ORISKANY, N.Y. -- About 1,000 National Guard Soldiers and Airmen worked with New York Guard volunteers at the New York State Preparedness Center here as part of the Federal Emergency Management Agency II Homeland Response Force validation training, May 15.
The FEMA II Homeland Response Force - which is a robust, specialized, rapid-response task force made up of National Guard Soldiers and Airmen to reinforce first responders in times of disaster - included members of the New Jersey, Puerto Rico and U.S. Virgin Islands National Guards. The HRF
The organization supports civil authorities in response to Chemical, Biological, Radiological, and Nuclear (CBRN) or Hazardous Material incidents that requiring the evacuation, decontamination and medical triage of casualties.
During the validation Soldiers from the New York Army National Guard‘s 1156th Engineer Company were given one simple task: move a concrete cube from point A to point B.
The only problem was that the concrete cube weighed two tons, and they had to move it 75 feet around obstacles while using only rollers, wood beams and pry bars.
Moving the cube was an exercise meant to build communications skills within the Soldiers in the event they are called to rescue civilians from collapsed buildings save lives in the real world.
“Pretend it’s your mother under that block,” said Army Sgt. Ivan Martinez, team leader of the Search and Extraction Team. “[We’ve got to] rescue her.”
The Soldiers dug their pry bars into the ground. “On my command - Go, go, go,” he said to his team as they attempted to move the cube.
The cube rose into the air. Soldiers placed black metal cylinders in front of it and pushed. The cube moved down a hasty path Soldiers made out of wood beams. The cube – all two tons of it – glided on the rollers in spurts.
Watching this whole affair is Army Sgt. 1st Class Lee Given, a trainer with the Joint Interagency Training and Education Center.
Given recently trained another HRF team in Oregon. Components of the HRF have trained for similar missions in recent years, and aiding civil authorities, as the HRF does, is part of the National Guard’s traditional role.
The team Givens watches is composed of both Soldiers and Airmen. Air Force Master Sgt. Hector Caro, member of the 105th Airlift Wing, is responsible for triage with this Search and Extraction Team.
“It’s good for us to get together and see how each other works,” Caro said, who would evaluate the wounded in a real-life disaster.
The team moved the two-ton cube through a narrow concrete tunnel, and Army Pfc. Neseer Carter, breathed a sigh of relief as the cube completed the 75-foot course.
But the exercise is not over. Given smiles and makes a bet. He places a wooden beam vertically on top of the cube. Lower the cube, currently on wooden support beams, to the ground, he said, and if this beam doesn’t fall, he’ll do pushups.
The team takes the bet.
“Everybody’s got to lift together,” said Army Sgt. John Grace, member of the 1156th Engineer Company. “All we’re doing is taking the weight off the rollers. We’re going to lift this thing down soft and gentle.”
At very last second, just as the cube came to rest upon the ground, the wooden beam perched on top of the cube wobbles and falls to the ground.
The team groaned - they lost bet, now they have to do pushups.
Givens laughed and joined in. The cube exercise is mostly for team building and helping Soldiers think outside the box, the instructor said, but the lessons from this will help the team gain the knowledge, skills and abilities necessary to prevent, prepare for, respond to and recover from natural disasters or terrorist-related incidents.
“That’s our goal,” Givens says, “to be able to go into an operation and execute the mission.”
The team rose from their pushups. The training has just begun.
“You got to keep your troops motivated,” Martinez says. “You never know when you have to use the skills here in the real world.”

Taylor Participates in Operation Ocean Shield
USS TAYLOR, At Sea (NNS) -- Over the past several weeks, guided-missile frigate USS Taylor (FFG 50) and its visit, board, search, and seizure (VBSS) team, have actively patrolled the Internationally Recommended Transit Corridor (IRTC) and provided security assistance to several merchant vessels transiting through the Gulf of Aden region.
Taylor, with embarked Helicopter Anti-Submarine Squadron Light (HSL) 48 Detachment 9, is assigned to Commander, NATO Task Force 508 Operation Ocean Shield.
This Operation is NATO's counter-piracy mission in the Gulf of Aden and India Ocean.
"Ocean Shield is a clear demonstration of the alliance's capability in the maritime field, and its flexibility in meeting the variety of challenges posed in today's security environment," said Cmdr. J. R. Hill, Taylor's commanding officer. "As part of the NATO Task Force Taylor complements the European Union, Combined Maritime Forces (CMF), and independent nations' units tackling piracy in the region."
Taylor's mission is to patrol the waters of the Gulf of Aden, the Arabian Sea and Somali Basin, and investigate suspicious maritime activity. Additionally, the ship supports merchant vessels requiring assistance while transiting the IRTC and other regional waterways. Taylor also monitors commercial merchant shipping and convoys and provides security overwatch.
"Most vessels we have encountered are legitimate fishing or trading and are not involved with piracy operations, but the data collected helps provide information for pattern of life analysis and evidence to compare between boardings that may help classify a dhow as a pirate vessel more clearly during a boarding," said Lt. Michael Modeer, Taylor's senior VBSS Officer.
Piracy and maritime crime are a significant concern to the international community, contributing nations, non-government and commercial organizations. Taylor has conducted numerous maritime security assist visit (MSAV) boardings in support of NATO's counter-piracy efforts.
As the deployment continues, Taylor expects to remain vigilant on patrol, providing the maritime presence and security necessary to support counter-piracy efforts throughout the region.

B-1 aircrews make history by employing laser JDAMS

ELLSWORTH AIR FORCE BASE, S.D. (AFNS) -- B-1 Lancer aircrews from here employed laser Joint Direct Attack Munitions against moving targets during a weapon system evaluation program exercise May 14 through 16.
Aircrews from the 37th Bomb Squadron and 34th BS employed six GBU-54 laser JDAMs against targets on the Utah Test and Training Range near Hill Air Force Base, Utah, as part of the Air Force's air to ground WSEP, known as Combat Hammer.
"Combat Hammer provided us with the unique opportunity to employ weapons in real-world scenarios and evaluate the weapon and aircraft-to-weapon interface in great detail due to the telemetry kits on the weapons," said Lt. Col. Stuart Newberry, the 37th BS commander. "This data, when coupled with scenarios usually unavailable to us except in combat scenarios, provides us with an opportunity to validate and refine our tactics, techniques and procedures ... as well as adjust training plans and combat standards."
The goal of the exercise was to evaluate the effectiveness, maintainability, suitability and accuracy of precision guided munitions and other advanced air to ground weapons. The entire process of weapons handling was evaluated from start to finish during Combat Hammer.
Maj. Michael Ballard, the lead bomber evaluator for Combat Hammer, said this time around, WSEP focused on the cradle-to-grave evaluation for the LJDAM.
The LJDAM is a 500-pound, dual-mode guided weapon. It's equipped with a laser seeker, which aids in its ability to demonstrate outstanding accuracy and can be employed to engage both stationary and moving targets on the ground.
"We didn't do anything different because of WSEP - our main focus is always on safe and reliable loading first time, every time," said Master Sgt. Joshua Klotz, the 28th Aircraft Maintenance Squadron NCO in charge of loading. "We qualify monthly on all B-1 bomber assigned munitions and are required to complete proficiency loading every month."
Leadership was mindful in the selection process of aircrews for Combat Hammer, ensuring that Airmen who had less experience would be teamed up with seasoned aviators.
"We try to provide a mix of experience during Combat Hammer sorties," Newberry said. "All crewmembers were fully qualified, but it's important to allow younger aviators -- those without a lot of experience -- the opportunity to build confidence in their skills and weapon system while they are supervised by more experienced aircrew."
Newberry noted that aircrews have been limited in training opportunities with the LJDAM unless they are participating in a Combat Hammer scenario.
"It was gratifying to be part of the first operational release," said Capt. Charles Armstrong, a 37th BS B-1 weapon systems operator and a mission leader for Combat Hammer. "We're learning a lot from these missions, and it's vital to uncover the peculiarities of this weapon now in a training environment so we can employ it with no issues in combat."
Since LJDAMs had never been employed by an operational B-1 squadron before, Ellsworth AFB was the first to be evaluated on tactics and procedures while employing LJDAMs.
Newberry added that the Combat Hammer team continuously looks for different scenarios that could occur during combat situations, including GPS jamming, slowing down or speeding up moving targets, and then attempts to replicate them during sorties.
"Evaluators will be able to retrieve data from the telemetry kits on the weapons and build a picture of how the weapon was or was not affected in various scenarios," Newberry said. "That data is invaluable in refining and adjusting our training plans."
Ellsworth AFB is home to two of the nation's three B-1 combat squadrons and carries the lion's share of the deployment taskings involving the B-1. Since 2007, Ellsworth AFB B-1s have deployed 12 of every 18 months in support of missions in the U.S. Central Command area of responsibility. Additionally, aircrews from here conduct missions to rapidly deliver massive quantities of precision and non-precision weapons against adversaries.
Armstrong said that adding LJDAMs to the B-1's already diverse arsenal will only increase the already remarkable mission effectiveness rate Ellsworth AFB has had in current operations around the globe.

UNITAS Pacific Begins in Peru

CALLAO, Peru (NNS) -- Naval representatives from Chile, Colombia, Ecuador, Mexico, Peru and the United States gathered in the Ricardo Palma auditorium at the Peruvian naval base to officially recognize the beginning of UNITAS Pacific (PAC) at an opening ceremony in Callao, Peru, May 14.
Leaders from each country's navy took turns addressing the audience as the ceremony commenced.
Capt. Ace Van Wagoner, commander of Destroyer Squadron 40 and mission commander of UNITAS PAC, represented the U.S. Navy at the ceremony. After thanking Peru for hosting UNITAS PAC and for demonstrating hospitality and professionalism to the U.S., Van Wagoner spoke about the importance of UNITAS for everyone involved.
"This exercise is a renewed promise to enhance regional partnerships and promote hemispheric stability," said Van Wagoner. "Through exercises like UNITAS, we learn from each other, sharing the best practices and proving collective reliability for addressing hemispheric maritime challenges."
The Oliver Hazard Perry-class frigate USS Underwood (FFG 36) is representing the U.S. Navy during UNITAS PAC. Underwood's commanding officer, executive officer and command master chief also attended the ceremony.
UNITAS will include live-fire exercises, a drone exercise, nighttime ship evolutions, tactical maneuvering, maritime interdiction operations, flight operations among other events and joint operations.
"I hope everyone leaves here at the end of UNITAS having learned something new from one another," said Van Wagoner. "I hope we exchange experiences and gain new perspectives on each other's cultures and people. We are here today because we are professional mariners and on the seas we will share our operational capabilities and enhance communications training in dynamic, real-time environments. In today's world, these skills are what will provide joint security and stability in our hemisphere."
U.S. Naval Forces Southern Command and U.S. 4th Fleet (COMUSNAVSO/C4F) supports USSOUTHCOM joint and combined full-spectrum military operations by providing principally sea-based, forward presence to ensure freedom of maneuver in the maritime domain, to foster and sustain cooperative relationships with international partners and to fully exploit the sea as maneuver space in order to enhance regional security and promote peace, stability, and prosperity in the Caribbean, Central and South American regions.

The Oliver Hazard Perry-class frigate USS Underwood (FFG 36) is representing the U.S. Navy during UNITAS PAC. Underwood's commanding officer, executive officer and command master chief also attended the ceremony.
UNITAS will include live-fire exercises, a drone exercise, nighttime ship evolutions, tactical maneuvering, maritime interdiction operations, flight operations among other events and joint operations.
"I hope everyone leaves here at the end of UNITAS having learned something new from one another," said Van Wagoner. "I hope we exchange experiences and gain new perspectives on each other's cultures and people. We are here today because we are professional mariners and on the seas we will share our operational capabilities and enhance communications training in dynamic, real-time environments. In today's world, these skills are what will provide joint security and stability in our hemisphere."
U.S. Naval Forces Southern Command and U.S. 4th Fleet (COMUSNAVSO/C4F) supports USSOUTHCOM joint and combined full-spectrum military operations by providing principally sea-based, forward presence to ensure freedom of maneuver in the maritime domain, to foster and sustain cooperative relationships with international partners and to fully exploit the sea as maneuver space in order to enhance regional security and promote peace, stability, and prosperity in the Caribbean, Central and South American regions.

MAYPORT, Fla (NNS) -- The Pelicans of P-3C Orion Patrol Squadron (VP) 45 continue to play an integral role in Carrier Strike Group 8's composite unit training exercise (COMPTUEX).
The ongoing 24-day exercise spans waters and airspace from the Chesapeake Bay to Florida's Space Coast, to simulate a modern conflict against symmetric and asymmetric forces.
"I've enjoyed the chance to be a part of something that involves the rest of the Navy," said Lt.j.g. John Leeds, VP-45 navigation and communication officer. "Most of the time we are out there alone and unafraid, so it's interesting to see how the P-3 fits in to the greater warfighting capabilities of the Navy."
The exercise is designed to mirror the entire spectrum of warfare that the strike group can face on today's oceans and battlefields. The Pelicans have been supporting round-the-clock flight operations to participate in the exercise.
The P-3's missions in the strike group include anti-submarine warfare, water space sanitization for a simulated strait transits and intelligence, surveillance, and reconnaissance collection on land based and maritime targets.
COMPTUEX includes participants from all of the Navy's warfare communities, as well as components from the Spanish Navy, Brazilian Navy and contract aggressor air units. Cmdr. Michael Vitali, VP-45's executive officer has been aboard USS Dwight D. Eisenhower (CVN 69) for the exercise to provide P-3 strategic advisement and liaise between the squadron and the strike group regarding maritime patrol support.

"It's amazing how the P-3's capabilities can extend the eyes of the strike group beyond the horizon so that they have a perfect picture of any potential maritime threats long before they arrive. I couldn't be more proud of the work the Pelicans are doing out here."
The culmination of VP-45's involvement of the exercise came when they flew on the BMS Tikuna, a Brazilian Type-209 submarine. The Tikuna played the role of an enemy submarine force attempting to infiltrate the strike group water-space to gather intelligence and carry off a torpedo attack on the strike group's surface assets. VP-45 aircrew demonstrated the unsurpassed airborne anti-submarine warfare capabilities of the P-3 when they held the Tikuna in contact for six hours and delivered four successful torpedo attacks on the boat.
"With the widespread proliferation of submarine technology in the 21st century, this exercise emphasized how indispensable the P-3 is to strike group operations, despite being one of the oldest airframes in the Navy's inventory," said Lt.j.g. Matt Melfa, a member of VP-45.

Air Force announces criteria for basing KC-46A
WASHINGTON (AFNS) -- After extensive internal review, the Air Force released today its basing criteria that will be used to select candidate bases for the KC-46A formal training unit and first two main operating bases.
The formal training unit (FTU) and first main operating base (MOB 1) will be led by active duty units. The second main operating base (MOB 2) will be led by an Air National Guard unit. The FTU and MOB 1will begin receiving aircraft in FY16. MOB 2 will receive aircraft in FY18.
The basing criteria for the MOBs, approved by Secretary of the Air Force Michael B. Donley and Air Force Chief of Staff General Norton A. Schwartz, include mission (proximity to refueling receiver demand, airfield and airspace availability, fuels considerations, and the potential to establish an association), capacity (hangar, runway, ramp space and facility considerations), environmental requirements and cost factors.
The basing criteria for the FTU, approved by the secretary of the Air Force and the chief of staff of the Air Force, include mission (proximity of aircraft available to support air refueling training, student throughput, aircrew training systems, fuels considerations, and the potential to establish an association), capacity (hangars, runway, ramp space and facility considerations), environmental requirements and cost factors.
"The KC-46A tanker is a critical force multiplier and essential to the way this nation fights its wars and provides humanitarian support around the globe," explained Schwartz. "The KC-46A is a game changer, and will be a great asset to the nation, not only as a tanker, but as a means to augment the airlift fleet, provide aeromedical evacuation and transport of passengers and cargo."
"The Air Force is committed to an open and transparent process to address KC-46A basing," said Kathleen Ferguson, Air Force deputy assistant secretary for installations, "As we progress through the basing process, we will share information so interested communities are aware of what to expect."
The Air Force will evaluate all sites within the defined enterprise against the approved criteria. This information will be used to identify candidate bases for the KC-46A. After the release of the candidate bases, Air Mobility Command will conduct site surveys at each candidate base.
Site survey teams will assess each location against operational and training requirements, potential impacts to existing missions, housing, infrastructure, manpower, and develop cost estimates to determine how to beddown the KC-46 at each location.
Based on the results of these efforts, the Air Force plans to announce KC-46A preferred and reasonable alternatives and begin the environmental impact analysis process (EIAP) for the FTU and MOB 1 in December 2012. Likewise, the Air Force plans to announce the preferred and reasonable alternatives and begin the EIAP for MOB 2 in the spring of 2013.
"This enterprise-wide look enhances our ability to create, protect, and sustain all air and space forces across the full range of military operations," said Ferguson. "It is a deliberate, standardized, and transparent process."
NECC Announces Formation of Coastal Riverine Force

VIRGINIA BEACH, Va. (NNS) -- Navy Expeditionary Combat Command (NECC) is establishing a new command, the Coastal Riverine Force (CORIVFOR), a merger of Riverine Group 1 and the Maritime Expeditionary Security Force (MESF), June 1.
CORIVFOR will perform core maritime expeditionary security missions in the green and brown waters bridging the gap between traditional Navy blue water operations and land-based forces, spanning the capabilities that currently reside with the riverine and expeditionary security force.
"We are combining maritime expeditionary and riverine forces to preserve a range of capabilities in brown, blue and green water environments," said Capt. James C. Hamblet, commodore of Maritime Expeditionary Security Group (MESG) 2. "Although Coastal Riverine Force will predominantly perform force protection type missions, when required it will be capable of conducting offensive operations which will enhance mission effectiveness throughout the force."
CORIVFOR will be composed of active and Reserve component unit capable of defending high value assets against a determined enemy and, when ordered, conducting offensive combat operations. Capable of conducting 24-hour operations, CORIVFOR will provide port and harbor security, offshore protection for maritime infrastructure and Military Sealift Command ships operating in coastal waterways. When necessary elements of this force will provide offensive combat capabilities.
CORIVFOR will utilize a mix of maritime expeditionary security and riverine equipment with plans to procure additional craft in the future.
CORIVFOR will be comprised of two Echelon IV groups, Coastal Riverine Group (CORIVGRU) 1 homeported in Imperial Beach, Calif. with squadrons located in San Diego at the Naval Amphibious Base. CORIVGRU 2 will be homeported in Portsmouth, Va. with active squadrons located at Norfolk Naval Shipyard, Portsmouth, Joint Expeditionary Base Little Creek-Fort Story (JEBLC-FS), Va., a forward deployed detachment in Bahrain, and reserve squadrons located in Newport, R.I. and Jacksonville, Fla.
"By combining capabilities we will be able to provide a more effective way of expanding maritime security both inland and on coastal waterways," said Hamblet.
The establishment of Coastal Riverine Force will take place June 1 at JEBLC-FS for CORIVGRU 2 and Imperial Beach, Calif. for CORIVGRU 1. The force's initial operating capability is slated for October 2012 and the CORIVFOR will reach Full Operational Capability in Oct. 2014. All current and scheduled routine deployments will continue as normal. Hamblet will become the first commodore of CORIVGRU 2. Capt. Eric Moss, commordore of Maritime Expeditionary Security Group (MESG) 1, will command CORIVGRU 1.
CORIVFOR is a component of NECC and provides flexible responsive maritime security forces capable of performing high level security.

Hamblet, commodore of Maritime Expeditionary Security Group (MESG) 2. "Although Coastal Riverine Force will predominantly perform force protection type missions, when required it will be capable of conducting offensive operations which will enhance mission effectiveness throughout the force."
CORIVFOR will be composed of active and Reserve component unit capable of defending high value assets against a determined enemy and, when ordered, conducting offensive combat operations. Capable of conducting 24-hour operations, CORIVFOR will provide port and harbor security, offshore protection for maritime infrastructure and Military Sealift Command ships operating in coastal waterways. When necessary elements of this force will provide offensive combat capabilities.
CORIVFOR will utilize a mix of maritime expeditionary security and riverine equipment with plans to procure additional craft in the future.
CORIVFOR will be comprised of two Echelon IV groups, Coastal Riverine Group (CORIVGRU) 1 homeported in Imperial Beach, Calif. with squadrons located in San Diego at the Naval Amphibious Base. CORIVGRU 2 will be homeported in Portsmouth, Va. with active squadrons located at Norfolk Naval Shipyard, Portsmouth, Joint Expeditionary Base Little Creek-Fort Story (JEBLC-FS), Va., a forward deployed detachment in Bahrain, and reserve squadrons located in Newport, R.I. and Jacksonville, Fla.
"By combining capabilities we will be able to provide a more effective way of expanding maritime security both inland and on coastal waterways," said Hamblet.
The establishment of Coastal Riverine Force will take place June 1 at JEBLC-FS for CORIVGRU 2 and Imperial Beach, Calif. for CORIVGRU 1. The force's initial operating capability is slated for October 2012 and the CORIVFOR will reach Full Operational Capability in Oct. 2014. All current and scheduled routine deployments will continue as normal. Hamblet will become the first commodore of CORIVGRU 2. Capt. Eric Moss, commordore of Maritime Expeditionary Security Group (MESG) 1, will command CORIVGRU 1.
CORIVFOR is a component of NECC and provides flexible responsive maritime security forces capable of performing high level security.

Air Show Report - Great Tennessee Air Show Smyrna
received the following great air show report from Joe Cobb in Nashville. He reported on a new previously unknown Leap Frogs UHF frequency. Thanks for sharing with the Milcom MP readers Joe.
Air Show review:
Saturday was a good day. It rained early then remained cloudy but high clouds so a low show could be performed. The static display lineup was much better than last year. Unfortunately the weather on Sunday didn't cooperate fully and really killed the crowd which is unfortunate because I thought the show organizers really tried to make it a good show despite not having any single ship demos. However, on Sat SLAM 1, a flight of two B-1B's, made their way from Nellis to our area for SLAM 1 only to make three passes which were AWESOME! From here he rejoined SLAM 2 orbiting and they headed to Dyess. The close call on my 396XT happened to snag SLAM a/a after he was out of sight headed to rejoin #2. I was very pleased with the 396 coupled with the Watson Air Gainer antenna. All the performers were top notch. On Sunday the Blues performed a flat show.

GW Kicks Off Sea Trials

USS GEORGE WASHINGTON, At Sea (NNS) -- USS George Washington (CVN 73) departed Fleet Activities Yokosuka, Japan, May 12 to conduct sea trials in preparation for the ship's next patrol.
George Washington sailed from its Truman Bay pier into open waters to begin a certification process that will ensure the ship, its equipment and crew are ready for extended periods at sea.
"We're ready to execute sea trials," said Capt. David A. Lausman, George Washington's commanding officer. "This is an all hands evolution and we have the most professional Sailors who thrive on 'by the book with the book open' operations. They will execute the mission meticulously."
After working alongside craftsmen from the Puget Sound Naval Shipyard and Ship Repair Facility Yokosuka to complete routine maintenance to the Nimitz-class aircraft carrier, Sailors will now put the ship through a series of tests before going underway.
"This is an exciting day," said Cmdr. Wes McCall, George Washington's navigator. "It's been six months since we were last underway so it's great to be heading back out where we belong."
Before leaving port, crew members participated in two simulated days at sea to begin the testing period and to get in the right mind set for the anticipated patrol. In 2011, George Washington safely navigated 55,000 nautical miles across the western Pacific.
Sea trials will test every system, every procedure and every piece of equipment. Tests will include opening and closing hangar bay doors, raising and lowering aircraft elevators, testing internal and external communication systems, as well completing each department's unique check-off list to ensure mission readiness.
"This is an important time for us," said Chief Warrant Officer Chris Sullivan. "It's our time to prepare and make sure all our equipment is 100% ready to support the ship's mission."
George Washington's permanently-forward presence and mission enhances security and stability throughout the Western Pacific by working with our allies and regional partners on a wide range of issues and responding to any tasking across the operational spectrum as directed.

Carl Vinson Returns to 3rd Fleet

PACIFIC OCEAN (NNS) -- Sailors of the Nimitz-class aircraft carrier USS Carl Vinson (CVN 70) and embarked Carrier Air Wing (CVW) 17 returned to the U.S. 3rd Fleet area of responsibility (AOR) May 11.
Vinson is currently transiting to her homeport in San Diego following a six-month deployment to the Western Pacific and Middle East areas supporting maritime theater security operations in the U.S. 7th and 5th Fleets.
"The dedication demonstrated by every Sailor up and down the chain of command was the key factor in accomplishing every mission objective for our time in the 5th and 7th Fleets," said Vinson's Commanding Officer Capt. Kent D. Whalen. "With our return to 3rd Fleet, our focus may have changed but our mission-ready mindset continues."
Vinson serves as the flagship for Carrier Strike Group (CSG) 1, led by Rear Adm. T.K. Shannon, which also consists of Destroyer Squadron (DESRON) 1 guided-missile destroyers USS Halsey (DDG 97), guided-missile cruiser USS Bunker Hill (CG 52), and CVW-17.
CVW-17 encompasses the "Sunliners" of Strike Fighter Squadron (VFA) 81, the "Stingers" of VFA 113, the "Redcocks" of VFA 22, the "Fists of the Fleet" of VFA 25, the "Garudas" of Electronic Attack Squadron (VAQ) 134, the "Tiger Tails" of Carrier Airborne Early Warning Squadron (VAW) 125, the "Rawhides" of Fleet Logistics Support Squadron (VRC) 40 and the "Red Lions" of Helicopter Anti-Submarine Squadron (HS) 15.
In addition to supporting its primary mission throughout the deployment, Carl Vinson completed the following:
- From Jan. 9 to March 24, flew 1,085 Operation Enduring Freedom (OEF) missions, totaling 6,600 total flight hours. This included close air support missions, support for coalition ground forces, airborne electronic warfare missions and airborne command and control missions.
- Deployed 7,283 pounds of ordnance and expended 1,717 rounds of 20mm ammunition in support of OEF.
Conducted exercises with coalition countries and other nations, including Singapore, Britain, India and Australia.
- Made port visits and conducted community service projects in Hong Kong, Jebel Ali, India, and Australia.
- Earned the 2011 Commander Naval Air Forces Battle Efficiency (Battle "E") award for West Coast-based aircraft carriers.
- Hosted former CBS Evening News anchor and 60 Minutes correspondent Dan Rather for a three-day visit as the subject of a segment for television news magazine Dan Rather Reports.
- Sailed over 53,200 nautical miles.
Third Fleet leads naval forces in the eastern Pacific from the west coast of North America to the international date line.

North Dakota National Guard's 81st Civil Support Team trains with Department of Energy, other agencies
MINOT, N.D. - Members of the North Dakota National Guard’s 81st Civil Support Team, based in Bismarck N.D., participated in a three-day Nuclear Weapons Accident/Incident Exercise at Minot Air Force Base.
The exercise involved nearly 400 people from agencies including the Department of Energy, the Federal Bureau of Investigation and the Air Force’s 5th Bomb Wing, as well as the North Dakota Guard. The exercise served as a way to hone the specialized skills of the CST.
“The Civil Support team is an important asset for responding to domestic emergencies and operations around the state,” said Army Maj. Gen. David Sprynczynatyk, adjutant general of the North Dakota Guard. “Practicing and training on response is the best way for the CST to remain a relevant and ready force for our community.”
The exercise scenario had the 81st CST responding to an aircraft with weapons aboard that sustained damaged from a tornado. The actual damage and event may have been simulated, but the actions of the CST members were as if it were a real event.

“Our job is to assist them to determine whether radiation had been released and provide recommendations for the health and safety in the surrounding area,” said Capt. This exercise provides us an additional opportunity to enhance those skills.”

In the end, the major benefit of the exercise is simply building relationships.

The exercise involved nearly 400 people from agencies including the Department of Energy, the Federal Bureau of Investigation and the Air Force’s 5th Bomb Wing, as well as the North Dakota Guard. The exercise served as a way to hone the specialized skills of the CST.
“The Civil Support team is an important asset for responding to domestic emergencies and operations around the state,” said Army Maj. Gen. David Sprynczynatyk, adjutant general of the North Dakota Guard. “Practicing and training on response is the best way for the CST to remain a relevant and ready force for our community.”
The exercise scenario had the 81st CST responding to an aircraft with weapons aboard that sustained damaged from a tornado. The actual damage and event may have been simulated, but the actions of the CST members were as if it were a real event.

Second-Generation Aegis Ballistic Missile Defense System Completes Successful Intercept Flight Test

FORT BELVOIR, Va. (NNS) -- The Missile Defense Agency (MDA) and U.S. Navy Sailors aboard USS Lake Erie (CG 70) successfully conducted a flight test of the Aegis Ballistic Missile Defense (BMD) system May 9.
This test resulted in the first intercept of a short-range ballistic missile target over the Pacific Ocean by the Navy's newest Missile Defense interceptor, the Standard Missile - 3 (SM-3) Block 1B.
At 8:18 p.m. Hawaiian Standard Time (2:18 a.m. EDT May 10) the target missile was launched from the Pacific Missile Range Facility, located on Kauai, Hawaii. The target flew on a northwesterly trajectory towards a broad ocean area of the Pacific Ocean. Following target launch, Lake Erie detected and tracked the missile with its onboard AN/SPY-1 radar. The ship, equipped with the second-generation Aegis BMD 4.0.1 weapon system, developed a fire control solution and launched the Standard Missile-3 (SM-3) Block IB interceptor.
Lake Erie continued to track the target and sent trajectory information to the SM-3 Block IB interceptor in-flight. The SM-3 maneuvered to a point in space, as designated by the fire control solution, and released its kinetic warhead. The kinetic warhead acquired the target, diverted into its path, and, using only the force of a direct impact, engaged and destroyed the threat in a hit-to-kill intercept.
The event, designated Flight Test Standard Missile-16 (FTM-16) Event 2a, was the first successful live-fire intercept test of the SM-3 Block IB interceptor and the second-generation Aegis BMD 4.0.1 weapon system. Previous successful intercepts were conducted with the Aegis BMD 3.6.1 weapon system and the SM-3 Block IA interceptor, which are currently operational on U.S. Navy ships deployed across the globe.
Aegis BMD 4.0.1 and the SM-3 Block IB interceptor improve the system's ability to engage increasingly longer range and more sophisticated ballistic missiles that may be launched in larger raid sizes. The SM-3 Block IB interceptor features a two-color infrared seeker, which improves sensitivity for longer-range target acquisition and high-speed processing for target discrimination. The SM-3 Block IB interceptor also features an upgraded onboard signal processor and a more flexible throttleable divert and attitude control system to maneuver the IB interceptor to intercept.
Initial indications are that all components performed as designed. Program officials will conduct an extensive assessment and evaluation of system performance based upon telemetry and other data obtained during the test.
FTM-16 Event 2a is the 22nd successful intercept in 27 flight test attempts for the Aegis BMD program. Across all Ballistic Missile Defense System programs, this is the 53rd successful hit-to-kill intercept in 67 flight test attempts since 2001.
Aegis BMD is the sea-based midcourse component of the MDA's Ballistic Missile Defense System and is designed to intercept and destroy short to intermediate-range ballistic missile threats. The MDA and the U.S. Navy cooperatively manage the Aegis BMD Program.
