Tyndall gets new additions

TYNDALL AIR FORCE BASE — Two T-38 Talon jets landed on the tarmac at Tyndall on Thursday afternoon, signaling — to some in the community — an upturn in activity near the Air Force base.

A total of 20 of the twin-engine jets will be used to aid in the training of F-22 pilots, and an estimated 100 jobs will be brought to Tyndall because of the T-38 Talons’ arrival.

The two T-38s, which arrived from Holloman Air Force Base in New Mexico, are high-altitude, supersonic jet trainers used in a variety of roles because of its design, economy of operations, ease of maintenance, high performance and exceptional safety record.

Lt. Col. Glen Richards, 39, of the Air Force Reserves, is the Reserve Detachment Commander and the 325th Fighter Wing Program Integration Officer. He said the plane will be used much like the practice squad on a football team.

“It’s like the scrimmage team in football,” Richards said. “It is like having somebody to practice or scrimmage against before the big game.”

Richards said instead of using another F-22 or an F-15 or F-16 to simulate an enemy fighter, the Air Force employs the T-38 at a fraction of the cost of the other aircraft.

Air Education and Training Command is the primary user of the T-38 for joint specialized undergraduate pilot training. Air Combat Command, Air Force Materiel Command and the National Aeronautics and Space Administration also use the T-38A in various roles.

“Some countries do use these (T-38s) in a more combat-oriented role, but we are using them here to help train Raptor pilots,” said 43-year-old Lt. Col. Ron Miller, the 53rd Weapons Evaluations Group deputy commander. “But not here. They will be the simulated bad guy, if you will.”

And don’t expect any “dogfights” in the sky.

“The intent with this airplane is not to get into a Korean-era or Vietnam-era dog fighting,” Richards said. “The intent is to basically have pieces of metal in the sky that can fly at fighter speeds — at supersonic speeds — to exercise the systems in the F-22 to shoot long- range missiles and exercise all the capabilities of the F-22.”

Another eight T-38s will arrive over the next few months, with the remaining 10 arriving sometime next fall, Air Force officials said.

AFSOC's first MC-130J Combat Shadow II arrives at Cannon AFB

CANNON AIR FORCE BASE, N.M. (AFNS) -- Airmen assigned to the 27th Special Operations Wing held an aircraft acceptance ceremony Sept. 29 on the flightline here for the arrival of Air Force Special Operations Command's first MC-130J Combat Shadow II.

Lt. Gen. Eric E. Fiel, the AFSOC commander, and Brig. Gen. Stephen Clark, the AFSOC director of plans, programs, requirements and assignments, were part of the official party flying the aircraft here for delivery to the 522nd Special Operations Squadron from the Lockheed Martin plant in Marietta, Ga.

The MC-130J is the next generation special operations warfighter and a newer, better special operations C-130, said Lt. Col. Paul Pendleton, the 522nd SOS commander. The MC-130J Combat Shadow II is the newest variant of the C-130J Super Hercules four-engine turboprop aircraft. The C-130 has been continuously produced longer than any military aircraft in history and has been a crucial component of U.S. special operations for decades.

The "J-model" boasts more power and efficiency, longer range, shorter takeoff distance, a smaller required crew and a modern computerized flight deck, officials said.

"We can carry about 40 percent more, it's about 25 percent more powerful and 15 to 20 percent faster," Pendleton said. "It's entirely computerized; this allows us to better complete our mission."

A few of the Combat Shadow II's capabilities are to provide nighttime low-level infiltration and exfiltration, aerial refueling of helicopters and tilt-rotor aircraft, aerial delivery and resupply of special operations forces and ground refueling, officials said.

Fiel said it's a historic event for Cannon Air Force Base and "marks a milestone in improving the combat capabilities of AFSOC and more importantly the 27 SOW.

"Members of the 522nd SOS will rewrite history as they fly the MC-130 farther, faster and higher," he said. "As innovative Air Commandos, you will push this plane to its limits and find creative ways to employ our people more effectively."

Col. Buck Elton, the 27th SOW commander, spoke briefly on the significance of receiving the new aircraft and what it means for AFSOC's mission.

"This newest version of a combat proven aircraft has big shoes to fill, but there is no doubt that the MC-130J will take specialized mobility to a new level," he said. "This incredible new aircraft will quickly become the backbone of our nation's C-130 fleet. This is an exciting time for our base, our command and our Air Force."

Navy Names New Joint High Speed Vessel

Secretary of the Navy Ray Mabus joined Ackerman, Miss., Mayor Dick Cain to announce today that the name of the Department of the Navy's next Joint High Speed Vessel (JHSV) will be United States Naval Ship (USNS) Choctaw County, during a brief ceremony today at Ackerman High School, Ackerman, Miss.

"I grew up in Choctaw County, Miss., where people work hard to raise their families and provide for their children," Mabus said. "I chose to name JHSV after Choctaw County to honor those men and women who represent rural America."

This will be the first naval vessel to serve as the county's namesake, an honor shared by Choctaw counties also located in Alabama and Oklahoma.

Capable of transporting 600 short tons, 1,200 nautical miles at an average speed of 35 knots , the JHSV can operate in shallow-draft ports and waterways, providing U.S. forces added mobility and flexibility. Joint High Speed Vessels also have an aviation flight deck to support day and night air vehicle launch and recovery operations. Additionally the ships have berthing space for up to 146 personnel and airline-style seating for up to 312.

Military commanders will have the flexibility to use the JHSV in a variety of roles to include supporting overseas contingency operations, conducting humanitarian assistance and disaster relief, supporting special operations forces and supporting emerging joint sea-basing concepts.

Upon delivery to the U.S. Navy's Military Sealift Command, Choctaw County will be designated as a United States Naval Ship and will have a core crew of 21 civilian mariners to operate and navigate the ship. The USNS Choctaw County will be constructed by Austal USA in Mobile, Ala.

F-35B Completes Initial Shipboard Vertical Landing Aboard USS Wasp

USS WASP, At Sea (NNS) -- The Navy and Marine Corps Team made naval aviation history Oct. 3 as the F-35B Joint Strike Fighter (JSF) test aircraft BF-2 landed safely on USS Wasp's (LHD 1) flight deck, the first at-sea vertical landing for the Marine Corps' F-35 JSF version.

Marine Corps test pilot Lt. Col. Fred Schenk landed BF-2 at 3:12 pm.

"It was exactly like we predicted," said Schenk. "But that's because of all the hard work and extensive preparation done by the Wasp and JSF team."

The first vertical landing is part of the initial ship trials for the F-35B which started Monday and is expected to last two weeks. The tests are scheduled to collect data on the aircraft's ability to perform short take-offs and vertical landings on a ship at sea, as well as determine how the aircraft integrates with the ship's landing systems, and deck and hangar operations.

This test period, the first of three scheduled at-sea test periods over the course of the development program, will also collect environmental data on the deck through added instrumentation to measure the F-35B's impact to flight deck operations.

"The first at sea vertical landing is a huge milestone," said Marine Corps Col. Roger Cordell, military site director for F-35 test and evaluation at Naval Air Station Patuxent River. "We're still early in this test period, and we expect to learn a lot more, but this is a great step toward delivering the capability to the fleet."

Wasp spent time in a shipyard earlier this year, preparing for the F-35 test period; adding specialized instrumentation to measure deck environmental effects.
"It is no small feat to put together sea trials," said Vice Adm. David Venlet, F-35 Program Executive Officer. "This test was planned to happen on 3 October back in early spring of this year and the team delivered on schedule. Signs of dependable performance are emerging across broad aspects of the development program. Professionals from the Navy, Marine Corps and industry team of Lockheed Martin, Northrop Grumman, BAE Systems and Pratt and Whitney and Rolls Royce continue to work tirelessly to deliver this aircraft to the fleet."

"Every time an aircraft is first tested at sea we learn a great deal and the data collected from this event will inform us about the further development work necessary to successfully integrate the F-35B on large-deck amphibious ships. By all accounts, we're off to a great start today," Venlet said.

The F-35B is the variant of the Joint Strike Fighter for the U.S. Marine Corps, capable of short take-offs and vertical landings for use on amphibious ships or expeditionary airfields to provide air power to the Marine Air-Ground Task Force. The F-35B will replace Marine AV-8B Harriers and F-18 Hornets and is undergoing test and evaluation at NAS Patuxent River prior to delivery to the fleet.

In addition to being the first ship to successfully land the F-35B, USS Wasp was also the first ship to host the V-22 Osprey during shipboard trials in October 2007.

Summary information regarding the performance of the F-35B ship trials will be made available after the completion of the test period.

Germantown Prepares for Amphibious Training Exercises

OKINAWA, Japan (NNS) -- Forward-deployed amphibious dock landing ship USS Germantown (LSD 42) departed Okinawa, Japan Oct. 1, to commence a patrol of the Western Pacific region after embarking elements of the 31st Marine Expeditionary Unit (MEU).

Germantown will conduct amphibious integration training (AIT) exercises as part of the forward-deployed Essex Amphibious Ready Group (ARG) during the patrol.

"Our role in the ARG is to carry and operate with three landing craft air cushions (LCAC) and elements of the Command Logistics Battalion and Battalion Landing Team from the 31st MEU," said Cmdr. Jason Leach, Germantown executive officer.

Germantown gained its amphibious warfare certification while in port at White Beach Naval Facility, Okinawa, Japan, allowing them to conduct amphibious operations during the patrol.

Throughout the AIT period, the MEU will conduct various raids, ship to shore movements via surface craft, flight operations and a visit, board, search and seizure exercise.

The Essex ARG will transport MEU elements ashore via LCAC, landing craft utility and amphibious assault vehicles.

"The crew has done an excellent job of preparing us for the underway period and their work has been astounding," said Leach. "They have made the command team extremely proud."

The Essex ARG consists of forward-deployed amphibious assault ship USS Essex (LHD 2), Germantown and amphibious transport dock ship USS Denver (LPD 9).

The Essex ARG reports to Commander, Amphibious Force 7th Fleet, Rear Adm. J. Scott Jones, who is headquartered in Okinawa, Japan.

Miramar Air Show Commemorates Centennial of Naval Aviation

MIRAMAR, Calif. (NNS) -- Marine Corps Air Station (MCAS) Miramar opened its gates to three-quarters of a million members of the local San Diego community Sept. 30 - Oct. 2 for the facility's annual air show.

Themed "A Salute to San Diego: Birthplace of Naval Aviation 1911 - 2011", the show focused on this year's Centennial of Naval Aviation (CoNA) by highlighting how far military aviation (specifically that of the Navy, Marine Corps and Coast Guard) has advanced during the past century.

"The Miramar Air Show is an excellent example of the Centennial of Naval Aviation. It's a tri-service celebration," said Lt. Harriet Johnson, a Naval aviator and protocol officer for the CoNA. "All three of the sea services go through the same flight training, so [this event] shows our mutual heritage and history that we've gone through."

As with each year, the air show featured a wide variety of airborne flight demonstrations from an assortment of Navy and Marine Corps aircraft, as well as demonstrations by the U.S. Air Force and the U.S. Army Golden Knights parachute team. The U.S Navy Blue Angels Flight Demonstration Team rounded out each day's performance with their signature demonstration of aerial agility, and the Marine Air-Ground Task Force provided the crowd with a dynamic ground and air pyrotechnic mock-combat demonstration.

Away from the main flight line, there were also a number of static aircraft displays for attendees to view. As this year's show commemorated the CoNA, air show organizers worked hard to bring a great deal of vintage Navy and Marine Corps planes from around the U.S. to be put on display.

"We don't have a lot of civilian aircraft out here this year, and that was by design," said Lt. Col. D.R. Lingman, MCAS Miramar's operations officer. "We wanted to illustrate 100 years of military aviation, [to honor] the people that build these great machines that we fly, and to show that this is the progression from where we were to where we're going."

For spectators like area resident Ty Phillips, the air show did not disappoint.

"It's amazing," he said. "It's my first time here, and I have to praise our military because they do an amazing job every day, and I thank them."

Johnson said that the CoNA isn't simply a military milestone.

"It's a milestone of the entire United States," she said. "The military services are all a representation of our country and of our public, so it's important to show the American public who we are, what we're doing, and to thank them for our history and heritage."

USS Cleveland Decommissions After 44 Years of Service

SAN DIEGO (NNS) -- USS Cleveland (LPD-7) was decommissioned Sept. 30 as Sailors, former crew members, family and friends gathered at Naval Base San Diego to celebrate the ship's 44 years of service.

Cleveland was commissioned April 21, 1967 in Norfolk, Va. The ship became a member of the Pacific Fleet's amphibious force when it transited to San Diego.

Less than six months after its arrival in, Cleveland sailed for its first Western Pacific deployment, deploying to the Gulf of Tonkin in Vietnam, where the ship saw its first action during the Tet Offensive.

Over its 44-year span, Cleveland deployed more than 20 times and participated in operations ranging from combat and disaster response to serving as a location for the movie Inchon which was filmed in 1978.

Cleveland concluded its life at sea with a four-and-a-half-month Pacific Partnership deployment to Southeast Asia and Oceania.

"It's an interesting moment because it brings a closure to Sailors who have served since the ship's commission", said Cmdr. Christopher Kipp, Cleveland's last commanding officer. "To be one of the last Sailors to serve on the ship is definitely something that's unique and will stay with me for a while."

Generations of Cleveland Sailors and Marines came together to say goodbye one last time.

"It's a cheerful goodbye to a beautiful ship", said Alexander Phillips, the first hospital corpsman assigned to Cleveland. "The ceremony was very emotional, especially seeing all the young Sailors carrying on the tradition that we started 44 years ago."

Cleveland will transit to Hawaii, where the ship will be in an inactive reserve status.

Makin Island Amphibious Ready Group and 11th MEU Underway for CERTEX

USS MAKIN ISLAND, At sea (NNS) -- The Makin Island Amphibious Ready Group (ARG), along with the embarked 11th Marine Expeditionary Unit (MEU), departed San Diego Sept. 29 to begin a MEU certification exercise (CERTEX) in preparation for an upcoming deployment.

Led by Commander, Amphibious Squadron (PHIBRON) 5, the Makin Island ARG consists of the Navy's newest amphibious assault ship USS Makin Island (LHD 8), the amphibious-transport dock ship USS New Orleans (LPD 18), and the dock-landing ship USS Pearl Harbor (LSD 52).

"The success of this final stage of pre-deployment training will prove that we are now deployable worldwide in support of a wide-range of missions," said Capt. Humberto Quintanilla, PHIBRON 5 commander.

"It will take extensive Blue-Green team efforts, from all the Navy and Marine Corps ranks, to make this event a success," said Quintanilla. "I am confident that our combat skills honed during previous ARG-MEU integrated training events will deliver the levels of expertise and operational art required to master the unforeseen and blind missions that will be thrown at us during CERTEX. It's time to line up and snap the ball."

Quintanilla said the CERTEX is expected to include the evaluation of multiple evolutions, including small boat raids; visit, board, search, and seizure training; helicopter and mechanized amphibious raids; mass casualty responses; and a non-combatant evacuation operation.

"The certification exercise is a validation of ARG-MEU capabilities by observers who will evaluate both our ability to conduct missions under real time conditions and variables beyond our control. The end product will be a finely tuned combat force ready to deploy," said Col. Michael R. Hudson, 11th MEU's commanding officer.

Hudson said the outcome of the exercise will be captured in a report and presented to the commanding general of the First Marine Expeditionary Force. If the 11th MEU's performance meets the standard, it will be certified to deploy.

"This exercise solidifies best practices and is the capstone event for the MEU before we deploy," said Hudson. "The certification process ensures that the 11th MEU will have the most up-to-date training to support the commanders we will work for overseas."

The Makin Island ARG is scheduled for a routine deployment later this year.

Commissioned in 2009, Makin Island is the Navy's newest amphibious assault ship capable of utilizing surface and air assets to move Marine forces ashore. The ship is named in honor of the daring World War II raid carried out by Marine Raider Companies A and B, Second Raider Battalion, on Japanese held Makin Island Aug. 17-18, 1942. LHD 8 is the second ship to bear the name "USS Makin Island."

USS Spruance Commissioned as Navy's Newest Destroyer

KEY WEST, Fla. (NNS) -- USS Spruance (DDG 111) became the newest member of the Navy's Pacific fleet after being placed in commission during a sunset ceremony at Naval Air Station Key West Oct. 1.

The new destroyer honors legendary Adm. Raymond Spruance, whose calm and decisive leadership at the Battle of Midway contributed to a pivotal American victory during World War II.

Vice Chief of Naval Operations Adm. Mark E. Ferguson III delivered the ceremony's principal address. "We welcome the USS Spruance and her crew to the fleet," said Ferguson.

"Wherever she sails, this ship will honor Admiral Spruance's legacy as the 'quiet warrior' who displayed uncompromising integrity and a powerful intellect, while giving the nation victories at sea in time of war. "Ellen Spruance-Holscher, the ship's sponsor and granddaughter of the ship's namesake, gave the order to "man our ship and bring her to life" prompting the crew of 285 officers and enlisted personnel to run aboard and officially begin the ship's life.

Simultaneously, the ship's systems were activated. Movement of the ship's Close-In Weapons System (CIWS) gun, sounding of alarms, rotation of fire-control radars and a prolonged whistle blast showed approximately 3,400 guests in attendance that the ship was ready for service to the Navy and our country. Cmdr. Tate Westbrook, of Murfreesboro, Tenn., is the ship's first commanding officer and spoke of the advanced weapons systems on Spruance and credited his Sailors with an outstanding effort preparing to operate them.

"Spruance's crew has trained for years to sharpen their skills to employ those capabilities," said Westbrook. "On board Spruance, through many long hours, they have sharpened their swords."

Spruance, the 61st Arleigh Burke-class destroyer and the second Navy ship to bear the name, will be able to conduct a variety of operations, from peacetime presence and crisis management to sea control and power projection. Spruance will contain myriad offensive and defensive weapons designed to support maritime warfare and be capable of fighting air, surface and subsurface battles simultaneously.

The 9,200-ton Spruance was built by Bath Iron Works in Bath, Maine. The ship is 509 feet in length, has a waterline beam of 59 feet, and a navigational draft of 31 feet. Four gas turbine engines will power the ship to speeds in excess of 30 knots. Spruance will proceed to her initial homeport of San Diego Oct. 3 as the newest member of Destroyer Squadron 23.

Radio Spectrum Jamming in Europe

From the Southgate Amateur Radio News website:

Ofcom has announced that jamming of radio spectrum will take place during 2 weeks in October.

Times: 0700Z 3 Oct 11 to 2000Z 17 Oct 11.

Location: The jamming events will take place throughout the UK FIR/UIR north of 51 degrees North.

GPS Jamming locations: Faraid Head - from N58° 36.2' W004° 46.4'. Loch Ewe B - from N57° 51.9' W005° 41.1'. Loch Ewe A – from 57.7869N 5.7917W.

Frequency: Radar – discrete spots within MOD allocated frequencies within Charlie / Delta (specifically avoiding IFF/SSR frequency bands), Echo / Foxtrot, Golf. India / Juliet (avoiding Marine Navigation Bands in conditions of poor visibility) and Kilo Bands.

Communications – Exercise JW discrete frequencies only in bands HF 2000-26500 KHz and V/UHF 137-400 MHz (avoiding international Distress, Emergency and Exercise Safety frequencies).

In all cases jamming will be avoided on the TABOO frequencies listed in the UK Procedures for the Control of Non-Operational Jamming (Annex B).

"It occurs to me what this is all about ... there is a big naval exercise around the northern UK for the next 2 weeks. The exercise is known as 'Joint Warrior', and there is plenty of info on the 'web if you just search for it.

"It involves maritime patrol aircraft, surface ships, and submarines; it also usually attracts the attention of some Russian long-range aircraft who come for a look-around and to make things 'interesting!'"
