Rockwell Collins announces plans to offer nationwide disaster communications system via HF radio

WASHINGTON, D.C.—Rockwell Collins yesterday announced plans for ARINC UrgentLink, a nationwide high-frequency (HF) radio network that is designed to provide communications between public-safety and critical-infrastructure entities when local terrestrial networks have been destroyed by a man-made or natural disaster.
UrgentLink utilizes spectrum allocated for maritime use, but it can be used on land during times of disaster, when normal communication infrastructure is inoperable, according to Dave Chapman, product manager for Rockwell Collins.
“We believe it’s the first purpose-built network for disaster response with nationwide coverage,” Chapman said. “We’ve developed a system and a network that allows people to communicate using HF radios instead of traditional land mobile radios in disasters like this—and we made it easy.”
Because of the propagation characteristics of the spectrum, HF radio has long been used as a method to communicate across vast distances, but it traditionally was the domain of amateur-radio operators licensed by the FCC. By using automatic link establishment (ALE) technology, the Rockwell Collins system lets HF radio can be used by anyone, Chapman said.
“[With ALE], the radios are constantly talking to each other to determine the optimal frequency to use the next time the next time they place the call,” he said. “Instead of the traditional way that ham radio uses, it’s kind of one-touch calling, so that anybody can use it—it doesn’t take a specialization or an FCC license to do so.
“That allows emergency managers, police officers, hospital administrators or anybody to reach outside a disaster zone and report what they need—after-response help and things like that—as well as talk to peers and other customers who use this service within the disaster zone.”
Rockwell Collins currently has a pilot HF network with a large sheriff’s department and is in discussions to deploy other pilot systems, Chapman said. The company plans to offer commercial HF service within a year that will not require customer maintenance, he said.
“We’re going to run this as a service, similar to having a cell phone,” Chapman said. “We will supply them with a radio that will work on the UrgentLink network, then Rockwell Collins will go out and do the install and manage it.”
“[Customers will] pay a monthly or yearly subscription fee that gives you access to the network and the services that come with it.”
With the service, UrgentLink customers will be able to communicate directly with each other, or they can communicate with others outside the HF system by contacting the Rockwell Collins operations center in Annapolis, Md.
“You can talk between UrgentLink radio customers, but you can also reach the outside world,” Chapman said. “You may want to use the HF radio to send us an e-mail at the Rockwell Collins center, and we can forward it to wherever you want—or you can send us text messages or call us, and have us patch you through. The operation center can also do things like make a broadcast.”
In 2012, 911 solutions provider Intrado announced an initiative to establish a commercial HF network that would provide disaster communications, but Intrado abandoned the concept and relinquished its rights to the maritime spectrum, Chapman said. The spectrum owner turned to Rockwell Collins, which has deployed and operated HF systems for the government and the military for years, he said.
“Essentially, they needed a company with the heft and breadth of experience in HF to do this right, so they sought us out and that’s what we’ve done,” Chapman said.
Last year, Rockwell Collins purchased ARINC—a company with a strong reputation as a provider of customer-facing HF gear—which positioned it well to pursue the UrgentLink initiative, given Rockwell Collins’ expertise in operating the backend equipment and software for HF systems, Chapman said.
“ARINC has such a strong brand name in some of the markets that we’re in that we’re still using the ARINC name as part of the product that we’re offering, but it’s a Rockwell Collins company offering,” he said.

NATO Reducing Air Patrols Around Baltic Sea as Russian Provocations Continue

Only 8 NATO aircraft will patrol region beginning in September.
“Our military commanders assess that the posture is appropriate and adequate,” stated NATO spokesperson Carmen Romero.
So far this year across Europe NATO aircraft have scrambled 250 times in response to Russian military air activity.
NATO aircraft intercepted some 150 Russian military aircraft in the Baltic in 2014.
Another NATO official stated the planned reduction in the Baltic Air Patrol Mission does not represent “a change in our signal to Russia” and claims that there has recently been a slight decrease in Russian air activity in the region, although Russian military aircraft continue to fly at a high operational tempo there as well as over other parts of Europe.
Other long-range Russian flights have been observed near the Alaskan air defense zone in April and July.
Russia’s accelerated air activity, far beyond its rates of operation since the fall of the Soviet Union, has not been without cost to the Russian military. Since June, eight aircraft, including some aging TU-95 bombers, have crashed under various circumstances.

COAST GUARD COMMISSIONS NEWEST NATIONAL SECURITY CUTTER IN BOSTON
BOSTON — The Coast Guard commissioned its newest National Security Cutter, the 418-foot Coast Guard Cutter James, Saturday during a ceremony at Coast Guard Base Boston.
"Joshua James began his life-saving career at 15 and saved more than 600 lives," said Coast Guard Commandant Adm. Paul Zukunft. "What better namesake for a ship and crew that will serve our Nation with pride for the next half century saving lives, stopping smugglers, maintaining safety and security in the Arctic and wherever national objectives may require."
During the ceremony, Zukunft, Charlene James Benoit, of Milford, Connecticut, the ship's sponsor and great-great niece of the ship's namesake, and James' commanding officer, Capt. Andrew J. Tiongson, a native of Somerville, ordered the ship to "come to life", officailly appointing James as an active cutter in the Coast Guard's fleet.
James's crew will play a vital role in the Coast Guard's ability to secure our nation's maritime domain and borders, save lives, interdict illicit traffic, alien smugglers and illegal aliens, and protect ports, waterways and natural resources.
The cutter is named for Capt. Joshua James, a native of Hull, who is credited with saving more than 600 lives during his time with the U.S. Life-Saving Service, which merged with the Revenue Cutter Service in 1915 to create the modern U.S. Coast Guard.
James is the fifth of eight planned National Security Cutters and the second to be homeported on the East Coast. The James will be homeported in Charleston, South Carolina, at the Fleet Law Enforcement Training Center.
The time-honored tradition of commissioning a ship dates back to ancient times, and ceremonially completes the cycle from christening and launching to full status as a cutter in the United States Coast Guard.

The Priyom.org website is reporting that the Russian Buzzer is not transmitted from Kerro anymore, new military marker on 4525 USB.
"The Russian military network The Buzzer on 4625 kHz is not transmitted from the Kerro transmitter site ("Irtysh") anymore. It seems that the Russians are reverting to their old structure, when the frequency 4625 kHz was only used for the Moscow Military District. At present, The Buzzer appears to be broadcast only from the 69th Communication Hub in Naro Fominsk.
"A new military marker, similar to The Buzzer, The Pip, The Squeaky Wheel and S5292, was discovered on the frequency 4525 kHz, starting in August. However, no messages/signals have been caught from that frequency yet."

Boeing to design reusable spaceplane to launch secret spy satellites and space weapons
The Daily Mail website is reporting that Boeing has been awarded a $6.6m contract to design a cheap, reusable mini shuttle that can launch military satellites. It is hoped the craft could quickly launch small satellites that could defend against the growing threat of Russian and Chinese space weapons

XS-1 could 'create a new paradigm for more routine, responsive and affordable space operations,' according to DARPA, the military research arm heading the project.
The XS-1 is an airplane-like vehicle that can fly to the edge of Earth's atmosphere and quickly boost small satellites into orbit, and then land, refuel, load up another satellite, and take off again within 24 hours.
"Developing a vehicle that launches small payloads more affordably is a priority for future U.S. Defense Department operations,' said Steve Johnston, director of Boeing's Phantom Works Advanced Space Exploration division when the oritinal funding was revealed.
"Boeing brings a combination of proven experience in developing launch systems and reusable space vehicles, along with unparalleled expertise in the development and fielding of highly operable and cost-effective transportation systems."

Oklahoma ANG unit begins transition with arrival of first MC-12W aircraft

WILL ROGERS ANGB, OK. The OK-ANG's 137ARW welcomed the arrival of the MC-12W aircraft here on July 10. The arrival of the MC-12 marks the return of flying operations to WRANGB for the first time since 2007.
The 137ARW received the MC-12 based on its manpower, facilities, existing command structure, and strong relationships with local community leaders. The geographical location of the 137ARW provides a highly-conducive flying environment and appropriate training facilities.
"The 137ARW is very excited to return flying operations back to Will Rogers ANGB and join Air Force Special Operations Command," said Air Force Col. Devin R. Wooden, 137ARW commander. "Our last eight years at Tinker AFB and our partnership with the 507ARW is an honored part of our great history. We proudly flew off of this ramp for 58 years before we left for Tinker and to be a part of the team to bring flying operations back is very satisfying. I feel like everyone is back home."
The MC-12 is a medium- to low-altitude, twin-engined turboprop aircraft. Its primary mission is to provide intelligence, surveillance, and reconnaissance support directly to ground forces serving overseas.
The partnership between AFSOC and the Air National Guard and the ability of the ANG to retain members is another reason WRANGB was chosen to house the MC-12. Air National Guard members historically leave units at significantly lower rates than Active Duty units, which will allow Manned Airborne Intelligence, Surveillance, and Reconnaissance expertise to be retained long-term and become more fully developed. The ANG unit will be able to retain critical expertise by recruiting and retaining those members who are planning to separate from active duty.
"I am personally very happy to be back at the base at which I began my military career," said Air Force Lt. Col. Justin Walker, 185ARS commander. "I am also very excited about the addition of new tactical Intelligence, Surveillance, and Reconnaissance aircrew members to the squadron.
The basing of the MC-12 is a significant moment for the 137ARW as they transition to an Air Force Special Operations Wing. As a part of AFSOC, the wing will provide highly-trained Air Commandos to execute global special operations missions.
As part of the first Air National Guard/Air Force Reserve partnership, the 137ARW has been functioning as a geographically-separated base with KC-135 Stratotanker flight operations at Tinker Air Force Base and support operations at WRANGB. This partnership was the result of the last major Base Relocation and Closure commission that threatened the 137th with permanent closure.
"The squadron, and ultimately the wing, are poised for complete mission success due to the mix of current and new members," said Walker.

B-1 Bombers Shifting to Strike Command
According to a recent AP item B-1 bombers from Ellsworth AFB and Dyess AFB are joining their long-range B-2 and B-52 bomber counterparts under a single Air Force command.
The Air Force is grouping its bombers under Air Force Global Strike Command, a nuclear-capable command based at Barksdale AFB, in a transition that will be effective Oct. 1 of this year. This leadership change also puts the Air Force's next-generation bomber program, frequently called the Long Range Strike Bomber, under the same auspices.
More than 60 aircraft and about 7,000 people will shift from Air Combat Command to Global Strike Command, according to the Air Force.
South Dakota U.S. Sen. John Thune said in a statement said that moving all the bomber wings under the control of Global Strike Command will make for a better transition as the Air Force plans for the Long Range Strike Bomber.

USAF HF Global Communications System (HFGCS) published frequencies
From time to time monitors will pop up and ask about the primary frequencies used by the USAF HFGCS network or someone will publish an old frequency (prior to WARC-92 Aero OR band 3 kHz realignment). I've even still see references in some various online lists to the now no longer active station at MacDill AFB as part of the Global network.
So to set the record straight, here are the latest "published" primary frequencies and stations direct from the Department of Defense for the HFGCS network.
HFGCS is the Department of Defense’s high power, high frequency, over-the-horizon long haul communication system. It's global network operated under the umbrella of the Joint Chief's of Staff and consist of ground stations that provides automated and operator assisted voice services, data transmission and an HF e-mail capability that has an interface to both the classified (SIPRnet) and unclassified (NIPRnet) email networks.
The Radio Equipment High Frequency Global Communications System (HFGCS) is a cost-effective, networked solution providing interoperable voice and data communications for strategic and tactical forces. HFGCS provides near-global, beyond line-of-sight command and control (C2) communications to aircrews, ground troops, naval operations and control stations. The Air Force (AF) is the executive agent for HFGCS per Joint Chiefs of Staff (JCS) direction.
This Command and Control/National Security System (C2/NSS) is the Department of Defense's (DOD's) only high-power HF C2 network. HFGCS serves as the primary C2 resource for Air Mobility Command (AMC) cargo and tanker aircraft. The HFGCS program supports Mystic Star (Presidential communications), the United States Air Force's Global HF System, Defense Communications System (DCS) HF Entry, US Navy High Command (HICOM) Network and other US government high-power HF missions.
The HFGCS supports war plans and the daily operational requirements of the following organizations: White House Communications Agency (WHCA); JCS; US Strategic Command (USSTRATCOM); the National Military Command Center with Emergency Action Message distribution; AMC Special Air Mission (SAM) fleet communications; Air Combat Command (ACC); Air Intelligence Agency (AIA); Air Force Space Command (AFSPC); United States Air Forces in Europe (USAFE) and Pacific Air Forces (PACAF). This program also provides radio support to other governmental organizations such as Civil Air Patrol, Federal Emergency Management Agency, Transportation Security Administration and the State Department.
