Air Force's X-37B historical landing advances space vehicle technologies

WASHINGTON (AFNS) -- After 244 days in space since its launch April 22 from Cape Canaveral, Fla., the X-37B orbital test vehicle landing marks the Air Force's latest step in experimental test missions to improve the service's space capabilities, officials said here Dec. 6.

The 11,000-pound OTV made an autonomous landing at Vandenberg Air Force Base, Calif., Dec. 3 at 1:16 a.m., allowing the Air Force to begin evaluation of its functions as a satellite communications, weather and material technology asset, said Deputy Under Secretary of the Air Force for Space Programs Richard McKinney.

"We're in a very serious and important business of providing national security space capabilities for our nation," Mr. McKinney said. "Some of those capabilities are state-of-the-art, highly complex and very technical, ... and for its first flight, we're extremely pleased with the outcome of the X-37B."

Mr. McKinney said the ability to examine such high-tech technologies as space situational awareness, intelligence, surveillance and reconnaissance, and satellite development before they're made operational is a long-sought-after capability that the X-37B provides.

"Now we can test those capabilities long in advance of putting them in operational space," he said.

He added that the X-37B functions like other satellites with operators on Earth monitoring its travels -- with one fundamental difference.

"The vehicle was commanded to re-enter, and there's a pre-determined routine to fold up the solar array and then do its re-entry burn to reorient to the right position to survive the heat during re-entry," said Lt. Col. Troy Giese, the X-37B program manager for the Air Force Rapid Capabilities Office.

Lt. Col. Giese explained that there is no way to "take over" the vehicle upon landing, but 30th Space Wing range controllers at Vandenberg AFB could terminate the end of the flight had the X-37B broken any of the pre-determined safety boundaries.

"The ability to bring a small vehicle that's able to launch, operate and land autonomously is really quite an achievement," Mr. McKinney said. "Hopefully we'll be able to provide a new way for us to develop experiments and technologies for our national security."

Slated to launch in spring 2011, the X-37B OTV-2 orbit will incorporate lessons learned from OTV-1, Mr. McKinney said.

"The vehicle performed everything it was asked to do this particular flight, so now we need to see how the materials operated in this long duration and examine the vehicle, since it was designed to operate for long periods of time," he added.

Enterprise Strike Group Sets Sail For Final Pre-deployment Exercise

USS ENTERPRISE, At Sea (NNS) -- USS Enterprise (CVN 65) Carrier Strike Group (ENTSG) departed its homeport of Norfolk to participate in a Joint Task Force Exercise (JTFEX) Dec. 4.

For Sailors, JTFEX marks the culmination of months of preparation and training to ensure the strike group is ready for its upcoming deployment.

JTFEX will be the pinnacle of training for ENTSG to test and evaluate its ability to conduct numerous missions and handle threats similar to ones that may be presented while deployed. It is an exercise in which ENTSG will be faced with multiple threats from several different regions.

Operations experts from Commander, Strike Force Training Atlantic (CSFTL) embedded with ENTSG will grade the strike group's performance throughout JTFEX. At the end of the exercise, a detailed report card is issued across various warfare areas including anti-submarine warfare, surface warfare, anti-air warfare, command and control warfare, and strike warfare.

If it is determined that certain operational areas need additional training, there is additional time allotted in the ships' schedules to allow for remedial training at sea if required.

"Our Sailors are fired up and ready to go," said Capt. O. P. Honors, commanding officer of Enterprise. "We've done great in our training to date, and I have no doubt we'll knock this one out of the park too."

The entire strike group must pass the rigorous training in order to deploy.

"This strike group has exceeded the expectations of its assessors so far, and I am very proud of everything we have accomplished," said Rear Adm. Terry B. Kraft, commander of Carrier Strike Group 12. "It's the Sailors of these ships working together as a team that means the difference between success and failure. It's challenging training, but the next time we see these threats they could be real."

Enterprise plans to make a port visit during the exercise, but that doesn't mean it is all fun and games. The strike group will be graded on how it conducts its liberty and in port security procedures as well.

"We practice everything. We even practice having fun," said Capt. Ryan Scholl, Enterprise's executive officer. "Because an aircraft carrier is also a tool of diplomacy, we engage in the same amount of planning and training going into a liberty port as we do for at-sea operations. We will be conducting community relations projects and hosting people aboard the ship in addition to seeing the sights."

During its port visit, Enterprise will undergo a degaussing procedure, a process that changes the magnetic signature of a ship's hull, making it more difficult to detect.

Once JTFEX is successfully completed, the 49 year old Enterprise and the strike group will be ready to deploy. For Enterprise, it will mark the carrier's 21st deployment.

Enterprise Strike Group consists of Enterprise, the guided-missile cruiser USS Leyte Gulf (CG 55), the guided-missile destroyers USS Bulkeley (DDG 84), USS Barry (DDG 52) and USS Mason (DDG 87), USNS Arctic (T-AOE 8), Carrier Air Wing 1 and Destroyer Squadron 2.

Enterprise Strike Group is conducting JTFEX as part of its work-ups in preparation for an upcoming deployment.

Nimitz Departs San Diego for Year-Long Maintenance Period

SAN DIEGO (NNS) -- USS Nimitz (CVN 68) departed San Diego Dec. 6 to conduct an administrative homeport change from Naval Base Coronado to Naval Base Kitsap at Bremerton, Wash.

Nimitz is making the homeport change to conduct a year-long docking-planned incremental availability (DPIA) at the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) at Bremerton.

"During the maintenance period, Nimitz will receive major upgrades to its potable water system, combat and self defense systems, navigational systems, electrical load centers and numerous other components," said Lt. Cmdr. Charles Jones, ship's maintenance manager for Nimitz.

Nimitz has called the San Diego area home since 2001 when the ship shifted homeports from Newport News, Va., after completing a three-year complex refueling overhaul.

"I would be remiss if I didn't take the opportunity to say thank you to all the folks in San Diego who took care of our Sailors, and not only our Sailors, but their families as well while we deployed," said Capt. Paul Monger, Nimitz' commanding officer.

"I'm sad but I'm happy," said Lila Vasquez, mother of Aviation Boatswain's Mate (Equipment) 3rd Class Lourdes Torres, who is making the move up to Washington. "We're used to having her close by, but we know it is important for the ship that she goes."

Since 2001, Nimitz has deployed five times as part of Carrier Strike Group 11, including its most recent deployment from July 2009 to March 2010 in support of Operation Enduring Freedom and Commander, U.S. 7th Fleet.

"USS Nimitz has called San Diego her home for almost a decade, and we are grateful to the entire community for the support they have shown us," said Monger.

Nimitz' DPIA is scheduled from Jan. 11, 2011, until Dec. 16, 2011.

Puget Sound Naval Shipyard is the only government dry dock capable of accommodating a Nimitz-class aircraft carrier on the West Coast. The Navy expects to accomplish approximately 450,000 man days of work during the DPIA. Much of the work will be conducted by government workers at PSNS, but a substantial amount, around 72,000 man days, is expected to be accomplished in the private sector, with a significant effort being accomplished by the Nimitz crew.

USS Jacksonville Returns to Pearl Harbor

PEARL HARBOR (NNS) -- The Los Angeles-class submarine USS Jacksonville (SSN 699) returned to Joint Base Pearl Harbor-Hickam after completing a scheduled deployment to the Western Pacific region Dec. 2.

Jacksonville originally left Pearl Harbor June 2, with 135 Sailors on board, many of which were experiencing their first Navy deployment.

Jacksonville Sailors returned with a wealth of submarine experience and advanced qualifications - 34 enlisted and two officers completed their submarine warfare qualifications. The crew showed off their new dolphins and ribbons as they reunited with families and friends that had gathered on the pier.

"Jacksonville Sailors exceeded expectations for every mission we were assigned, whether it was fostering maritime partnerships with regional allies, participating in exercises that supported theater security cooperation, or simply representing the U.S. Navy while on liberty, the crew was spectacular," said Cmdr. Tyler Meador, commanding officer of Jacksonville.

During the deployment, Jacksonville conducted independent operations, participated in Exercise Cooperation Afloat Readiness and Training (CARAT) 2010, and the crew enjoyed port visits to Singapore, Japan, Malaysia and Guam.

"Jacksonville is approaching 30 years of commissioned service, but this crew takes pride in maintaining the boat mission ready," said Senior Chief Fire Control Technician (SS) Joseph Bransfield, who has been on several Western Pacific deployments throughout his career. "We achieved an 85 percent operational tempo, meaning when we were needed, we were ready."

During CARAT 2010 Singapore, a bilateral exercise with the Republic of Singapore Navy, involving surface combatants, marine patrol aircraft, diesel and nuclear submarines, Jacksonville participated in an unprecedented number of diverse and complex activities which vastly improved the ability of both navies to operate together.

A port visit to Yokosuka, Japan, provided unique opportunities for the crew. Jacksonville was hosted by the Japanese submarine JS Yaeshio, who sponsored a picnic and several wildly entertaining games of softball between the two crews. Many Sailors took the train up to Tokyo to experience a day in one of the largest cities in the world and several participated in a Moral, Welfare and Recreation day-trip to climb Mount Fuji.

"We started early in the morning and the hiking was hard, but the scenery and the view from the summit was incredible," said Culinary Specialist Seaman (SS) Daniel Stiller, about his day on Mount Fuji. "You wouldn't expect it, but at the top was a small stand that everyone bought Ramen noodles from; they tasted great after climbing most of the day."

While in Yokosuka, a special visit by Master Chief Petty Officer of the Navy (SS/SW) Rick West ended with one crew member, Electronic Technican 3rd Class (SS) Derrick Zulick, being presented his submarine qualification pin, or "dolphins."

"Getting my dolphins from the top enlisted man in the Navy was really special," Zulick remarked. "And once the pictures were posted on his Facebook page the next day, everyone knew about it."

Jacksonville was privileged to conduct a four-day visit to the Kota Kinabalu Naval Base in Malaysia, being only the third U.S. submarine to visit the rapidly growing city on the coast of Borneo. While moored at Kota Kinabalu Naval Base, Jacksonville hosted the Royal Malaysian Navy (RMN) staff and provided tours for more than 200 RMN personnel, local officials, business owners and their families. Also while there, Sailors repainted the Bukit Harapan-Therapeutic Community Center and entertained more than 40 children living at the orphanage. Moved by their experience, the crew took a collection and donated more than $1,000 to support the care and education of the children.

As Jacksonville departed Malaysia, an underway orientation was conducted for two admirals and senior staff members from the RMN submarine force. This event provided the first U.S. submarine experience for the RMN submarine force that is in its infancy with their first two diesel submarines based at Kota Kinabalu.

"Our Sailors took their roles as ambassadors very seriously," said Lt. Cmdr. Homer Ring, executive officer of Jacksonville. "Giving hundreds of tours of Jacksonville, hosting distinguished visitors, participating in athletic events with host country submarine crews, or simply enjoying liberty overseas, this crew set the standard. Everyone can take pride in how Jacksonville represented the submarine force and the U.S. Navy to our partners around the Pacific."

For Jacksonville, the pace on the homefront was as exciting as being overseas. While deployed the Jacksonville family grew by six, with the birth of three boys and three girls. One Sailor became engaged and another is getting married just days after deployment.

"The success of Jacksonville could not have been possible without the support of our families and friends," said Meador. "I cannot thank enough the efforts of our ombudsman and our Family Readiness Group president. Their incredible hard work and sacrifice helped the deployment go smoother for the families at home and for the Sailors at sea."

X-37B Orbital Test Vehicle lands at Vandenberg AFB

VANDENBERG AIR FORCE BASE, Calif. (AFNS) -- The U.S. Air Force's first unmanned re-entry spacecraft landed here Dec. 3 at 1:16 a.m.

The X-37B, named Orbital Test Vehicle 1, which launched April 22 from Cape Canaveral, Fla., conducted on-orbit experiments for more than 220 days during its maiden voyage. It fired its orbital maneuver engine in low-earth orbit to perform an autonomous reentry before landing.

The X-37B is the newest and most advanced re-entry spacecraft. Managed by the Air Force Rapid Capabilities Office, the X-37B program performs risk reduction, experimentation and concept of operations development for reusable space vehicle technologies.

"Today's landing culminates a successful mission based on close teamwork between the 30th Space Wing, Boeing and the Air Force Rapid Capabilities Office," said Lt. Col. Troy Giese, the X-37B program manager from the AFRCO. "We are very pleased that the program completed all the on-orbit objectives for the first mission."

OTV-1's de-orbit and landing mark the transition from the on-orbit demonstration phase to a refurbishment phase for the program.

An Air Force launch team is preparing to launch the next X-37B, OTV-2, in Spring 2011 aboard an Atlas V booster.

Bomb squadrons rotate at Andersen AFB

ANDERSEN AIR FORCE BASE, Guam (AFNS) -- More than 200 Airmen and two B-52H Stratofortress aircraft arrived here recently to replace the 23rd Expeditionary Bomb Squadron.

The Airman are assigned to the 69th Bomb Squadron from Minot Air Force Base, N.D., and are supporting U.S. Pacific Command's continuous bomber presence.

"Our number one priority is to support theater objectives and maintain peace and stability in the region," said Lt. Col. Michael Cardoza, the 69th EBS commander. "After that, we are looking forward to honing our combat skills in a variety of conventional mission sets.

"We have spent the last year primarily focused on perfecting our nuclear mission. Now we are able to shift our focus somewhat and are very motivated to support the Andersen AFB CBP mission," he said. "This deployment will give us a lot of outstanding training opportunities throughout the Pacific area of responsibility."

The swap out is historic for several reasons.

The 69th and 23rd EBS are units from the 5th Bomb Wing at Minot AFB, and the swap out marks the first time the wing will have two units on back-to-back deployments in support of the CBP in Guam, officials said. The 69th EBS, which was recently reactivated at Minot AFB Sept. 4, 2009, will be on its first deployment back here since the Vietnam War.

"It is a great milestone in a year full of milestones for the newest B-52 squadron," Colonel Cardoza said. "Deploying to Andersen and supporting the CPB mission allows us to show our allies and enemies that (69th EBS members) are open for business and ready to execute the mission worldwide."

The 23rd EBS is scheduled to depart Andersen AFB later this month after its nearly six month deployment here.

"Being able to replace our fellow Minot (AFB) squadron has been a huge advantage," Colonel Cardoza said. "The 23rd EBS continuously fed us lessons learned throughout their deployment and built a very strong foundation for us to work from. It also allowed us to swap personnel without having to move large amounts of equipment and airplanes."

During their deployment here, the 23rd EBS members had the opportunity to get unique training they couldn't get anywhere else, officials said.

Logging more than 1,400 hours of flight time, dropping more than 700 bombs and performing 200 sorties, both aircrew members and maintainers had to be on their toes to meet their flight schedule.

"This deployment has been so dynamic," said 1st Lt. Corrine Hester, a 69th EBS dual-seat navigator. "From working with multinational and joint forces, to sinking a boat in the middle of the ocean, this has been the best training we could get for what we do. It's been a great time and we will be back, but for now, it's time to go home and give our brothers and sisters a chance to take advantage of what a deployment here has to offer."

912th Aerial Refueling Squadron getting reactivated at March Air Reserve

Col. Udo "Karl" McGregor is the commander of March's 452nd Air Mobility Wing, the reserve unit that flies the base's KC-135 and C-17 missions. While the 912th will be under the larger command of the 92nd Air Refueling Wing at Fairchild Air Force Base in Washington, McGregor will oversee its day-to-day operations.

There is also the possibility of other active duty squadrons coming to the base. But McGregor said he doesn't foresee March ever becoming an active duty base again.

That's going to be some strange duty for the 912th since there are no support functions at March such as are found on all active duty Air Force bases.
The commander of the 912th ARS will be Lt. Col. Brice Middleton.

Riverine Sailors Participate in Strike Group Exercise

VIRGINIA BEACH, Va. (NNS) -- Sailors assigned to Riverine Group 1 and Riverine Squadron (RIVRON) 2 participated in Enterprise Carrier Strike Group (CSG) Composite Training Unit Exercise (COMPTUEX) Dec 2.

COMPTUEX is a scenario-driven tactical exercise, designed to train embarked staffs, ships, and the air wing of the CSG to function as one highly effective fighting force.

COMPTUEX is designed to train and assess the Strike Group in the conduct of end to end execution of strike, expeditionary, and other naval missions in joint, coalition, and interagency environments. The exercise consists of two distinct phases and is evaluated by Commander, Strike Force Training, and U.S. Fleet Forces Command.

During the exercise a Riverine Command Boat (RCB) simulated an attack from small boat opposition forces on ships of the Enterprise Strike Group, which included USS Barry (DDG 52), USS Bulkeley (DDG 84), USS Mason (DDG 87) and USS Leyte Gulf (CG 55), three miles off shore in Cape Henry.

"These types of exercises help the Riverine community train in open seas," said Lt. j.g. Alexander Lawton, an officer with RIVRON 2. "We get an opportunity to exercise our crews and equipment in ways we have not been doing in the past."

The RIVRON mission during the COMPTUEX was to assist in the preparation of the Strike Group ability to counter fast attack craft and fast inshore attack craft threats.

"Supporting ESG's training shows the integration possible between NECC and other U.S. Naval forces," said Cmdr. Clay Wilson, commanding officer of RIVRON 2. "In a true wartime environment, each community brings a specific capability to bear and each is critical to the success of the Navy as a whole."

Acting as the opposition force during the exercise allowed the Riverine Sailors to test the capabilities and handling of the RCBs in rough seas. The Riverine Sailors, dressed in civilian attire manned gun mounts giving the ESG ships and Sailors a real life scenario feel during the exercise.

According to Wilson the RCB had no issues during the event and performed above expectations. Recent modifications have improved the crafts ability to operate in higher sea states and as such have expanded the areas in which it can be safely operated.

Keen Sword exercise sharpens US-Japan alliance

KADENA AIR BASE, Japan (AFNS) -- About 10,500 U.S. servicemembers and their Japan Self Defense Force counterparts are participating in exercise Keen Sword 2011, Dec. 3 through 10, on military installations throughout mainland Japan, Okinawa and in the water surrounding Japan.

Keen Sword is a regularly-scheduled exercise designed to strengthen U.S. and Japanese military interoperability and meet mutual defense objectives, according to exercise planners.

"Keen Sword will cap the 50th anniversary of the Japan-U.S. alliance as an 'alliance of equals,'" said Maj. William Vause, the chief of operational plans, training and exercises. "It is the largest bilateral exercise between the United States and Japan military forces. (The exercise) will better enhance both of our countries' readiness to respond to varied crisis situations."

Training events include integrated air and missile defense, base security and force protection, close-air support, live-fire training, maritime defense and interdiction, and search and rescue.

"Guardian Angel rescue specialists delivering combat medical care under extreme duress, have very unique ground focused rescue techniques," said Capt. Robert L. Wilson, the 31st Rescue Squadron team commander. "Throughout Keen Sword, the 31st (RS) and 33rd (RS) will be employing and sharing techniques with our JSDF partners. Focused mission sets will be maritime rescue, high-angle procedures, and extrication from vehicles."

Keen Sword is also designed to allow Japanese and U.S. servicemembers to practice and evaluate their coordination procedures and interoperability requirements.

"We hope to increase both U.S. and Japanese understanding of our mutual capabilities and rescue limitations," Captain Wilson said. "An exercise like Keen Sword is invaluable for presenting opportunities to establish closer host nation friendships and practicing interoperability for the future."

Keen Sword is not designed to respond to, or mirror, any actual world events, nor is it directed at any nation. This training between Japan and the U.S. has been a routine, recurring event for many years, Major Vause said.

"The goal of Keen Sword is to increase and improve our bilateral relationship to further enhance the Japan and U.S. alliance, and to provide a realistic training environment that allows JSDF and U.S. forces to respond to a wide range of situations," he said.

USS Charlotte Departs for Western Pacific Deployment

PEARL HARBOR (NNS) -- The Los Angeles-class submarine USS Charlotte (SSN 766) departed Joint Base Pearl Harbor-Hickam for a scheduled deployment to the Western Pacific region Dec. 1.

"Charlotte's material condition is outstanding, thanks largely in part to the crew's efforts and hard work over the last six months to ensure the submarine is ready to accomplish its mission," said Cmdr. Richard Young, Charlotte's commanding officer. "The crew is extremely excited. When you work and train as hard as they have to prepare for an extended deployment away from your homeport, there is a certain amount of satisfaction to be finally complete with the preparation phase and beginning the execution phase."

Los Angeles–class submarines are flexible platforms that can be called upon to conduct a multitude of missions, including anti-submarine warfare, anti-surface warfare, strike warfare, special operations, irregular warfare, strike group operations and intelligence, surveillance and reconnaissance.

The nuclear-powered attack submarine Charlotte is the fourth U.S. Navy ship to bear the name. The submarine was commissioned Sept. 16, 1994, in Norfolk and arrived at its new homeport, Joint Base Pearl Harbor-Hickam, Hawaii, Nov. 17, 1995.

Golden Eagles Conclude Six-Month Deployment to Seventh Fleet

OKINAWA, Japan (NNS) -- The "Golden Eagles" of Patrol Squadron (VP) 9 concluded a six-month deployment in the 7th Fleet area of responsibility (AOR) Nov. 24.

The "Skinny Dragons" of VP 4 relieved VP 9 as Commander, Task Group (CTG) 72.2/72.4.

While VP 9 was deployed to Kadena Air Base in Okinawa, Japan, Cmdr. Dave Whitehead, VP 9 commanding officer, assumed the role as the task group commander and provided direct support in transiting carrier and expeditionary strike groups, maintained a demanding, fast-paced tempo of maritime surveillance missions, supported four search and rescue efforts, and sent detachments throughout the AOR.

In the past six months VP 9 performed and operated in a variety of mission throughout the 7th Fleet AOR.

The squadron took part in Valiant Shield 2010, an integrated joint-training exercise designed to enhance interoperability between U.S. forces. VP 9's maintenance team ran the P-3 maintenance effort for the entire exercise and achieved a completion rate that was recognized at the highest levels.

The Golden Eagle team also executed their primary mission sets of maritime patrol reconnaissance (MPR) and anti-submarine warfare (ASW), by providing timely and accurate intelligence for U.S. 7th Fleet, U.S. Pacific Command and the Office of Naval Intelligence.

Aircraft, crews and maintainers assigned to the Golden Eagles supported 12 theater security cooperation engagements, which is built upon old alliances and forging friendships with new partners.

The engagements consisted of extensive training through numerous exercises with Japan and the Republic of Korea, along with Singapore, Malaysia, Indonesia, Thailand, Cambodia and the Republic of the Philippines.

In October, when Typhoon Megi struck the Philippine Islands, VP 9 responded within 24 hours. The Gold Eagles quickly identified the most heavily damaged areas. The CTG sent an aircraft and a detachment of maintainers with the 3rd Marine Expeditionary Brigade to provide humanitarian assistance and disaster relief efforts on the ground, identify property damage, distressed persons, and possible landing zones for aid-bearing helicopters.

Combat Aircrew 8 Tactical Coordinator Lt. Chris Cannon said it was an honor to represent the Navy and the nation in the Republic of the Philippines.

"We are specially equipped for surveillance, and to put our capability to use to save lives and property is tremendously rewarding," Cannon said.

After providing humanitarian aid support in the Philippine Islands, another detachment participated in the final Cooperation Afloat Readiness and Training (CARAT) Cambodia exercise 2010 in late October.

Whitehead and several members of the aircrew delivered a series of briefs to high-ranking Cambodian officials and led a discussion on how MPRA can support humanitarian assistance and disaster relief (HADR) efforts, and basic maritime domain awareness.

The crew then hosted two Cambodian delegations aboard the aircraft and took their guests on two familiarization flights along the Cambodian coastline.

"Our ops with countries around the Pacific will certainly be the most memorable part of a great deployment; to be the face of America, interact with host nation militaries and empower our partners to better secure their own maritime borders," said Lt. Cmdr. Ed Arnold, patrol plane mission commander. "This has been an awesome opportunity."

Patrol Squadron 9 is homeported aboard Kaneohe Marine Corps Base in Kaneohe Bay, Hawaii.

Navy Christens Littoral Combat Ship Fort Worth


The Navy will christen littoral combat ship (LCS) Fort Worth, Saturday, Dec. 4, during a 10 a.m. CST ceremony at Marinette Marine Corp. shipyard in Marinette, Wis.

The ship’s name recognizes the city of Fort Worth, Texas. For more than 150 years, the patriotic citizens of Fort Worth have supported the Navy and the men and women in uniform. Home to Ranger outposts, training facilities, aviation depots, and defense manufacturing, Fort Worth has answered the call whenever the nation needed it.

Former Deputy Defense SecretaryGordon Englandwill deliver the principal address at the ceremony. Rep. Kay Granger of Texaswill serve as the ship’s sponsor. The ceremony will be highlighted by Granger breaking a bottle of champagne across the bow to formally christen the ship, which is a time-honored Navy tradition.

Designated LCS 3, Fort Worth is an innovative combatant designed to operate quickly in shallow water environments to counter challenging threats in coastal regions, specifically mines, submarines and fast-surface craft. It is capable of speeds in excess of 40 knots and can operate in water less than 20 feet deep. Fort Worth will address a critical capabilities gap in the littorals. Carrying out the Navy’s mission, it will serve to enhance maritime security by deterring hostility in troubled waters, maintaining a forward presence, and by its ability to project power and maintain sea control.

A fast, agile, and high-technology surface combatant, Fort Worth will be a platform for the launch and recovery of manned and unmanned vehicles. To meet increased demand for mission-tailored packages, its modular design will support interchangeable mission packages, allowing the ship to be reconfigured for antisubmarine warfare, mine countermeasures, or surface warfare missions on an as-needed basis. The LCS will be able to swap out mission packages pierside in a matter of days, adapting as the tactical situation demands. The modular approach also allows us to incorporate new or improved systems into the fleet as advanced technologies mature, providing flexibility and evolving capability. These ships will also feature an advanced networking capability to share tactical information with other Navy aircraft, ships, submarines and joint units.

Fort Worth will be manned by two rotational crews, Blue and Gold, similar to the rotational crews assigned to Trident submarines. These core crews will be augmented by one of the three types of mission package crews as well as an aviation detachment. The prospective commanding officer of the Blue crew is Cmdr. James R. Blankenship, from Ironton, Ohio. The prospective commanding officer of the Gold crew is Cmdr. Warren E. Cupps, from Fort Worth, Texas. Upon being commissioned in the future, Fort Worth will be homeported in San Diego, Calif.

Members of the 30th Space Wing will monitor the de-orbit and landing of the Air Force's first X-37B.

While the exact landing date and time will depend on technical and weather considerations, it is expected to occur between Dec. 3 and Dec. 6.

Naval Exercise Wraps Up In South Korea

WASHINGTON - As the United States and South Korean militaries wrapped up four days of joint naval exercises, the task force commander said he's "exceptionally satisfied" with capabilities demonstrated during operations that sent a strong deterrent message to North Korea.

"It certainly sends a message of collective and unified deterrence –- that we are prepared, we are ready, collectively, as allies," Navy Rear Adm. Dan Cloyd, commander of Task Force 70 and Carrier Strike Group 5, said last night during a Pentagon Channel interview. "We certainly hope our activities here send a message that we are capable and we are ready to respond together to any potential contingency."

The exercise was the third in the "Invincible Spirit" series Defense Secretary Robert M. Gates and then-South Korean Defense Minister Kim Tae-young agreed to over the summer after North Korea sank the South Korean navy ship Cheonan in March, killing 47 South Korean sailors.

The latest exercise, Cloyd said, was conducted to reinforce U.S. commitment to its alliance with South Korea, to reassure other allies in the region of that commitment and to demonstrate freedom of movement in international waters throughout the Western Pacific.

About 6,000 sailors aboard the aircraft carrier USS George Washington and embarked Carrier Air Wing 5, the cruiser USS Cowpens and destroyers USS Lassen, USS Stethem and USS Fitgerald participated, along with South Korean navy ships and their crews. In addition, both countries' air forces participated.

Operating off South Korea's western coast, they conducted sustainability, readiness and interoperability training covering a broad spectrum of operations, from surface and anti-submarine warfare to air defense, Cloyd reported.

"By training and practicing these varies types of capabilities and skills together, it allows us to be more prepared to operate and execute these kinds of missions should it be necessary to do so anywhere in the Western Pacific region," he said.

Cloyd said he's "extremely confident in our collective capabilities to be able to execute any number of missions we may be asked to do," from "higher-end" operations such as those practiced during the exercise to humanitarian assistance and disaster response.

The first Invincible Spirit exercise, conducted in July, focused on naval and air readiness. The second, in October, involved five days of anti-submarine warfare exercises.

The third exercise initially was slated for late October, but it was postponed due to scheduling issues. It began days after North Korea launched an artillery attack against the South Korean island of Yeonpyeong that left four dead, including two South Korean marines.

More planes headed for Tyndall in 2011

According to an online article on the Panama City News Herald written by Daniel Carson, Tyndall will be getting some new aircraft in 2011.

The U.S. Air Force will be sending a T-38 detachment of 10 jet trainers to Tyndall, with the first round of planes arriving on base by the end of September 2011, according to Sen. George LeMieux, R-Fla. The remaining five are expected to be in place at Tyndall by the end of March 2012.

The plan to base the aircraft at Tyndall will fill an important part of the F-22 air dominance training syllabus and will help fill the gap between the recent retirement of F-15s and planned arrival of the operational F-22 squadron.

The T-38 Talon is a twin-engine, high-altitude, supersonic jet trainer used in a variety of roles because of its design, performance and safety record, according to a release from LeMieux’s office. The 10 T-38s will provide dedicated adversary support to the 29 F-22s currently stationed at the base.

Preparations underway for first landing of X-37B


VANDENBERG AIR FORCE BASE, Calif. -- Preparations for the first landing of the X-37B are underway at Vandenberg Air Force Base.

Space professionals from the 30th Space Wing will monitor the de-orbit and landing of the Air Force's first X-37B, called the Orbital Test Vehicle 1 (OTV-1). While the exact landing date and time will depend on technical and weather considerations, it is expected to occur between Friday, Dec. 3, and Monday, Dec. 6, 2010.

Second WMD-CST Team Certified for New York

The Department of Defense (DoD) notified Congress today that the second Weapons of Mass Destruction Civil Support Team (WMD-CST) has been certified for the New York National Guard.

The 24th WMD-CST of Brooklyn, N.Y. is fully ready to assist civil authorities in responding to a domestic weapon of mass destruction incident, and possess the requisite skills, training, and equipment to be proficient in all mission requirements.

The team certified today brings the total number of teams certified by DoD to 56. Congress has authorized a total of 57 WMD-CSTs--enough to field at least one team in every state, territory and the District of Columbia.

GPS satellite achieves 20 years in orbit


LOS ANGELES AIR FORCE BASE, Calif. (AFNS) -- Space Vehicle Number 23, Global Positioning System constellation, is a testament to how Air Force officials continue to meet and exceed their operational requirements with GPS.

GPS Block IIA-10 (SVN-23), built by Boeing (formerly Rockwell Corporation), was launched Nov. 26, 1990, and set healthy to navigation and timing users Dec. 10, 1990. The satellite was the first in the series of GPS IIA satellites to be launched with a design life of 7.5 years. To date, the satellite has operated longer than any other satellite and is predicted to last another 12 to 18 months.

"Boeing has a solid history of delivering satellites that live beyond their contractual lives," said Craig Cooning, the vice president and general manager of Boeing Space and Intelligence Systems. "The same commitment that was evident with the first GPS IIA satellite in 1990 lives on in Boeing's newest GPS satellite, GPS IIF. The first of 12 GPS IIF satellites entered service on Aug. 26. One important device on GPS IIF is the atomic clock, and we are very satisfied with its performance, which is the highest in the history of the entire GPS fleet."

The satellite has provided many years of service to users around the world.

In the 1st year of service, there appeared to be a flaw in the satellite's solar array drive, a device that keeps the solar arrays trained toward the sun. At that point, members of the 2nd Space Operational Squadron in Colorado Springs, Colo., began to manually slew the solar arrays. After 14 years of manually slewing, that technique became problematic and the satellite was put in standby mode. About three years later, 2nd SOPS members decided to try the satellites' auto track feature again. Much to the surprise of everyone, the satellite functioned adequately and even improved over time. To this day, it still has all four reaction wheels operating and one of the best atomic clocks in the remaining group of GPS IIA satellites.

Modernization efforts are underway to provide new space-based capabilities to ensure GPS remains the gold standard for positioning, navigation and timing service worldwide. GPS will deliver sustained, reliable GPS capabilities to the warfighter, our allies and civil users. The GPS constellation remains healthy, stable and robust with 31 operational satellites on-orbit, 11 IIA, 12 IIR, 7 IIR-M and 1 IIF.

The IIR-M satellites have additional modernized signals, one on L1 frequency and two on L2. The IIF satellite has all the new modernized signals, plus improved accuracy through advanced clocks, a longer design life than previous GPS satellites and a new operational third civil signal (L5) to be used for commercial aviation and safety-of-life application.

The next GPS IIF satellite is expected to launch in 2011. GPS III, a new generation of GPS satellites, will implement improvements in timing and positioning, accuracy, signal strength, integrity, design life and interoperability. These improvements are being implemented based on high-heritage technology as part of a low-risk, high-confidence program.

In the future, directional cross-links and directional spot beam will be added to further enhance the constellation performance. These enhancements will contribute to improved accuracy and assured availability for military and civilian users worldwide. The first GPS IIIA satellite is projected to be available for launch in 2014.

"Steady progress is being made to synchronize space, control and user equipment programs for timely delivery of integrated GPS capabilities," said Col. Bernie Gruber, the director of Global Positioning Systems Wing at the Space and Missile Systems Center here. "Our number one priority is mission success in everything we do. We have high confidence that the path set for GPS is going to allow us to continue to meet or exceed our worldwide civil and military positioning, navigation and timing commitments."

Air Force and Air Force Space Command officials have been the stewards of GPS since its conception in the 1970s.
