NORAD Exercise Planned for the National Capital Region
The North American Aerospace Defense Command and its geographical component, the Continental United States NORAD Region (CONR), will conduct exercise Falcon Virgo 12-11 between 11:30 p.m. (EDT) tonight and 5:30 a.m. (EDT) tomorrow, in the National Capital Region (NCR), Washington, D.C.
The exercise is comprised of a series of training flights held in coordination with the Federal Aviation Administration, the NCR Coordination Center, the Joint Air Defense Operations Center (JADOC), Civil Air Patrol, U.S. Coast Guard and CONR's Eastern Air Defense Sector.
Exercise Falcon Virgo is designed to hone NORAD's intercept and identification operations as well as operationally test the NCR Visual Warning System and certify newly assigned command and control personnel at JADOC. Civil Air Patrol aircraft and a U.S. Coast Guard HH-65 Dolphin helicopter will participate in the exercise.
These exercises are carefully planned and closely controlled to ensure CONR's rapid response capability. NORAD has conducted exercise flights of this nature throughout the United States and Canada since the start of Operation Noble Eagle, the command's response to the terrorist attacks on Sept. 11, 2001.

72 Hour Emergency Exercise at Dover Air Force Base Begins Today
DOVER AIR FORCE BASE, Del. – The 436th Airlift Wing will conduct a 72-hour base-wide major accident response exercise here August 20-22 to test the wing’s ability to quickly respond.
The exercise will be conducted within the base and its training areas and include the participation of local law enforcement and emergency management teams. All base personnel will participate and visitors on base during the exercise could be treated as participants.
Normal base operations and services will be affected throughout the exercise, to include closures and delays at the gates, the base exchange/gas station, commissary, pharmacy, medical clinic, post office, and other units across the base.
Individuals who experience an actual emergency or incident during the exercise should continue to report to the appropriate on- or off-base agencies. Base leadership’s priority is ensuring the safety of base personnel and members of the surrounding communities.

Nimitz Traps 300,000th Plane on Flight Deck

USS NIMITZ, At Sea (NNS) -- Two pilots attached to Electronic Attack Squadron (VAQ) 129, landed their E/A-18G Growler on the number three arresting gear bringing the aircraft carrier USS Nimitz (CVN 68) to a monumental 300,000 traps, Aug. 15.
Nimitz is one of only two active ships to achieve this milestone, the other being the aircraft carrier USS Enterprise (CVN 65). This comes just over a month after that same wire passed the 120,000 trap mark.
"A lot of work, maintenance and man hours went into this trap," said Aviation Boatswain's Mate (Equipment) 2nd Class Eric Gonzales. "A lot of different faces went into it. This will be something we remember for a long time."
Lt. Sergion Armas and Lt. Cmdr. Dan Boyer, on board for fleet replacement squadron carrier qualifications, had no idea they would be here for such an event.
"I always thought an honor like this would go to a senior officer like the commanding officer," said Armas. "I'm quite surprised and flattered I was able to participate."
"We had no idea that Nimitz was this close to a huge milestone," said Boyer. "It's a great honor to have this unique opportunity."
Not expecting the trap at all due to the high placement of their indicator on the visual landing aid, Armas and Boyer were informed of their accomplishment by Nimitz air boss Cmdr. Charles Hayden over the flight deck public address system.
Primary flight controller of arresting gear Aviation Boatswain's Mate (equipment) 3rd Class Daniel Borja said he felt like a part of history.
"I was here for both 120,000 [on arresting engine 3] and now the 300,000th trap for the ship," said Borja. "It was really cool giving everyone the countdown to 300,000. I really felt a part of the event."
"I'll always remember I was a part of the 300,000th trap," said Aviation Boatswain's Mate (equipment) Airman Nicholas Ortiz. "When the ship gets decommissioned with a number of traps greater than 300,000, I can tell everyone that I was on Nimitz operating engine three when this trap took place."
Gonzales said this milestone catch is a good way to remember Nimitz' long and proud history.
"Every trap was a different mission, from before desert storm through now," said Gonzales. "There's a lot of history and memories here and probably a lot more in the future."

15th MEU, Peleliu ARG Set Sail for CERTEX

SAN DIEGO (NNS) -- After more than eight months of rigorous training in preparation for a deployment across the Western Pacific, the 15th Marine Expeditionary Unit and the Peleliu Amphibious Ready Group are beginning the final certification exercise (CERTEX) Aug 15.
The MEU already conducted two other at-sea periods that focused on skill sets pertaining to the missions a MEU may face while forward deployed. However, CERTEX is different than previous exercises. Marines and Sailors will not know what to expect and will have to react to scenarios quickly using the Marine Corps' Rapid Response Planning Process to prepare for the missions the unit will execute.
"As we enter the final stage of our training cycle, the MEU and ARG are fully prepared to respond as America's 911-force in readiness," said Col. Scott D. Campbell, commanding officer, 15th MEU. "The training up to this point has been realistic, purposeful and very demanding on our Marines and Sailors. They have proven themselves time and again, and they are ready to complete the certification process and move forward to answer our nation's call."
The two-week evolution will also be the final iteration the blue-green team will conduct together before their deployment this fall. During the past few months, the Peleliu Amphibious Ready Group and the 15th MEU have formed a cohesive unit capable of mission planning within a constrained six-hour requirement.
"The Peleliu Amphibious Ready Group has rigorously trained for the many missions that we could face on deployment," said Capt. Mark Sakaguchi, commander, Amphibious Squadron 3. "The partnership and skills our blue-green team have developed ensure the Peleliu ARG and 15th MEU are ready to operate forward over a wide range of military operations."
In addition to an unknown training schedule, the MEU staff will also be accompanied by counterparts from other MEUs. They will assess the 15th MEU's capabilities and prepare for future deployments through observation.
CERTEX qualifies the MEU to deploy, and it is also another chance for the Marines and Sailors to get more repetitions of training before conducting actual missions.
"Repetitions equal proficiency," said Campbell. "The more opportunities we have to practice what we do, the more it will make us a stronger, more formidable force."
The MEU is embarked on the Peleliu ARG that consists of amphibious assault ship USS Peleliu (LHA 5), amphibious transport dock USS Green Bay (LPD 20) and amphibious dock landing ship USS Rushmore (LSD 47).

CVW-1 Conducts Aerial Change of Command
USS ENTERPRISE, At Sea (NNS) -- Carrier Air Wing (CVW) 1 held an aerial change of command ceremony in the skies above the aircraft carrier USS Enterprise (CVN 65) Aug. 15.
Capt. Robert D. Boyer relieved Capt. Jeffrey L. Trent as Commander. During the ceremony, Boyer flew in an F/A-18C Hornet, assigned to the Thunderbolts of Marine Fighter Attack Squadron 251, while Trent flew in an E2-C Hawkeye, assigned to the Screwtops of Carrier Airborne Early Warning Squadron 123.
After both aviators read their orders, Trent gave the formation lead to Boyer as they flew over Enterprise.
Boyer, the former deputy commander of CVW-1, said he looks forward to his role as the air wing's final commander aboard Enterprise.
"To become commander of the air wing aboard this ship and to be a part of the namesake of Enterprise is a tremendous feeling," said Boyer.
The current deployment is the final time any air wing will operate aboard Enterprise. The carrier is slated to be inactivated following its return to homeport in Norfolk, making this the final change of command CVW-1 will hold while attached to the legendary Big E.
There will be two more squadron changes of command.
"It has been a real pleasure to be a part of this historic ship and this historic cruise," said Trent. "I'm honored to be a part of Enterprise and the entire team."
Trent's next assignment will be with the Chief of Naval Operations Strategic Studies Group in Newport, R.I.
"It was great working for Capt. Trent," said Boyer. "He was always a very humble, teamwork oriented-leader and just an awesome guy to work for."
Boyer also said that his motivation comes from the Sailors and Marines of CVW-1. To Boyer, their hard work and dedication are an inspiration.
"The crewmembers of the air wing are really who this day is for," said Boyer. "It is their sweat, their work and their effort that get the aircraft off of the flight deck. I am truly humbled to be a part of this air wing."
Following deployment, CVW-1 is scheduled to transition to aircraft carrier USS Theodore Roosevelt (CVN 71) as the carrier completes it refueling complex overhaul in Newport News, Va.
"The future is bright with another deployment in a couple of years," said Trent. "The air wing will continue to do great things as a part of another team."
Enterprise is currently on its 25th and final deployment to the U.S. 5th Fleet area of responsibility conducting maritime security operations, theater security operation efforts and support missions as a part of Operation Enduring Freedom.

Pentagon Eyes New Air Force One
The Aero News Network is reporting this morning that the U.S. Air Force is looking at replacing the Boeing 747-200B "VC-25A" aircraft which serve as Air Force One when the President is on board. The acquisition program was authorized late last week by Undersecretary of Defense for Acquisition Frank Kendall. The authorization also reportedly includes new Marine One helicopters as well.
Bloomberg Business Week reports that the current VC-25A aircraft entered into service in 1990 with an expected service life of 30 years. That would put them at the end of their service in another 8 years.
According to a memo leaked by a source who wished to remain anonymous, the program will first focus on a market analysis of performance requirements. That information will be reviewed by the joint chiefs, and will form the basis for a decision whether to sole-source from Boeing, or open a competitive bid.
The plan outlined by Kendall looks for an RFP to be submitted to the aircraft industry in 2015. The contract for the new AF-1 could be let as early as 2016.
The Pentagon will also look into the feasibility of replacing the helicopters designated "Marine One" when the President is on board. The Marine Corps currently flies VH-3D Sea Kings or the newer, smaller VH-60N "WhiteHawk" helicopters when transporting the President. A contract for a new VH-71 helicopter was terminated in 2009 prior to President Obama's inauguration by then-Defense-Secretary Robert Gates due to cost overruns and delays. In the memo outlining the AF-1 replacement strategy, Kendall also calls for an RFP to be issued to the helicopter industry in 2013, with a target date for a contract to be in place by 2014 for an undetermined number of aircraft.
