Eisenhower Carrier Strike Group to Deploy
NORFOLK, Va. (NNS) -- The Eisenhower Carrier Strike Group (IKE CSG), with nearly 6,000 Sailors, is scheduled to deploy from Naval Station Norfolk, Va., and Naval Station Mayport, Fla., June 20, to support operations in the U.S. Navy's 5th and 6th Fleets.
The aircraft carrier USS Dwight D. Eisenhower (CVN 69), commanded by Capt. Marcus A. Hitchcock, guided-missile destroyers USS Winston S. Churchill (DDG 81) and USS Jason Dunham (DDG 109) will deploy from Naval Station Norfolk.
Guided-missile cruiser USS Hue City (CG 66) and guided-missile destroyer USS Farragut (DDG 99) will deploy from Naval Station Mayport.
Working with allied and partner maritime forces, the IKE CSG deployment will focus heavily on maritime security operations and theater security cooperation efforts.
IKE CSG has successfully completed a series of complex training events and certifications over the last several months to ensure they operate effectively and safely together.
Commanded by Rear Adm. Michael Manazir, IKE CSG is comprised of Carrier Strike Group (CSG) 8, embarked Carrier Air Wing (CVW) 7, embarked Destroyer Squadron (DESRON) 28, Winston S. Churchill, Jason Dunham, Hue City and Farragut. The aircraft squadrons of CVW 7 embarked aboard IKE are: The squadrons of CVW-7 include strike fighter squadrons VFA-143 "Pukin Dogs", VFA-131 "Wildcats", VFA-83 "Rampagers" and VFA-103 "Jolly Rogers"; tactical electronics warfare squadron VAQ-140 "Patriots"; carrier airborne early warning squadron VAW-121 "Bluetails"; Fleet Logistics Support Squadron 40 "Rawhides and helicopter anti-submarine squadron HS-5 "Nightdippers."

Secretary of the Navy Announces Early Move for Amphibious Ready Group
WASHINGTON (NNS) -- Secretary of the Navy Ray Mabus announced June 15 that the first amphibious ready group (ARG) ship scheduled to shift homeport to Naval Station Mayport, Fla., will arrive in the last quarter of calendar year 2013.
USS New York (LPD 21), USS Iwo Jima (LHD 7) and USS Fort McHenry (LSD 43), will shift from their current homeport of Norfolk, Va., to Mayport. The New York will be the first to change homeport, followed by the Iwo Jima and Fort McHenry in 2014.
Mabus originally announced Feb. 28 that the ARG would arrive no later than 2015.
The accelerated timeline ensures continued viability of the Mayport ship repair industrial base and maintains the capabilities of the Jacksonville fleet concentration area, thereby preserving surge capability and reducing risk to fleet resources in the event of natural or manmade contingencies.
"I am very pleased that the Navy is able to condense the time horizon for the arrival of the Mayport ARG," stated Mabus. "The move underscores just how important Jacksonville and Naval Station Mayport are to our national defense, and how committed we are to strategic dispersal on the East Coast."

United States, Republic of Korea and Japanese Naval Exercises Announced
WASHINGTON (NNS) -- The United States, the Republic of Korea (ROK) and Japan will conduct a two-day, trilateral naval exercise June 21 - 22 in the waters south of the Korean peninsula.
The exercise will focus on improving interoperability and communications with the ROK navy and the Japan Maritime Self Defense Force, which can facilitate cooperative disaster relief and maritime security activities in the future. The three navies will conduct this exercise beyond the territorial waters of any coastal nation.
The United States will then conduct a routine carrier operation with the ROK navy in the Yellow Sea immediately after the trilateral exercise June 23 - 25.
The George Washington Carrier Strike Group will make a port call in Busan, South Korea, after completing the two exercises.
The exercise will focus on improving interoperability and communications with the ROK navy and the Japan Maritime Self Defense Force, which can facilitate cooperative disaster relief and maritime security activities in the future. The three navies will conduct this exercise beyond the territorial waters of any coastal nation.

Northrop Grumman Unveils U.S. Navy's MQ-4C BAMS Triton

PALM DALE, Calif. (NNS) -- The unmanned aircraft community received its first glimpse of the U.S. Navy's MQ-4C Broad Area Maritime Surveillance (BAMS) unmanned aircraft system (UAS) during an unveiling ceremony June 14 at Northrop Grumman's Palmdale, Calif., manufacturing plant.
"Last year, we proudly celebrated the centennial of naval aviation--this year we have seen the rollout of a new patrol aircraft and now, the beginning of an unmanned tradition in our fleet with the rollout of BAMS," said Vice Chief of Naval Operations Adm. Mark Ferguson who spoke at the unveiling. "BAMS is uniquely suited to meet the demands of the maritime environment and give us the advantage we will need in the future--history will record this introduction as a milestone in the second hundred years of naval aviation."
Now officially called the Triton, the MQ-4C's unveiling caps more than four years of development with Northrop Grumman for the surveillance aircraft. The Triton will be an adjunct to the P-8A Poseidon as part of the Navy's Maritime Patrol and Reconnaissance Force family of systems.
"It's a phenomenal event to see the fruits of our labor come to fruition after four years of hard work and dedication to this program," said Capt. James Hoke, program manager for the Persistent Maritime Unmanned Aircraft Systems Program Office (PMA-262), which manages the Triton program. "We are looking forward to continuing testing and evaluation, parts assembly and installation and radar risk-reduction tests."
The next steps for the Triton program involve continued testing, functional requirements review and first flight for the system development and demonstration (SDD-1) aircraft. SDD-2 will follow a few months behind SDD-1.
The Triton air vehicle, which has a 130.9-foot wingspan, is based on the Air Force's RQ-4B Global Hawk, while its sensors are based on components and systems already fielded in the Department of Defense inventory. The Triton's new features include the AN/ZPY-3 multi-function active-sensor (MFAS) radar system, the primary sensor on the Triton. The MFAS completed first flight in December aboard a Gulfstream aircraft.
With the MFAS radar's capabilities, the Triton will be able to cover more than 2.7 million square miles in a single mission. The Triton's capability to perform persistent intelligence, surveillance and reconnaissance with a range of 2,000 nautical miles will allow P-8A, P-3C and EP-3E aircraft to focus on their core missions, adding to the capability of the Navy's Maritime Patrol and Reconnaissance Force.

Colorado, New Mexico, Wyoming National Guards battling wildfires

ARLINGTON, Va. (AFNS) -- National Guard units are currently battling wildfires in parts of Colorado, New Mexico and Wyoming, deploying approximately 180 Citizen Soldiers and Airmen on state active duty to assist local civilian first responders.
In Colorado, Army National Guard members were assisting firefighting efforts at the High Park fire in Larimer County with two UH-60 Black Hawk helicopters equipped with "Bambi" buckets and a total of eight personnel on state active duty as of 8 a.m. June 11, according to an official report.
Colorado Guard members were also providing a fuel truck to support the wildfire mission, and manpower to the incident command team headquartered at the Colorado National Guard's Fort Collins Readiness Center.
"We as members of the National Guard see it fit to always be available and ready to support those in need at the request of the governor," said Air Force Maj. Gen. Michael Edwards, the adjutant general of the Colorado National Guard. "It's our highest priority to respond immediately in times of need. We are neighbors helping neighbors. That's why we serve."
Guard members in New Mexico are providing support to what has become the largest wildfire in the history of the state, affecting approximately 263,500 acres near Reserve, N.M., according to officials there.
The New Mexico National Guard is providing approximately 117 personnel as well as two UH-60s equipped with hoists for medical evacuation support, two M1083 Standard Cargo Trucks, and 11 Humvees with personnel providing roving patrols and establishing checkpoints, according to an official report.
In Wyoming, approximately 46 Guard members were providing wildfire suppression support June 11. The Wyoming National Guard is also providing fire trucks, communications equipment and three UH-60s equipped with 660-gallon Bambi buckets on site, said Guard officials there.
"We are glad we are able to assist in this firefighting effort," said Army Maj. Gen. Luke Reiner, the adjutant general of the Wyoming National Guard. "The National Guard's role is to assist when called by the governor and we are proud to have this role in protecting Wyoming's residents and its natural assets."

Russian Air Force/Air Defense Frequency
Recently on the VHF Skip newsgroup, Jurgen Bartels on northern Germany during an Es opening found on 47.944 MHz Russian comms. Mostly numbers and quite active, no long pauses. A Russian DXer has IDed the comms, "This is military communications, airforce or air defence, with target designation (target id + zone + larger and smaller square + minute marker). This is asomething our European friends should keep an eye out for.

Arizona Army National Guard aviators prepare for fire season

PHOENIX - The thumping drone of UH-60 Black Hawk helicopters is heard long before the helicopters are seen. A versatile aircraft, it routinely carries troops, cargo or in another role, firefighting equipment. With huge buckets dangling below the helicopter, the aviators come in, one-by-one, dropping hundreds of gallons of water on areas of flame.
As a way to keep their skills in assisting with fighting large-scale wildfires up to date, Arizona Army National Guard helicopter pilots and crews recently spent time training with the equipment they would use.
“We are conducting our annual fire bucket training so that we are certified to fight fires within our state,” said Chief Warrant Officer Ken Twigg, an instructor pilot with Company A, 2nd Battalion, 285th Aviation Regiment, and one of the coordinators for this event. “This state is about 114,000 square miles, and a lot of that is rural setting, which poses a threat for wildfires. So, we want to make sure we are prepared to assist in the event there is a major fire disaster.”
Every year, Arizona is faced with the threat of wildfires during what is commonly known amongst Arizonans as fire season. Wildfires can easily displace residents from their homes and destroy both property and natural resources, which is why it is imperative to have all response agencies trained on common tasks.
“There is more to it than just flying around and grabbing buckets of water,” said Tom Tobin, the Air Tactical Group supervisor for the Arizona State Forestry Division, and a pilot for the Prescott National Forest. “We have a standard everyone must be able to meet so we can all be on the same page in the event of an emergency.”
The training is designed for aviators from the Arizona Guard to receive validation by the Forestry Division in order to provide aviation support in response to state wildfire emergencies. The aviators must show their capabilities to communicate with ground units while working effectively with their own flight crew to ensure successful water drops.
“We are the support element to the team on the ground, who coordinate and communicate with us on where to drop water,” Twigg said. “In turn, they use the water we drop to create mud, which helps stop the fire in its path and begin eliminating the threat.”
And training is vital to being an effective part of that team.
“A multi-million dollar aircraft will sit on the runway if [the crews] are ill-prepared, do not know the terminologies we use, nor have an understanding of the state operations for responding to a fire,” Tobin said. “Those differences can make or break how we function.”
This training also works as a conditioning tool for the aviation unit, which has seen more activation for deployments overseas then wildfire missions.
“As a National Guard unit we have been focusing on our wartime mission for a long time,” said Capt. Caleb Grandy, the commander of Company A. “We have been in and out of deployments for the past ten years, so this is preparing a lot of our guys, who have been in the wartime mindset, and get them back into our state mission.”
Although the pilots are in the driver’s seat, the crew receives just as much training – if not a little more.
“Our crew members are a huge asset and they are the eyes of the whole flight crew,” Grandy said. “They are timing drops and communicating with the pilots. They are the ones who get the buckets in the water and get the water dropped on the fire.”
What made this training even more of a challenge this year was the use of a buoy wall, a large portable container that holds water. Fire crews refer to the water-filled orange cylinder as a pumpkin tank.
“Using a buoy wall is difficult,” Twigg said. “It is like dropping a shot glass into a thimble. Since this would be the resource we will normally turn to because of the lack of natural water resources in this state, this is good training for us in the long run.”
During the training, Black hawk helicopter crews could be seen coming in, hovering over the pumpkin tank, attempting to drop and missing. They would repeat this until they could successfully get the bucket into the buoy wall. As the day went on, the Black hawk crews became more proficient in this water-retrieval method.
“The coordination with using the buoy wall is more challenging, so the more practice we can get, the better,” Grandy said.
The crews have to communicate with each other constantly in order to make this happen, Twigg said. “Over time during this practice, we develop a battle rhythm and the process becomes a smooth operation.”
Support from the Buckeye Fire Department and the State Forestry Division was provided on the ground. The personnel gave target spots for the air crews to drop, simulating how a fire response would initially function.
“The Buckeye FD and State Lands hot shot crews increased the reality of the exercise,” Twigg said. “They called out spots where we needed to drop, just like we would from a ground guide on a real fire, so we got to simulate actually fighting a fire.”
The reality of the training helped flight crews understand the challenges faced with fighting wildfires from the air and how to effectively communicate under pressure.
“Our air crews did a great job working together and conquered frustration, which was an excellent element to help give the crew a real-life feel on how to overcome stress while working together,” Grandy said.
Despite the frustrations, the Soldiers stood ready to assist should they be needed.
“Our guys are motivated and ready to serve their state,” Grandy said. “We have not had very many opportunities in the past to provide support to state emergencies so we hope to be utilized more often in the future.”

Maritime Forces Train in Air Defense during BALTOPS 2012

Candice Tresch, Expeditionary Strike Group 2 Public Affairs USS NORMANDY, At Sea (NNS) -- Maritime forces participating in Baltic Operations (BALTOPS) 2012, one of the largest multinational maritime exercise in the Baltic region, opened its third day at sea by training to respond to airborne adversary attacks, June 5.
The crew of USS Normandy (CG 60) and the embarked Expeditionary Strike Group (ESG) 2 staff; in cooperation with 11 other partnering nations; trained to spot, prepare for, and defend against various airborne attacks to include low sly flyers dispersing toxic chemicals as part of the BALTOPS 2012 exercise.
"Today was the first big day of air battle," said German navy 1st Lt. Oliuer Salmen, air safety officer embarked aboard USS Normandy. "There were twenty-two aircraft sorties that contributed to the exercise by flying against ships, providing support through reconnaissance, and independently observing for the CET/FIT portion of the exercise."
The Combat Enhancement Training (CET) and Force Integration Training (FIT) phase of BALTOPS is the scripted portion of the exercise which allows participating nations and units to build a common operating picture and understanding of each others' tactics in order to strengthen interoperability for the follow-on unscripted phase of the exercise, where simulated opposition forces are identified and combated.
"To prepare for this event, we ran two, three air and subsurface attack scenarios a day during our translant to the Baltic," said Lt. j.g. Michael Foster, the ship's training officer. "During a segment of the event, an inbound PC-9 dropped red dye water and the crew donned gas masks and flash gear in accordance with our pre-planned responses."
"We learned a lot from each other throughout the air defense exercises; there is always something to be learned when navies come together," said Lt. Cmdr. Brandon Murray, ESG-2's BALTOPS operations officer/lead planner. "Everyone brings different perspectives on how to attack the same problem. That extends our knowledge base and makes us a stronger, more capable force."
During air defense events, USS Normandy and the U.S. Air Force alternated serving as Airspace Safety to ensure a safe and realistic training evolution. The embarked ESG-2 Commander, Rear Adm. Ann C. Phillips, is the exercise Combined Forces Maritime component commander.
Air defense is one set of skills which will be honed during BALTOPS 2012. Other events include towing, subsurface exercises and visit boarding search and seizure operations.

Squadron nears completion of ballistic missile warning communications upgrade

SCHRIEVER AIR FORCE BASE, Colo. (AFNS) -- Ballistic missile warning sensors at sites around the world provide information vital to U.S. national security.
When the link connecting those sensors to decision makers at the North American Aerospace Defense Command was in jeopardy of failing, the Air Force called on the 50th Space Communications Squadron to help remedy the situation.
Six years and $6 million later, contractor crews working for the 50th SCS stand ready to flip the switch on a final upgrade that should safeguard the vital link for years to come, officials said.
The Air Force Space Command Digital Integrated Network, known as SDIN, has been around for decades. That means the actual communication equipment used to create the network has also been around for decades.
When the manufacturer of the 1980s-era equipment stopped building new machines, Air Force leaders knew they needed to create a plan for maintaining the legacy hardware, while at the same time developing, testing and implementing modern replacements.
"All of the legacy equipment, known as Timeplex, was growing beyond its end of life, so we've been under pressure to complete the upgrades," said Mike Hamilton, the SDIN program manager. "Since the Timeplex manufacturer couldn't support the aging equipment, we had to stockpile spare parts."
Essentially, crews were in a race to replace the legacy equipment with upgraded machines before the 50th SCS ran out of spares, all of which was much easier said than done, officials said.
The modern equipment, referred to as Juniper, needed to be installed, painstakingly tested and then approved before it could replace the older communication equipment at sensor sites around the world. All the work was performed onsite at each SDIN sensor site, some of which exist in remote locations.
Adding to the complexity of the project was the fact that the upgrade needed to occur without a disruption in service. Since more than seven worldwide entities -- including Russia, China, North Korea and Iran -- possess the capability to launch a ballistic missile, according to the National Intelligence Council, the system's importance is immeasurable.
"The SDIN network's primary function is 100 percent reliability," Hamilton said. "It has a lot of redundancy in both equipment and routing built into the network as well as alternative routing in case of failure. It's an extremely robust network because it has to be."
Hamilton indicated that missile warning or integrated tactical warning and attack assessment isn't the only mission SDIN supports. It also provides a data link for missions such as Milstar, controlled by the 4th Space Operations Squadron here, and the space-based infrared system.
Timeplex served its nation and military well and was an extremely reliable system, but the Juniper equipment is truly an upgrade, Hamilton said. Juniper supports all of the legacy protocols as well as newer bandwidths and newer protocols. Plus, it is still in production so the manufacturer can support and warrant all of the products involved.
The 50th SCS will wrap up the project soon. Squadron leaders said they expect the final SDIN equipment upgrade to tentatively occur at a sensor site somewhere around the world this September.
"The SDIN network is a unique and key enabler of the AFSPC, integrated tactical warning and attack assessment, and space command and control missions," said Ward Adams, the 50th SCS Plans and Resources Flight chief. "SDIN allows decision makers to get the right information on time."
