Kansas National Guard unit trains to respond to multiple threats

(U.S. Army photo by Prudence Siebert)(Released)FORT LEAVENWORTH, Kan. -- The first real-life incident for the Kansas National Guard's 73rd Civil Support Team, Weapons of Mass Destruction, was in 2004 when it was called to identify and remove World War II relics -- a live grenade and a jar of mustard gas -- found in a Kansas barn.
The Kansas Civil Support Team - which is trained to handle chemical and biological threats, and also has an independent communications capability vehicle to provide assistance after a natural disaster - safely handled the incident, the result of a hazard left behind by a recently deceased World War II veteran. Since then, it has handled many more threats to the state.
Recently the CST visited Fort Leavenworth, to conduct a training exercise in preparation of an annual evaluation by U.S. Army North.
The team is a joint effort by the Kansas Army and Air National Guard, employing 22 full-time experts to respond to chemical and biological threats across the state. They are one of 57 such teams across the nation, with one in most states, two each in California and Florida, and several in U.S. territories.
Army Master Sgt. George McMahon, noncommissioned officer for the team, said that the CST works only to support local law enforcement and first responders.
As an example, when the local fire department depletes its resources handling a problem, the fire chief could contact the county emergency management officer, and he or she could request the state emergency officer to contact the team, he said. The CST is directly under the Kansas Adjutant General's Department.
"Everything we do is locked in step with our civilian partners," McMahon said. "We act in support of them."
He said the team is always ready, 24-hours a day and 365 days a year. The team has even responded to calls on holidays.
The team practiced several scenarios at Fort Leavenworth -- on March 27, the scenario was a potential chemical or biological dump at a public pool. On March 29, the scenario was a vehicle spraying an unknown chemical along Fourth Street in Leavenworth, Kan., which adjoins Fort Leavenworth.
Army Lt. Col. Dirk Christian, commander of the unit, said the team has to comply not only with state regulations, but also various federal agency and military regulations. They also have to be able to communicate with all of these parties.
"Every exercise has been a different scenario," he said. "We really train the whole set of Chemical, Biological, Radiological and Nuclear threats."
The Fort Leavenworth Fire Department also provided support to the March exercise. Leavenworth Assistant Fire Chief Mike Lingenfelser said it was helpful for firefighters to work alongside the Kansas CST.
"It gives us a chance to know what our capabilities are so we can know when to contact them," he said. "It's also just good to network before there's an emergency situation."
In Leavenworth, about 20 firefighters are trained to handle hazardous materials as well, Lingenfelser said, so the city does already have some capability to handle chemical hazards. He said the event would have to be significant for the Leavenworth Fire Department to call upon the Kansas CST.
Christian said with the CST's capabilities being statewide, and especially with air capability, they can also respond in rural Kansas areas that might not even have a full-time fire department, let alone personnel trained to handle hazardous materials.
The CST has several state and federally funded tools to protect the population, in addition to software that can tell them how weather patterns and buildings can change the path of an airborne chemical or biological agent. Those tools include:
•An advance vehicle with self-contained satellite communications and radio. Christian said this vehicle could be sent in advance to help Kansas communities after a tornado or natural disaster had wiped out communications capabilities for first responders.
•A unified command vehicle with satellite communications
•An analytical lab to examine samples and provide a presumptive analysis of what a particular
chemical might be
•Medical response vehicle
•Survey trailer with monitoring equipment
•A self-contained decontamination vehicle
U.S. Army North evaluators were also present at the March exercise. A team from ARNORTH evaluates CSTs each year. The Kansas CST is preparing for an evaluation in May.
Army Maj. Jeff Koranda, an observer/controller for the exercise, said there was a long checklist of guidelines the team has to meet. He also said there were several experts, like a nuclear scientist with a chemical engineering degree, a physician's assistant, and an information technology specialist. The team members are required to complete thousands-of-hours worth of training, including specialized fields.

U.S. Navy deploys carriers near Gulf before Iran nuclear talks

Washington, DC, United States (AHN) – Less than a week before the resumption of long-stalled nuclear talks with Iran, the United States has kept two carrier strike groups in the US 5th Fleet area of operations.
“USS Abraham Lincoln is currently in the north Arabian Sea (not in the Gulf itself) and USS Enterprise is transiting the Gulf of Aden,” said Navy spokesman Lt. Commander John Fage.
The Enterprise has replaced the USS Carl Vinson, which will soon return to the U.S.’ western coast after finishing maneuvers in the Bay of Bengal.
Although the Pentagon insists the American naval presence in the Gulf is normal, Iran considers it as a security threat. This is evident from recent tensions between the two nations, which prompted Iran to threaten to close a key global oil checkpoint – the Strait of Hormuz.
Earlier this year, the U.S. was ready for a battle against Iran over the Strait of Hormuz if need be. However, it hoped to resolve the dispute peacefully, Defense Secretary Leon Panetta said.

Seawolf Completes Sea Trials after Maintenance Period at PSNS
BREMERTON, Wash. (NNS) -- The attack submarine USS Seawolf (SSN 21) returned to its homeport of Naval Base Kitsap April 3, after successful sea trials, capping a major maintenance period which lasted more than two years.
"Seawolf has worked hard to return to the fleet, and we are glad to be back at the tip of the spear," said Cmdr. Dan Packer, Seawolf's commanding officer.
For the past 31 months, Seawolf has been at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), where it underwent a $280 million maintenance package as part of a Depot Modernization Period.
PSNS & IMF has handled all intermediate and depot-level maintenance for Seawolf-class submarines since 2008.
"The Seawolf Depot Modernization Period was very challenging for the shipyard, as this was a first-time major availability for this unique submarine," said Greg Wolfe, Seawolf's project superintendent. "An incredibly talented shipyard management team and seamless teamwork with the ship guaranteed our success through the maintenance period."
While underway for sea trials, Seawolf was put through her paces, testing all systems and verifying that the boat had been restored to full combat capability.
"The talent and professionalism this crew demonstrated in getting our ship underway is a testament to the hard work, training, and dedication of all hands during our maintenance period," Packer said.
Seawolf's next challenge includes a series of training and certification periods for improving the crew's warfighting readiness.
"This crew is confident in their abilities and in the quality work Puget Sound Naval Shipyard and the Seawolf project management team accomplished over the last two years," Packer said. "We are ecstatic to be at sea again, and Seawolf is even more capable and effective than at any time in her 15 years of service."
Seawolf and the other two submarines in her class - USS Connecticut (SSN 22), also based in Bremerton, and USS Jimmy Carter (SSN 23), homeported at Naval Base Kitsap-Bangor - are the fastest, quietest, deepest diving, and most heavily armed fast attack submarines in the fleet.

Iwo Jima ARG Enters 6th Fleet, a First for USS New York

USS IWO JIMA, At Sea (NNS) -- The Iwo Jima Amphibious Ready Group (ARG) with embarked 24th Marine Expeditionary Unit (MEU) entered U.S. 6th Fleet's Area of Responsibility (AOR) April 4.
The day is a major milestone, as it is the maiden deployment for the amphibious transport dock ship USS New York (LPD 21), as well as the long awaited return from both multi-purpose amphibious assault ship USS Iwo Jima (LHD 7) and amphibious dock-landing ship USS Gunston Hall (LSD 44), the triad of warships that make up the Iwo Jima ARG.
While in the area, the Iwo Jima ARG is mission capable to assist in a full range of maritime security operations, provide crisis response capability, increase theater security cooperation and provide forward naval presence in the 5th and 6th Fleet areas of operation.
"Chopping into 6th Fleet is a normal progression for our deployment, said Capt. Andrew J. Loiselle, commanding officer USS Gunston Hall (LSD 44). "During our time here, we will be in support of both EUCOM and AFRICOM and will participate in exercise African Lion with Morocco. We have spent a long time during work-ups preparing for any contingency that may arise while we are in the 6th Fleet AOR. The team is ready."
The process for becoming not just deployment ready, but becoming a commissioned U.S. vessel and learning to act as a cohesive team was a challenge for the New York, but they took it in stride.
"Both material wise and training wise with a very junior crew with not a whole lot of real world experience or anything to go on," said Cmdr. William C. Herrmann, commanding officer of USS New York (LPD 21), "we've managed to go through the intermediate training phase nearly flawlessly. We've excelled at just about every warfare area that was given to us. We've accomplished every task given and that's a testament to the desire, New York never fails and that is on the deck plates. That's the deck plate Sailors who are making that happen."
Along with the pressures of being a warship on its first deployment, New York has the honor of being a symbol of the American people's strength, resilience and fortitude, while being a global force for good.
"You can't have a story about the New York without talking about the steel that's in the stem, and how integral that is to the ship and the way we conduct our mission," Herrmann said. "It's almost palpable when you step on this ship, you can feel something different about the New York. Realizing that the New York is what the New York is and that the steel in the stem represents so much to so many people."
As with any Navy evolution, exercise or mission, safety is of the utmost importance, the Iwo Jima ARG plans to exemplify that while carrying out the Navy's mission. "As we go over to areas of the world where they don't necessarily like us means we have to be more vigilant," said Herrmann. "To be more prepared for anything to happen and be on the look out to ensure this ship stays safe, that this ship accomplishes the missions it's tasked with," said Herrmann.
San Diego Arrives in Namesake City
SAN DIEGO (NNS) -- USS San Diego (LPD 22) arrived in her homeport and namesake city to the cheers of family and friends April 6.
During her maiden voyage from Mississippi to San Diego, the ship stopped in Guantanamo Bay, Cuba; Cartagena, Colombia; and transited the Panama Canal.
"I am proud of my crew - they sailed this ship for the first time as a team and handled it like seasoned professionals," said Cmdr. Kevin Meyers, commanding officer, San Diego. "They have worked very hard to reach this point. Now we are eager to share San Diego with her hometown."
The arrival of San Diego represents years of work, time and dedication. Construction of the ship began May 23, 2007 at Huntington Ingalls Shipyard in Pascagoula, Miss., and finished when the Navy accepted delivery Dec. 19, 2011. After months of training and certification, they departed the shipyard for California March 15.
The precommissioning crew began reporting to the ship as early as 2009 to train and oversee everything from the loading of equipment to policy creation.
"It is unreal to finally be back in San Diego," said Electrician's Mate 1st Class Manuel Aponte, one of many crew members who have been away from family for as long as two years. "I've been in Mississippi since August 2010 and I can't believe we're finally here. I'm so glad to be back."
San Diego is the sixth ship in the San Antonio class, the fourth ship named for the city and the first "San Diego" to be homeported here. San Diego will also be the only ship in the fleet currently homeported in her namesake city. The ship will be commissioned in San Diego in May 2012.

U.S. 7th Fleet to Conduct Exercise
YOKOSUKA, Japan (NNS) -- Naval personnel from India and the United States will participate in Exercise Malabar 2012, April 9-16.
Malabar is a regularly scheduled naval field training exercise and has grown in scope and complexity over the years. Malabar 2012 is the latest in a continuing series of exercises conducted to advance multinational maritime relationships and mutual security issues.
Participants from the U.S. Navy include the aircraft carrier USS Carl Vinson (CVN 70), the guided-missile cruiser USS Bunker Hill (CG 52), the guided-missile destroyer USS Halsey (DDG 97), a logistics ship, P-3C aircraft and a submarine.
The exercise will feature both ashore and at-sea training. While ashore in Chennai, India, training will include subject matter expert and professional exchanges on counter-piracy operations, carrier aviation operations, maritime patrol and reconnaissance operations and anti-submarine warfare operations.
The at-sea portions will be conducted in two phases.
Phase I will take place in the vicinity of Chennai, while Phase II will be in the Bay of Bengal and west of the Nicobar Islands.
They are designed to advance participating nations' military-to-military coordination and capacity to plan and execute tactical operations in a multinational environment.
Events planned during the at-sea portions include liaison officer professional exchanges and embarks; communications exercises; surface action group operations; helicopter cross-deck evolutions; underway replenishments; gunnery exercises; visit, board, search and seizure (VBSS); maritime strikes; air defense exercises; encounter exercises; shore-based surface strikes; and anti-submarine warfare.
The Indian Navy and U.S. 7th Fleet have a common understanding and knowledge of a shared working environment at sea. This exercise helps to advance the level of understanding between the countries' Sailors and both countries hope to be able to continue this process over time.

Navy's Newest Squadron Prepares for New F-35 Fighters - The Grim Reapers Are Back!

EGLIN AFB, Fla. (NNS) -- Navy personnel are busy preparing to teach the next generation of Sailors how to work with and fly the newest military aircraft, the F-35C Lightening II Joint Strike Fighter, as Strike Fighter Squadron 101 (VFA-101) readies for its stand-up ceremony on Eglin Air Force Base May 1.
The F-35 is a single seat, multi-role fighter aircraft with the capability to perform ground attack, reconnaissance, and air defense missions. The aircraft is in full production at the Lockheed Martin plant in Fort Worth, Texas. The F-35 is designed to eventually replace the F/A-18 Hornet and AV-8B Harrier tactical fighter aircraft and was planned with a common design, but three unique service variants, to keep development, production, and operating costs down.
"This is brand new aircraft platform from tooth to tail," said Cmdr. Scott Kartvedt, commanding officer of VFA-101. "We're not parlaying off any Navy stealth legacy programs or support systems. This will be the first new stealth and carrier-based tactical fighter aircraft since the introduction of the F/A-18 29 years ago."
The original Fighter Squadron 101 (VF-101), nicknamed the "Grim Reapers," was established May 1, 1952 and flew various models of fighter aircraft including the F-4 Phantom and F-14 Tomcat. With the retirement of the F-14, VF-101 was disestablished in 2005.
To support the new Navy version of the F-35, VFA-101 will be reestablished May 1 at a new hangar and training facility on Eglin AFB and will serve as the Fleet Replacement Squadron (FRS), training pilots and maintainers for the fleet.
The first Sailors to help stand up VFA-101 will receive 'Plank Owner' certificates for their assistance with the new aircraft, new training facilities and redesignated squadron. As per Navy tradition, plank owners are individuals who were members of the crew of a ship when that ship was placed in commission.
"I'm learning a lot and really enjoy working with other services," said Senior Chief Logistics Specialist (AW/SW) Mirtha Martinez, Material Control Department leading chief petty officer for the squadron. "I'd love to come back in five years and see the squadron fully functioning."
Marine Col. Arthur Tomassetti, vice commander of the 33rd Fighter Wing, said establishing a squadron to train and work with the F-35 aircraft has not been easy, but the leadership has taken charge and is working towards building the best facilities possible to work with this new aircraft.
"The concept was simple; establish an initial training center for pilots and maintainers for the F-35 weapon system," said Tomassetti. "Bringing that concept to reality has been and will continue to be complicated and challenging. So the first step is you start with the best people you can find, put them together, and say 'go.' Over the past two-and-one-half years, those carefully selected people have put together a strategy, developed plans, adapted to the dynamic and ever changing environment and schedule, and continued to track towards the goal of establishing a training center for F-35 pilots and maintainers."
The mechanics of the Navy F-35 will initially be taught by Lockheed Martin personnel to Navy instructors, who will then begin teaching students after completing instructor certification. Students are expected to arrive for maintenance instruction in 2015, with the first F-35s scheduled for deployment 2017-2018.
The Navy's version of the F-35, the 'C' model is distinct from the F-35A and F-35B versions with larger wing surfaces and reinforced landing gear for greater control in the demanding carrier take-off and landing environment.
Sailors in the majority of aviation rates are eligible to attend the F-35 course of instruction, including aviation ordnancemen, aviation structural mechanics, aviation machinist's mates, aviation electronics technicians, aviation electrician's mates, aviation structural mechanics and aircrew survival equipmentmen.
VFA-101 is a part of the 33rd Fighter Wing, a joint-service graduate flying and maintenance training wing responsible for F-35 A/B/C pilot and maintenance training for the Navy, Marine Corps, and the Air Force. Initially, 59 aircraft and three flying squadrons, one for each service's aircraft variant will be based at Eglin Air Force Base, Fla. The F-35 Academic Training Center serves as the schoolhouse, where wing personnel expect to train more than 2,000 maintenance students and 100 pilots each year.
Navy Begins Construction on DDG 1002
BATH, Maine (NNS) -- U.S. Sen. Susan Collins joined Chief of Naval Operations Adm. Jonathan Greenert and General Dynamics Bath Iron Works President Jeffrey Geiger to start the fabrication of DDG 1002 during a ceremony at the BIW shipyard in Bath, Maine, April 4.
The ship's design maturity and production readiness, the availability of materials and components, and the shipbuilder's ability to successfully start fabrication were all closely reviewed prior to start of fabrication. The Navy has certified that all facilities, processes and materials are ready for cutting the first piece of steel and continuing with steady production of the ship.
"This event is a testament to the tremendous levels of design and production planning that has defined the DDG 1000 program," said Capt. Jim Downey, DDG 1000 program manager for the Program Executive Office, Ships. "In just over three years since the start of fabrication on the first ship, major portions of Zumwalt (DDG 1000) are complete and assembled on the Land Level Transfer Facility while the second ship, Michael Monsoor (DDG 1001), is over 25 percent complete. We look forward to building on the superb construction progress the program has achieved to date and delivering this very capable warship."
Designed for sustained operations in the littorals and land attack, the multi-mission DDG 1000 class destroyers will provide independent forward presence and deterrence, support special operations forces, and operate as an integral part of joint and combined expeditionary forces. This warship integrates numerous critical technologies, systems, and principles into a complete warfighting system. These include employment of optimal manning through human systems integration, improved quality of life, low operations and support costs, multi-spectral signature reduction, balanced warfighting design, survivability, and adaptability.
"DDG 1000 is a vessel that fits within our Defense Strategic Guidance. With its stealth, incredibly capable sonar system, strike capability, and lower manning requirements - this is our future" said Adm. Jonathan Greenert, chief of naval operations.
Construction began on the first-of-class Zumwalt in February 2009, which is currently more than 65 percent complete and scheduled to deliver to the Navy in fiscal year 2014. Construction on the second ship of the class, Michael Monsoor, began in 2010 with delivery planned in fiscal year 2016. DDG 1002 is expected to deliver to the Navy in fiscal year 2018.
The Zumwalt-class ships are being built with modern, modular shipbuilding methods, allowing for construction of much larger units with greater degrees of outfitting achieved prior to ship assembly.

Enterprise Carrier Strike Group Arrives in U.S. 5th Fleet

USS ENTERPRISE, At Sea (NNS) -- The world's first nuclear-powered aircraft carrier USS Enterprise (CVN 65) and Carrier Strike Group (CSG) 12 arrived in the U.S. 5th Fleet area of responsibility (AOR), April 3.
This marks Enterprise's 22nd deployment to the AOR and is slated to be the last for the aircraft carrier.
Prior to arrival in theater, the Enterprise CSG successfully completed a robust training cycle, where the crew was presented with various scenarios and situations they might face while deployed. These exercises involved simulated maritime security operations, counter-piracy operations, and theater security cooperation engagements.
"We've trained hard since our last deployment to the region making sure that the capabilities we bring remain flexible, adaptable and persistent," said Rear Adm. Walter E. Carter, commander, Enterprise Carrier Strike Group. "Enterprise has been deploying to this region for 50-years, and we are looking forward to serving along side our coalition and regional partners in support of operations in the region."
Enterprise CSG joins the Abraham Lincoln CSG to support the combatant commander's operational requirements, while ensuring security and stability in the U.S. 5th Fleet AOR.
Enterprise CSG consists of: USS Enterprise (CVN 65) and embarks Carrier Air Wing (CVW) 1; guided-missile cruiser USS Vicksburg (CG 69); and Destroyer Squadron (DESRON) 2, comprised of guided-missile destroyers USS Nitze (DDG 94), USS Porter (DDG 78) and USS James E. Williams (DDG 95).
Enterprise departed its homeport of Norfolk for its final deployment, March 11. The ship conducted a port visit to Piraeus, Greece, for three days before transiting the Suez Canal. Following the deployment, Enterprise will be inactivated, and eventually decommissioned.
