz, an old Fltsatcom Bravo wideband channel. This is an outside possibility since we never did get a real handle how wide these transponders really were. Some thought that at the band edge of these supposed 500 kHz wideband transponders that they did extend below the band edges, but I never saw anything solid.

So is this the bottom end of a 500 kHz wideband transponder or ? From tracking that I have been able to dig up it doesn't look like either Fltsatcom 7 or 8 as I do not have any visibility to them from here right now.

At 1410, I'm getting some apparent shift in freq to 261.419 MHz. This is probably from the ground stations and not doppler. Trying to record some audio for posting and help with language/content. As I type this update just had another weak hit at 1409 UTC.

Our good friend Paul Marsh from uhf-satcom.com/ sent me the following SDR plot. He thinks I have a Fltsatcom wideband transponder. According to Paul we have 7 pirates up on this one so that is probably what I heard.



Will still maintain a watch for further comms until I positively lock down the satellite.

Aerial refuelers coming to Robins

ROBINS AIR FORCE BASE, Ga. -- Numerous organizations here have spent the past month preparing for the arrival of five KC-135 Stratotankers, which will temporarily be stationed at Robins during an upcoming exercise.

The aerial refuelers are part of a detachment from McConnell Air Force Base, Kan., set to operate here Aug. 7-20. The detachment includes 75 personnel who will be staying in base lodging.

According to a McConnell release, the complex exercise scenario will include 1,100 ground participants and more than 22 aircraft in support of Joint Chiefs of Staff and National Command Authority directives.

"The multifaceted exercise challenges the inherent flexibility, reliability and force multiplier capabilities of our tanker and airlifter forces," the release said.

Tony McVay, the 78th Air Base Wing chief of plans and programs, said several organizations at Robins are involved in preparing for the detachment's arrival and supporting it during the exercise.

The 116th Air Control Wing will assist with maintenance and ground equipment for the aircraft.

The 78th Operations Support Squadron will provide support to include refueling, the 78th Logistics Readiness Squadron will provide forklifts and other equipment support, and the 78th Communications Directorate will provide computers and printers. Additionally, the 78th Civil Engineer Group is providing the building the detachment will be using.

Lt. Col. Pamela Freeland, chief of Special Operations Air Refueling at McConnell, said she has been pleased with the support the unit has received from Robins.

"There have been a lot of organizations at Robins which have been contributing to getting us operating," she said. "It's going to be a very robust exercise involving a lot of participants."

The KC-135s are a vital part of U.S. military operations, providing its core aerial refueling capability. Each of the planes can carry 100 tons of fuel.

I have written a lot over the years on this blog and other media about what I call spectrum holes in the 225-400 MHz range. In brief a spectrum hole is a legit frequency for assignment based on current channel spacing and the DoD bandplan, but no activity/current assignment has ever been heard/found for a frequency. That is a spectrum hole. If you are interested in exploring the world of 225-400 MHz spectrum holes, I have now created this page for those who want to monitor a challenge. Global Strike Command celebrates two years of success

Commentary by Lt. Gen. Jim Kowalski, Commander, Air Force Global Strike Command

BARKSDALE AIR FORCE BASE, La. (AFNS) -- On Aug. 7th, it was two years since Air Force Global Strike Command was activated to be "a new major command focused and dedicated to the nuclear and conventional global strike mission -- a key component of strategic deterrence."

When we set out on this path two years ago we understood the need to organize our force to drive discipline and professionalism consistent with the highest standards required of us as stewards of nuclear weapons. We were confident that, over time, we would have a force that not only understood the demands of this mission, but embraced the special trust and responsibility the nation has given us.

At this point we cannot declare victory. Developing an enduring culture requires a long-term commitment by all in this command, and by Air Force and Department of Defense senior leaders.

We are incredibly proud of the gains made by our Airmen and civilians, and echo the words of Lt. Gen. Frank Klotz when he said, "Our successful stand-up was possible because of the commitment, innovative spirit and sheer hard work of Global Strike Command Airmen."

We also need to thank Secretary of the Air Force Michael Donley and Chief of Staff of the Air Force Gen. Norton Schwartz for their unwavering support. They recognized that long range strike and nuclear deterrence were Air Force core functions from our earliest days as a separate service, and those functions remain critically relevant in a multi-polar and uncertain global security environment.

As we have improved our nuclear processes, we have not forgotten our significant conventional responsibilities. The command's conventional global strike and command and control capabilities were used to powerful effect during the beginning days of Operation Odyssey Dawn over Libya. We must continue to have both the discipline and flexibility to balance nuclear and conventional requirements.

Our work in our core mission areas is not without challenges. One of the biggest challenges came just last month when more than 1,200 Airmen and family members were forced from their homes in Minot, N.D., as a result of flooding.

The support to the flood recovery efforts from across the command and the Air Force was, and continues to be, amazing. The steady and tenacious headquarters staff efforts along with individual and organizational donations provide the most vivid definition of the phrase "Air Force family."

Thank you for all you have done over the past two years to 'To Deter and Assure'...it's my honor to serve with you!

EPLOs deploy to Caribbean for hurricane response preparation

TYNDALL AIR FORCE BASE, Fla. (AFNS) -- With tropical storm activity increasing in the Atlantic region, officials from the Air Forces Northern National Security Emergency Preparedness Directorate deployed two emergency preparedness liaison officers to assist in response efforts in the U.S. Virgin Islands and Puerto Rico.

The EPLOs' skills, experience and knowledge of U.S. Air Force capabilities will assist in determining the right resources if Department of Defense assets are requested by civilian authorities to support the response within the stricken areas.

"When a natural disaster occurs, local officials are in charge of the response effort," said Michael Thornal, an NSEP official. "If the disaster becomes catastrophic, (Federal Emergency Management Agency representatives) will come in to assist the local authorities upon request of the governors. Our EPLOs deploy to the scene to augment the local and federal officials and to advise them of the resources AFNORTH can provide to aid in the response."

The EPLOs will be assigned to FEMA's Region II Defense Coordinating Element.

EPLOs are geographically assigned to each state and the 10 FEMA Regional Response Coordination Centers. The officers come from a wide range of career fields including air operations, logistics, medical, security forces and public affairs.

USAF Buys One of Its Leased Gulfstream Vs

On July 27, 2011, the Pentagon announced a $26.8 million contract to Gulfstream Aerospace Corp. in Savannah, GA to buy 1 leased aircraft, in accordance with option terms of the contract. Research reveals that the plane is a C-37A Gulfstream V long-range business jet, flown under a 10-year, $477.3 million lease of 5 planes, signed in October 2000.

The USAF currently flies 9 C-37s: The 89th Airlift Wing's 99th Airlift Squadron, Andrews Air Force Base, Md., operates four C-37A's. The 6th Air Mobility Wing's 310th Airlift Squadron, MacDill AFB, Fla., operates three C-37A's. Both the 15th Airlift Wing, 65th Airlift Squadron at Hickam AFB, Hawaii, and the 86th Airlift Wing, 309th Airlift Squadron, at Chievres Air Base, Belgium, have one C-37A (see blog editor note below),

They are used as longer-range counterparts to its C-20 Gulfstream III/IV VIP jets, and include secure military communication equipment on board.
