USS Simpson and HSL-60 Use Fire Scout UAV

USS SIMPSON, Gulf of Guinea (NNS) -- Guided-missile frigate USS Simpson (FFG 56) has the Unmanned Aerial Vehicle (UAV), MQ-8B Fire Scout embarked for solo missions, a U.S. Navy first during a full deployment, March 7.

The Fire Scout is the Navy's only unmanned aircraft to operate on land and at sea. The Fire Scout is a vertical take-off and landing UAV capable of carrying out surveillance, tracking and targeting missions. Typically deployed as a compliment to the manned H-60 helicopter, this is the Fire Scout's first solo mission.

Lt. Cmdr. Darren Capo is the officer-in-charge of Helicopter Anti-Submarine Squadron Light Six Zero (HSL-60), the "Jaguars", the detachment embarked on Simpson that maintains and flies the Fire Scout.

"There are benefits to flying from inside a ship," said Capo, who's previously flown the SH-60B Sea Hawk helicopter, about taking on his latest assignment.

Flying the Fire Scout has been a completely new experience, especially physically.

"When you're done, your ears don't ring from noise and vibration and you're not soaked in sweat like you are after flying a long helicopter mission," said Capo.

Two people operate the Fire Scout during flight, an air vehicle operator (AVO) and a mission payload operator (MPO). Both the AVO and MPO sit at control stations next to each other in the same room.

"Nothing can beat the sensation of flying a helicopter, but flying the Fire Scout is really cool knowing that you're on the cutting edge of technology," said Capo.

The AVO is responsible for the overall current mission, navigation and system safety of the Fire Scout's airframe. The MPO is responsible for operating the Fire Scout's built-in surveillance camera and communicating with the AVO to get the best shots needed during a mission.

"It's much like a video game with a trackball, keyboard and two monitors to handle all the open windows," Capo said about operating the Fire Scout as an AVO. "It's very interesting if you're willing to learn new ways of flying."

Capo also said the future of air warfare will include a large contribution from UAVs.

"The Fire Scout is a truly remarkable piece of equipment that will make its mark on naval aviation for years to come," said Capo. "The capabilities and freedom from risk of human life are significant benefits to employing the Fire Scout."

HSL-60 embarked on Simpson with two Fire Scouts and a crew of 15 maintainers; three aircrew act as MPOs and four pilots act as AVOs.

"So far it's been good working with the Fire Scout's system," said Aviation Machinist's Mate 2nd Class Jonathan Moody, one of HSL-60's maintainers working with the Fire Scout. "I'm glad to be involved with something that's part of the Navy's future and a growing portion of intelligence gathering."

"I see the Fire Scout as a risk mitigator," said Moody, who volunteered from his parent command in San Diego to embark with HSL-60 specifically to have a chance to work with the Fire Scout. "It gives you all that you can get from a manned aircraft, but with no exposure to danger for the air crew."

Moody often works with a laptop right next to the Fire Scout before and after launch and recoveries. He said such interfacing makes his job of running aircraft diagnostics much easier.

"Having a computer to assist with aircraft diagnostics is more maintenance-friendly than without," said Moody. "It allows you to find problems quickly and easily because all pertinent information is displayed on the monitor right in front of you, at a moment's notice."

Moody, like Capo, said he recognizes the larger role UAVs will play in the Navy's future, but he believes UAVs will not completely replace manned aircraft.

"UAVs should be an addition to the Navy and work alongside manned aircraft," said Moody, "but we still need manned aircraft for operations like Search and Rescue at sea."

The Fire Scout was first deployed in 2009 aboard guided-missile frigate, USS McInerney (FFG 8), in 2009. Since then it has exceeded 2,000 hours of real-time intelligence, surveillance and reconnaissance to support U.S. and allied troops in northern Afghanistan.

Simpson, homeported out of Mayport, Fla. is currently conducting theater security cooperation and maritime security operations in the Naval Forces Africa area of responsibility.

HSV 2 Departs Haiti

CAP HAITIEN, Haiti (NNS) -- High Speed Vessel (HSV) 2 Swift departed Cap-Haitien, Haiti, March 6, the final stop of its four-month mission during HSV-Southern Partnership Station 2012 (HSV-SPS 12).

Swift held a closing ceremony aboard, March 5, which was attended by Minister Theirry Mayard Paul, Haitian minister of the Interior, to recognize the first port visit by a U.S. Navy ship and the partnerships made during the three-week port visit to Cap-Haitian.

"In just three weeks, you have been able to build an indelible partnership in the northeastern part of Haiti. One that can withstand the test of time," said Paul. "I am here today, deeply humbled and greatly encouraged by your dedication and action."

During Swift's visit, American military teams participated in subject matter expert exchanges (SMEEs) with their Haitian peers during the visit. A detachment of nine Marines aboard Swift partnered with a U.N. training team from the Haitian National Police (HNP) Academy to provide instruction in martial arts, non-lethal weapons, leadership and pistol marksmanship. Thirty-eight HNP from the northern region of Haiti participated in the joint training, which was held at the U.N. Chilean battalion in Cap-Haitian.

"We are grateful to the people of Haiti for hosting us and inviting us to work alongside them during our visit," said Cmdr. Garry Wright, HSV-SPS 12 mission commander. "This opportunity has allowed us to celebrate our continued partnership and in turn, increase our cooperation in the Caribbean and Latin America."

A team of 19 Seabees from Naval Mobile Construction Battalion (NMCB) 23 and five U.S. Marines worked with a team of U.N. Indonesian construction engineers in Caracol, Haiti. The project included renovations at the Caracol National School, the Caracol Dispensary and a local recreation facility, which will benefit 14,000 community members.

"The United States is part of an international effort here in Haiti," said Daniel Foote, deputy chief of missions, U.S. Embassy in Haiti. "During their time here, the crew of the Swift concentrated on health and security, working with the Ministry of Public Health, the Haitian national police, and the National port Authority to increase the capacity to serve the Haitian people."

The Swift's Naval Criminal Investigative Service (NCIS) team conducted SMEEs with the Haitian national port authority. The team discussed threat identification and detection in a maritime environment with their 44 Haitian partners. The two one-week SMEEs concluded in practical exercises that included vehicle inspection and suspect detention.

"We hope that the information we shared improves security for the port," said Lt. j.g. Dylan Harmon, NCIS team member. "Additionally, we want to continue to work together to understand the threats we face and how to address those threats in our security posture throughout the region."

A medical and veterinary team from Swift worked with local healthcare providers from Justinian Hospital in Cap-Haitian. The team will discussed basic health care, diagnoses, prognoses and treatment and prevention of disease.

Swift arrived in Cap-Haitien Feb. 15, and offloaded more than $4 million dollars of Project Handclasp school and medical supplies to be distributed throughout Haiti by non-government organizations. Haiti was the final stop on the HSV-SPS 12 mission, which will return to Naval Station Mayport. The ship has visited Dominican Republic, El Salvador, Guatemala, Peru and Panama during its mission.

Southern Partnership Station is an annual deployment of U.S. ships to the U.S. Southern Command area of responsibility in the Caribbean and Latin America. The mission's primary goal is information sharing with navies, militaries and civilians in the region.

U.S. Naval Forces Southern Command and U.S. 4th Fleet (COMUSNAVSO/C4F) supports U.S. Southern Command joint and combined full-spectrum military operations by providing principally sea-based, forward presence to ensure freedom of maneuver in the maritime domain, to foster and sustain cooperative relationships with international partners and to fully exploit the sea as maneuver space in order to enhance regional security and promote peace, stability, and prosperity in the Caribbean, Central and South American regions.

Submarine USS Topeka Departs for Six-month Deployment

NAVAL BASE POINT LOMA, Calif. (NNS) -- USS Topeka (SSN 754) deployed from Naval Base Point Loma for a scheduled six-month western Pacific deployment March 6.

The Los Angeles-class, fast-attack submarine's deployment is in support of the Chief of Naval Operations' Maritime Strategy. Topeka's missions will focus on maritime security operations and theater security cooperation efforts, which help establish conditions for regional stability.

The deployment is part of an ongoing rotation of deployed forces to support maritime security operations and operations in international waters around the globe, working with other coalition maritime forces. During the past few months, Topeka has conducted several training exercises off the coast of California and is fully prepared to deploy.

"The Topeka crew and families have been hard at work to ensure the ship is fully prepared to execute all tasking during the deployment," said Cmdr. Jim Belz, commanding officer of Topeka. "A successful deployment is a culmination of a team effort of dedicated personnel on and off the ship. Every crew member is looking forward to the challenges of the deployment and to safely returning in the fall and reuniting with our supportive families."

USS Topeka is home to approximately 140 crew members. Topeka was commissioned Oct. 21, 1989 and is named in honor of Topeka, Kansas.

Nimitz Completes DPIA, Sets Sail

BREMERTON, Wash. (NNS) -- The aircraft carrier USS Nimitz (CVN 68) departed Naval Base Kitsap-Bremerton March 5, to conduct sea trials and complete its homeport shift to Naval Station Everett, Wash.

The ship has been in Bremerton for the past 15 months conducting a Docked Planned Incremental Availability where the Puget Sound Naval Shipyard, Intermediate Maintenance Facility and Ship's crew completed a $239 million maintenance package that included upgrades to the carrier's self-defense, combat, navigation and potable water systems.

"The talent and professionalism this crew demonstrated in getting our ship underway is a testament to the hard work, training and dedication of all hands during our maintenance period," said Nimitz Commanding Officer, Capt. Paul O. Monger. "This crew is confident in their abilities and in the work the Puget Sound Naval Shipyard/Nimitz team accomplished over the last year. We are ecstatic to be at sea again, and Nimitz is even more capable and effective than any time in her 37 years of service."

While underway for sea trials, Nimitz is scheduled to test its equipment and procedures to include conducting high-power steering evolutions, testing the ship's weapons and combat systems and conducting damage control drills.

"The most important thing about sea trials is to go out to sea, shake the Nimitz up and make sure that repairs that we completed were done correctly," said Master Chief (SW) James Webster, Nimitz' Engineering leading chief petty officer. "We went through DPIA and we've had so many new systems installed on board to make the equipment operate more efficiently, and the personnel have received adequate training on the new systems in place."

Hospital Corpsman 2nd Class Brent Hammond said the sea trials get junior Sailors up to speed. "It makes us more functional as a unit. We'll know what's expected of us, and we'll be less likely to have any incidents, as a result. After we arrive in Everett, we'll have a normal routine, and that's a really good thing. "

Essex ARG Embarks 31st Marine Expeditionary Unit

WHITE BEACH NAVAL FACILITY, Okinawa (NNS) -- Essex Amphibious Ready Group (ARG) embarked more than 2,000 Marines of the 31st Marine Expeditionary Unit (MEU) and departed White Beach Naval Facility in Okinawa, Japan for the ARG's amphibious integration training (AIT), and certification exercise (CERTEX) March 4.

Amphibious assault ship USS Essex (LHD 2), amphibious dock landing ship USS Tortuga (LSD 46), and amphibious transport dock ship USS Denver (LPD 9) worked hand-in-hand with the Marines to safely load personnel, equipment and vehicles in support of the upcoming training and exercise.

Throughout the AIT period, the MEU will conduct various ship-to-shore movements, day and night flight operations, and visit board search and seizure exercises.

"Embarking the 31st Marine Expeditionary Unit allows our amphibious ships to train and prepare for a broad range of operational scenarios", said Capt. Bradley Lee, commodore, Amphibious Squadron 11.

The exercises will aid the ships of the ARG ships and their crews in remaining proficient in flight operations, well deck operations, ballasting, surface craft control, navigating close to shore and numerous deck evolutions, all of which the ARG and MEU must maintain proficiency in to support operational assignments in the U.S. 7th Fleet area of responsibility.

"Working with the MEU allows our Sailors and Marines to hone their interoperability and overall effectiveness at conducting the core capabilities of the nation's maritime strategy," said Lee.

AIT and CERTEX give the ARG and the MEU the opportunity to practice their skill sets in a combined and joint environment and are designed to increase both unit's effectiveness.

"It is always exciting working alongside our Navy counterparts," said Col. Andrew R. MacMannis, 31st MEU commanding officer. "The Navy and Marine Corps team have done an excellent job executing the loading plan of the ARG ships in a safe and timely manner. We can now move on to working together in order to successfully complete AIT and CERTEX."

AIT and CERTEX are important in assessing the ARG and MEU's ability to conduct operational maneuvering from sea to shore before supporting multilateral exercises, contingency operations, or humanitarian assistance and disaster relief missions.

In order to conduct the exercise and various training evolutions, the ARG's combat cargo department had to load 2,500 tons of cargo, more than 120 vehicles, and 30 aircraft across the three ships.

The 380-400 MHz LMR Subband Cleanout Continues

As I have written about many times in my monthly MT Milcom column, DoD continues to cleanout selected aeronautical frequencies in the new 380-400 MHz LMR subband to make way for new LMR (Trunk and Simplex) and wideband assignments.

The latest shoe to fall is the last command post on 383.200 MHz (Scott AFB) that has now moved to its new home on 349.400 MHz, a USAF natonwide Command Post frequency assignment.

There should be no more CPs on 383.200 MHz and that frequency is now part of a new wideband subband within the 380-400 MHz frequency range.

New Ukraine Air Force HF Net Found

ANG combat comm squadron redesignated civil engineering unit

ST. CROIX, U.S. Virgin Islands (AFNS) -- A combat communications squadron that began the Air National Guard's presence in the U.S. Virgin Islands more than 32 years ago has transformed itself once again during a ceremony March 3.

The 285th Combat Communications Squadron, activated in 1980 to provide communications support to the U.S. Virgin Islands, was redesignated as the 285th Civil Engineering Squadron during a ceremony at the Virgin Islands Air National Guard facility on St. Croix.

According to the squadron's commander, Capt. John Hult, the unit was originally a victim of a reduction in the number of combat communications units within the Air Force Space Command. "The 285th was originally one of those units to be cut ... but leadership ... was able to secure the civil engineering mission for the Virgin Islands Air National Guard."

This new mission, according to Hult, will allow the squadron to develop, deploy and sustain expeditionary engineers to "protect, preserve and improve facilities and infrastructure." "This fills an Air National Guard and federal need for a more robust civil engineering community and will be more in line to (meet) territorial needs and requirements for hometown support," said Hult.

"The 285th (Civil) Engineering Squadron will turn on the lights when there are none," said Col. Jeffrey Buckley, the Virgin Islands Air National Guard chief of staff. To keep the unit relevant, Buckley said that leadership determined that a Prime Base Engineer Emergency Force, or Prime BEEF, mission was needed. "They'll make sure there is running water when called upon. They'll build shelter where needed, and they'll fix roads and runways when required. This is Prime Beef."

According to Hult, the unit has entered a reclassification process in which Airmen will receive new mission requirements, new equipment will be issued and the cross-training into various engineer career fields will begin. "The 285th CES will be in a two-year conversion window as directed by the National Guard Bureau," said Hult. "After two years, the unit must be ready to go to war, and is open for all Air National Guard and Air Force inspection cycles."

The unit began as a flight in 1980 and created the first Air National Guard presence in the U.S. Virgin Islands. The flight was upgraded to a squadron in 1996 and made a name for itself following the devastation of Hurricane Hugo to the region in 1989, when the unit and its installation became the heart of recovery operations for St. Croix.

Over the years, the unit has been involved in several contingency operations, to include Joint Endeavor, Uphold Democracy, Joint Forge, and both Iraqi and Enduring Freedom. They earned the Air Force Outstanding Unit award on four occasions: In 1989, 1990, 1991 and for the period of September 1995 to August 1997.

USS George H.W. Bush Completes Magnetic Treatment

NORFOLK, Va. (NNS) -- The aircraft carrier USS George H.W. Bush (CVN 77) successfully completed a magnetic treatment (DEPERM), March 1.

The ship traveled to the Lambert Point Magnetic Treatment Facility located near Portsmouth Naval Shipyard to undergo the demagnetization process.

"DEPERM is used to change the magnetic signature of the ship in order to reduce its vulnerability to magnetic influence sea mine detection," said Master Chief Machinist's Mate Chris Michalek, George H.W. Bush Engineering Department's leading chief petty officer.

The DEPERM process for an aircraft carrier requireas more than 9,000 feet of cables in order to produce high and low electromagnetic fields which affect the surrounding ferrous metals, such as steel and iron, and changes the magnetic signature of that metal, said Chief Warrant Officer 4 Danni Rogers, the DEPERM Facility Officer in Charge and former crew member aboard George H.W. Bush.

Planning for the magnetic treatment began in November 2011 in order to determine the number of cables, personnel, and time needed for the ship to complete the process.

According to Lt. Andrew Wrobel, electrical officer aboard George H.W. Bush, more than 140 cables were required to wrap the exterior of the ship from bow to stern and from the bottom of the keel to the top of the island in order to complete the process. Eighty-six of the cables were pre-staged in the crib of the DEPERM facility from the piers on the port and starboard sides of the crib with the majority of the cable underwater awaiting the ship's arrival Feb. 27.

Approximately 750 Sailors were required to physically haul the cables around the ship. Once the cables were in place and successfully tested, low and high voltage currents passed through the cables for about nine hours to complete the treatment process.

George H.W. Bush was scheduled for a five-day berth at the treatment facility, but was able to accomplish the task in record time.

"Most ships complete this process anywhere from six to 10 days, but we were able to finish in three," said Wrobel.

"Believe me when I say this is an incredible feat," said Rogers. "The last ship that came through here took nearly seven days. This ship has a great reputation and is going to continue to do great things."

George H.W. Bush Sailors echoed Rogers' praise.

"The Sailors did a great job and stayed motivated the entire time," said Chief Aviation Boatswain's Mate (Handling) Lester Cruz, one of the working party supervisors. "This is my third time participating in DEPERM and this was by far the fastest and safest one I've ever been a part of."

George H.W. Bush is homeported in Norfolk, Va. The ship is scheduled to conduct carrier qualifications followed by a maintenance availability in the next few months.

Mode-S/ADS-B Intercepts 2 Mar 2012 - Btown

Newest MH-60R Squadron Established Aboard NASNI

SAN DIEGO (NNS) -- The "Blue Hawks" of Helicopter Maritime Strike Squadron (HSM) 78, the fourth of six HSM squadrons established, held its commissioning ceremony aboard Naval Air Station North Island, March 1.

"The significance of this establishment ceremony is to introduce to our Navy, the public, and soon those across the globe that the HSM community's newest MH-60R Carrier Air Wing squadron has arrived," said Capt. Jeffrey W. Hughes, commander of Helicopter Maritime Strike Wing Pacific. "We are meeting a significant milestone in its progression to becoming the primary and premiere aviation sea control asset."

After months of training its pilots and maintenance crew while acquiring all of their equipment and preparing for maintenance inspections, the crewmembers were able to enjoy the benefits of being the first members of the HSM-78 squadron.

"It's a rare occasion and a great day when a new squadron is commissioned in the Navy, " said HSM-78 first Commanding Officer Cmdr. William Bucey. "And it's a very unique opportunity to stand up a squadron, I am honored."

"I am loving the fact that I get to be a plankowner," said Aviation Machinist's Mate 1st Class Marvin Journet. "I've been in the Navy for 15 years and this is my first time being a plankowner."

"The Blue Hawks will contribute unique and awesome capabilities to the geographic combat commanders in the Pacific and Central areas of responsibilities to provide necessary influence to global affairs via humanitarian assistance and disaster relief efforts or through kinetic striking power," Hughes said.

HSM-78 is currently assigned to Carrier Air Wing 17 and is scheduled to deploy aboard USS Carl Vinson (CVN 70) in 2014.

HSM-78 will consist of 280 crewmembers, both enlisted and officers, and 11 new MH-60R Seahawk Helicopters before their first deployment.

"I can say with absolute confidence that they will be ready," said Hughes.

Bucey said all of the other helicopter squadrons are going through the transition of changing from flying MH-60B helicopters to flying MH-60R model.

Fifth generation fighters crucial to air superiority

WASHINGTON (AFNS) -- The Air Force is the world's most advanced air and space force and, with the integration of fifth generation aircraft, is gaining new tactical advantages that transcend beyond just stealth into areas such as enhanced maneuverability, multi-role capabilities and fused sensor and avionics systems that can communicate with other weapons systems.

That's why it is imperative that U.S. forces continue to develop and begin to use fifth-generation fighters as they transition to the new Pacific-based strategy, according to Lt. Gen. Herbert J. "Hawk" Carlisle, Deputy Chief of Staff for Operations, Plans and Requirements, Headquarters U.S. Air Force.

During the Air Force Association monthly breakfast here Feb. 28, he said fifth-generation fighters, such as the F-35 Joint Strike Fighter and the F-22 Raptor, are critical to maintaining air superiority and global precision attack core competencies.

"The threat environment is continuing to grow, so as we look at how we're going to maintain those competencies in the future, that's where fifth generation fighters come in," he said. "It's not just about stealth."

"The F-22 is better than any other aircraft in the world at air-to-ground except for the F-35, and the F-35 is better than any other aircraft in the world at air-to-air except for the F-22," said Carlisle.

The general said the Air Force can continue to maintain the most elite fourth generation aircraft in the world, but that won't prepare the U.S. to handle threats in the future.
"Our Air Force has got to keep evolving to meet these new challenges as we move forward into the future," said Carlisle.

To illustrate this evolution and fifth generation fighter jet technology, the general shared a scenario in which an F-22 data-links coordinates to a Navy submarine-launched tomahawk missile onto a target.

"Now you have two stealth platforms, a submarine and an F-22, communicating with naval ordnance," he said.

That level of interoperability is a large part of what makes the fifth generation aircraft so vital to the Air Force and U.S. military in general, he added. Aircraft must not only be stealth, but also be highly maneuverable, be able to conduct multiple roles, and these aircraft must also be able to handle sensor and avionics information in a network integrated way not only for the pilot, but for the entire joint force.

"We have to have a fused system capability and have them networked and integrated across the force," he said. "To me, that's as important on a fifth-generation fighter as anything."
