Coast Guard officials pin hopes on flight recorders



Editor note; For those of you who track callsigns, the CG C-130 that was lost was CG 1705 per an official USCG message.

U.S. Coast Guard officials say searchers are turning their attention to finding aircraft flight recorder boxes for clues into the cause of the crash Thursday of a Coast Guard search plane and a Marine helicopter over the ocean near San Diego.

Searchers had found no trace of either aircraft's crew as of Monday. The Coast Guard C-130 carried seven; the helicopter, two.

A memorial service is being planned Friday at McClellan Air Park in North Highlands, home base for the rescue plane. Coast Guard officials on Monday said they have not decided whether the memorial will be public or private.

The Coast Guard plane (CG 1705) was on a search and rescue mission in a military training flight, or "Warning Area," called Whiskey 291. The Marine helicopter was one of several helicopters on a training mission in the area.

The flight recorders are in 2,400 feet of water and may be difficult to retrieve, Coast Guard Lt. Josh Nelson said. A Coast Guard-Marine mishap investigation panel has been established to analyze clues for the cause of the crash, Nelson said.

Description of the incident: The Coast Guard C-130 1705, with a crew of seven, was involved in a midair collision with a Marine AH-1W Super Cobra helicopter, with a crew of two. The collision occurred around 7 p.m. about 50 miles off the San Diego County coast and 15 miles east of San Clemente Island. The C-130 was engaged in a search for a missing person while the helicopter was involved in a training exercise. The active search for survivors was suspended on Sunday Nov 1, however the search continues for any wreckage that could aid in the investigation into the cause of the accident.

Northrup Grumman to Compete for USCG NAIS Contract

Northrop Grumman Corporation announced October 29 at the U.S. Coast Guard Innovation Expo in New Orleans its intent to lead a team that will compete to design, integrate, install and test the Coast Guard's Nationwide Automatic Identification System (NAIS).

NAIS will be a two-way maritime digital communication system, which will continually transmit and receive voiceless exchange of vessel data, including vessel identity, position, speed, course, destination and other data of critical interest for navigation safety, marine mobility and maritime security. The program will focus on improving maritime security, marine and navigational safety, search and rescue, and environmental protection services. In addition, data collected by NAIS will be combined with other government intelligence and surveillance data to form a holistic view of maritime situational awareness, in part by identifying vessels still hundreds of miles offshore.

"Northrop Grumman has assembled a highly skilled and experienced team to address the entire spectrum of potential NAIS requirements, with each team member bringing to the table critical or unique capabilities to meet the Coast Guard's needs," said Mike Twyman, vice president of Northrop Grumman Mission Systems sector's Command, Control, Communications and Intelligence Systems operating unit. "Our team has been preparing for NAIS for nearly three years, and we look forward to providing the Coast Guard with the capabilities needed to reach its vision."

Orbcomm sat with USCG AIS will launch in 2007


The US Coast Guard plans to launch a new space based Automatic Identification System (AIS) in 2007.

The Coast Guard has been studying the feasibility of receiving maritime automatic identification system (AIS) signals from space since 2001. In May 2004 the Coast Guard contracted with ORBCOMM, a satellite data communications company, to develop and build the capability to receive process and forward AIS signals from space via an AIS receiver onboard a communications satellite. In addition, ORBCOMM will provide the ground systems capable of processing the AIS signals and relaying the collected messages to the Coast Guard.

"This line of sight system was originally designed as a collision avoidance tool, but Coast Guard engineers and scientists quickly realized that significant ship tracking capabilities could be accomplished far out to sea if a receiver were placed on a spacecraft," said Dana Goward, director of the Coast Guard's maritime domain awareness program.

Studies conducted at Johns Hopkins University in 2003 indicated this concept was feasible, but it was not proven until a Dec. 16, 2006, launch by the Department of Defense of the TACSAT-2 satellite, which was equipped with an automatic identification receiver.

The Coast Guard's ORBCOMM CDS-3 (Concept Demonstration Satellite-3) satellite is scheduled to launch in the first or second quarter of 2007, and ORBCOMM has announced plans to include automatic identification system receivers in future communications satellites.

This Orbcomm-CDS 3 satellite will provide standard ORBCOMM service, and will also have a U.S. Coast Guard payload to support their Automatic Identification System (AIS). This satellite will receive signals emitted from vessels, enhancing U.S. Coast Guard monitoring techniques as part of their homeland security initiatives. This satellite is scheduled to be launched on board the russian Kosmos-3M carrier rocket from the Plesetsk Cosmodrome.

In addition to assisting the U.S. Coast Guard receive the AIS transmissions, this launch is the first of a planned series of replenishment satellites.

In addition to performing the same communications tasks as ORBCOMM's existing satellites, the new satellites, like the U.S. Coast Guard concept validation satellite, will be able to receive the Automatic Identification System (AIS) signals for global maritime monitoring.

U.S. icebreaking ship arrives in McMurdo


1/8/2007 - MCMURDO, Antarctica (AFNEWS) -- The Coast Guard became part of the Air Force-led Joint Task Force Support Forces Antarctica Jan. 1 with the arrival of the Cutter Polar Sea at McMurdo Station, Antarctica.

Home ported in Seattle, the Polar Sea arrived after a month-long voyage including stops in Honolulu and Sydney, Australia.

The Polar Sea joined the Swedish icebreaker Oden, which began breaking ice Dec. 26.
For the past 50 years, Coast Guard icebreakers have deployed to Antarctica in support of Operation Deep Freeze, where ships have broken through as much as 84 nautical miles of ice to produce a navigable shipping channel into McMurdo Station. This year's channel will be approximately 23 nautical miles long -- 13 of which is first year ice at an average thickness of 3 to 5 feet and 10 of which is multi-year ice at an average thickness of 5 to 11 feet.

This vital shipping channel allows supply ships to deliver more than 6 million gallons of fuel and 4,000 metric tons of cargo, enabling McMurdo Station and South Pole Station to remain manned and operational throughout the harsh winter months. The Polar Sea also acts as a floating research platform for scientists that travel onboard.

Ice breaking operations will continue until the departure of the cargo ship in mid-February when the Polar Sea will return home.

The Polar Sea, a 399-foot polar class icebreaker with a 140-person crew, is recently out of a two-year overhaul. The Polar Sea conducted sea trials in the Arctic this summer to test all the ship's equipment and train the crew prior to transiting to Antarctica to re-supply the McMurdo station for the National Science Foundation.

The Polar Sea was specifically designed for solo icebreaking in remote Polar Regions. The cutter's red reinforced hull is made of 1.75 inches of steel that covers a specially contoured icebreaking bow. The cutter can call on 75,000 shaft horsepower enabling it to break up to 21 feet of ice. The Polar Sea has deployed 17 times in support of Operation Deep Freeze.

Primary HF transmission mode is USB. Communications between Antarctica field parties and fixed-wing aircraft normally occur on 9032 kHz. If a fixed-wing aircraft cannot be reached on that frequency, they use 4770 kHz or 11553 kHz to contact MAC Ops at McMurdo. Helo secondary frequency is 9032 kHz. The primary frequencies for passing weather observations is:

• 11553 kHz for remote-site field parties.
• 4770 kHz for Dry Valley and surrounding areas field parties.
