Forces Surveillance Support Center Celebrates 20 Years

Forces Surveillance Support Center (FSSC) held a 20th anniversary celebration Aug. 7 at Naval Support Activity, Northwest Annex Chesapeake.

"It's my honor to be a part of your 20-year success story," said U.S. Coast Guard Rear Adm. Joseph L. Nimmich, Director Joint Interagency Task Force-South (JIATF-S). "What you do and what you're about is really one of the success stories of our country."

The FSSC mission is to operate and maintain the Relocatable Over-the-Horizon Radar (ROTHR) system, collecting and disseminating tactically significant air and surface track data for evaluation, interpretation and over-the-horizon tracking of aircraft and ships suspected of trafficking.

"I've seen a lot of changes with FSSC," said Daniel Flury, systems analyst. "I got here in 1992 just as we were getting in the counter-drug business. I've seen the radar transition from the primary threat, which is the backfire bomber's very large, fast, straight moving targets, to small highly maneuverable Cessna with slower speeds and then move into the counter-drug mission, where they located smaller airplane using different methods."

In September 2004, the command transitioned to all civilian personnel. FSSC has a staff of 29 civil service personnel and approximately 250 contractors that operate and maintain the ROTHR system.

Nimmich said that he is proud of the transition from a military command to a civilian's supporting the military.

"It becomes more and more critical as the military members are necessary to go overseas and take the fight to the enemy, but we still need to keep the systems running," said Nimmich.

The ROTHR system surveillance area covers more than 10 million square miles north to south from Florida to Bolivia and east to west from Brazil to the Galapagos Islands in the Pacific Ocean.

"What you've done here at FSSC is truly the transition of a cold war capability into a current capability that is critical to the nation," said Nimmich. "Last year more than 268,000 pounds of cocaine, 23 percent of the flow, was seized as a result of what you do. You're saving American lives every day."

During the ceremony Nimmich presented Jack Buckingham, FSSC Director, with a plaque honoring 20 years, from JIATF-S to represent the close relationship and successes between the two commands.

"I just want to thank all the civil service, contractors and prior military," said Buckingham. "You're the ones who make this command work."














Background Information:

ROTHR is based on an extremely complex technology that uses the Earth's ionosphere to relay radar signals over extraordinary distances-a ROTHR array on the east coast of the U.S., for example, can cover the Caribbean, most of the Gulf of Mexico, and probe deep into South America.

Unlike conventional radar, which is often hampered by range and altitude restrictions, ROTHR can identify and track suspicious air and sea traffic from far away, helping authorities follow and intercept the "Go-Fast Boats" and small aircraft favored by international drug smugglers.

Currently administered by the U.S. Naval Network & Space Operations Command, ROTHR Program Office, the ROTHR system supports operations by the Joint Inter-Agency Task Force (JIATF-S) which includes the Department of Defense (DoD), Department of Homeland Security (U.S. Coast Guard) and the Department of the Treasury (U.S. Customs Service). Other assigned agencies to JIATF-S include the Drug Enforcement Administration (DEA), Federal Bureau of Investigation (FBI), Defense Intelligence Agency (DIA), Naval Criminal Investigative Service (NCIS), and the National Security Agency (NSA). Almost a dozen nations provide ships, aircraft, and liaison officers to the JIATF-S.

Secretary monitors JTRS development

The secretary of the Air Force recently visited the Joint Program Executive Office in San Diego to discuss the current status of the Department of Defense-mandated Joint Tactical Radio System, or JTRS, program.

Secretary Michael W. Wynne, who sits on the board of directors for the JTRS program, received updates on the accomplishments, goals and challenges facing JTRS.

The goal of the JTRS program is to produce a family of radios that operate in a network to ensure secure, wireless communication for mobile and fixed forces across the joint battlefield.

JTRS radios will enable the transfer of voice, data and video between the Air Force and joint users. JTRS will also have the ability to use multiple waveforms to allow communication between joint users using a single radio type, cutting out the need to carry and maintain various handheld, aircraft, maritime and other legacy radios used in the field today.

"Cutting-edge networking technologies like JTRS vastly magnify U.S. military power," said Secretary Wynne. "Advanced waveforms are an important means of protecting our forces and ensuring our dominance of battlefield cyberspace."

The Air Force, in partnership with other services, plays a key part in developing the JTRS family of radios through the Airborne Maritime Fixed program office at the Electronics Systems Center at Hanscom Air Force Base, Mass.

The AMF program provides information sharing and collaboration by supporting advanced networking capabilities to transmit, receive, bridge and gateway between similar and diverse waveforms over multiple communications media and networks. These capabilities will be enabled by Navy satellite communications and waveforms.

The radios are scheduled to enter the system design and development phase during the first quarter of 2008. The first radios are expected to be produced as early as 2011.

"The overall success of the joint warfighter depends on information sharing and collaboration among branches of the U.S. military and our coalition partners," said Dennis Bauman, the Joint Program executive officer for JTRS. "JTRS radio systems will benefit the tactical user by supporting real-time, battlefield awareness through an interoperable, networked communication capability, enabling battlefield superiority."

76th HS deactivates: 49-year "Huey" legacy concludes

VANDENBERG AIR FORCE BASE, Calif. -- A ceremony here deactivated the 76th Helicopter Squadron Aug. 2, and recognized the unit's historical contributions to Vandenberg's mission.

The 30th Operations Group Commander Col. Andre Lovett officiated over the ceremony, giving thanks to the Airmen and civilians of the squadron for their outstanding support and dedicated service.

As an iconic unit representing the epitome of flexibility in its service to the 30th Space Wing and the local community, Colonel Lovett said the men and women of the 76th HS "will always have a special place in the hearts of those who live and serve on the Western Range."

Before an audience of 76th HS fliers and staff, families, and friends, Maj. Timothy Anderson stepped down as the final commander of the 76th HS, praising his team for their contributions and encouraging them to still bring laughter and joy to their work.

"Use the skills you learned and the love of what you do to enrich the Air Force," he said, with best wishes for his team in the future.

With that, he furled the guidon along with Colonel Lovett and retired Master Sgt. Bob Strong, who came to Vandenberg in 1982 and retired in 1989 when the unit was Detachment 8, 37th Aerospace Rescue and Recover Squadron. The black and red sleeve slipped over the blue flag, and the 76th Helicopter Squadron became a part of Air Force history.

The 76th HS Airmen will go their separate ways, as will the four helicopters. On the day of deactivation, only two helicopters remained. They sat inside the hangar and flanked the audience. At the end of the ceremony they became officially assigned to the 37th Helicopter Squadron at F.E. Warren AFB, Wyo., said Capt. Kevin Weaver, 37th HS.

Since the 76th HS was renamed in 1993 from a detachment of the 37th ARSS, the assignment to F.E. Warren sends the last two birds home to roost.

"That brings them full circle," said Capt. Abbe Shafer. She said she was very sad to leave the people she worked with and the camaraderie of the 76th. But she'll have a memento when she takes on her new assignment with the 40th Helicopter Squadron at Malmstrom AFB, Mont. The third helicopter was also assigned to the 40th HS.

Similarly, the fourth helicopter will be assigned to Minot AFB, N.D., with Master Sgt. Wes Simpson, a flight engineer and the last person to carry the 76th HS guidon before the unit was deactivated.

The squadron retired after a 34-year history, in which the unit logged more than 35,000 hours of accident-free flying hours. Although the helicopter squadron has historically supported high-profile rescue and fire suppression missions, including humanitarian relief in the Gulf States in the aftermath of Hurricane Katrina, the accomplishment of one mission at Vandenberg has been unique to only the 76th Helicopter Squadron - providing airborne surveillance and security in support of the space launch and the test range.

The technology used by the 76th HS for airborne surveillance, including standard and infrared cameras, will be used in a similar fashion by the unmanned aerial vehicles of the 30th Security Forces Squadron. But the machines will never replace the men and women who made Vandenberg their home.

"The bottom line is they love what they do, they know how much it matters and they know how to have fun," Colonel Lovett said. "It's been an honor and a privilege, and we say goodbye with a heavy heart."

SIDEBAR: What's in the name?
The origin of the 76th HS is rooted in the 76th Aerospace Rescue and Recover Squadron, activated in 1952 at Hickam AFB, Hawaii. The 76th didn't become a part of Vandenberg until 21 years later.

Vandenberg's flightline officially opened in February 1959, and two H-13 helicopters were assigned, according to Jeffrey Geiger, the 30th Space Wing historian.

Then, in 1973, the Strategic Air Command's helicopter support was transferred to the Military Airlift Command's Detachment 8, 37th Aerospace Rescue and Recover Squadron. Its helicopters, including one VC-118A, one C-118A, and three UH-1F, were replaced with the UH-1N models by 1975.

The 76th ARRS, which had been deactivated at Hickam in 1975, was reborn at Vandenberg when Det. 8 was renamed the 76th Rescue Flight. After being renamed the 76th Helicopter Flight in 1998, it became the final iteration in 2005, when it was re-designated as the 76th Helicopter Squadron.

Elmendorf welcomes F-22 Raptor

ELMENDORF AIR FORCE BASE, Alaska (AFPN) -- It was a historic day for Elmendorf as the base officially welcomed the first of its F-22 Raptor fleet during a ceremony here Aug. 8.

Elmendorf became the second operational base and the first Pacific Air Forces installation to receive the Air Force's new superiority fighter.

"These incredible airframes are ushering in a new day in the Land of the Midnight Sun," said Gen. Paul Hester, PACAF commander. "The unmatched capabilities of this superb airplane are simply unbelievable. It furnishes our Airmen with unrivaled air supremacy and provides us with the most lopsided and unfair advantages ever seen in the air power age."

The F-22s will join the 3rd Wing and Air Force Reserve Command's 477th Fighter Group here. The 477th FG is a classic associate unit, in that the aircraft are the property of the active-duty Air Force, but are flown and maintained by Air Force reservists as well. The 477th FG becomes the first Air Force Reserve unit to operate and maintain the F-22.

"Elmendorf Airmen are not strangers to new aircraft and missions. The difference this time is we are teamed with our unrivaled wingmen of the Air Force Reserve," said Col. Tom Tinsley, 3rd Wing commander. "These professional Airmen will be integrated into every part of F-22 operations and are bringing Total Force Integration to a new level, a level where we can truly say we are no longer working toward Total Force Integration, but rather we are a total force."

Approximately 40 aircraft are scheduled to be delivered to Elmendorf, with 20 aircraft designated for the 90th Fighter Squadron and the other 20 to the 525th Fighter Squadron which will be activated later this year. The Air Force Reserve will fly the F-22 as part of the 302nd Fighter Squadron.

The 90th FS, one of the Air Force's oldest fighter squadrons, celebrates its 90th anniversary Aug. 20. The squadron flew F-15E Strike Eagles before receiving the Raptor.

The F-22 performs both air-to-air and air-to-ground missions allowing full realization of operational concepts vital to the 21st century Air Force.

"The F-22 is our premier fighter and it will continue our tradition of owning the skies over the battlefield," said Capt. James Byrne, 90th FS F-22 pilot. "Our job is to be prepared to give our country the security it needs today and tomorrow. In order to achieve that end, we cannot judge the nature of future conflicts based on those of today and must train and equip our forces for operations across the full spectrum of conflict."

The captain also emphasized the operational benefits of flying the world's most advanced fighter, such as improvements in pilot situational awareness.

"The F-22 has the ability to display more information to the pilot, in a more logical fashion, than any other fighter in the world. At the same time, the Raptor degrades the enemy's awareness," said Captain Byrne. "Instead of the pilot fusing information from multiple inputs and having to build situational awareness from scratch, the F-22 presents the pilot with a 360-degree picture of the threat environment he is operating in. This frees up the pilot to focus on managing tactics rather than information."

"The bottom line is the Raptor pilot has a huge advantage against other aircraft, and it will maintain that advantage for years to come," he added.

Although the F-22 officially arrived Wednesday, base maintainers have been learning how to maintain the aircraft using four F-22 maintenance trainer aircraft at Elmendorf.

"The prior aircraft experience has been phenomenal in preparing the non-qualified maintainers on all aspects of the jet," said Senior Master Sgt. Pete Allan, 90th Aircraft Maintenance Unit Production superintendent. "The on-the-job training has been second-to-none, and this has enabled the squadron to be successful from the start. Without this capability, we would not have been able to provide the flyable aircraft required to keep the pilots qualified."

The advanced technology of the F-22 extends far beyond the pilot-friendly aircraft's operability. Maintainers are excited about the many improvements that will help make their jobs easier.

"The aircraft is extremely integrated, providing maintainers with fault codes that enable maintenance personnel to troubleshoot with relative ease," said Sergeant Allan. "The aircraft also primarily uses one level maintenance components; this means that we remove and replace the parts. There are very few items that get removed, repaired, and then re-installed. This reduces the time that is required to repair, because we are not waiting on another shop or work center."

That's not to say that maintaining the aircraft, particularly during the Alaska winters, will be easy.

"I think the winter weather will prove to be the largest challenge," Sergeant Allan said. "The first year will certainly be the most difficult, but I think subsequent winters will get easier as we gain more experience with the reaction of the aircraft."

Elmendorf will continue receiving F-22s over the next couple years, with all 40 Raptors scheduled to be in place by December 2009.

During the ceremony, Colonel Tinsley emphasized the importance of the F-22 and what its presence means to ensuring America's freedom.

"This is not only a historic day for Alaska and America, today stands as another clear message to those who may threaten our freedoms," Colonel Tinsley added. "We stand vigilant, ready to defend those freedoms with the world's best Air Force."

Russian bombers resume Cold War sorties - Update

Is the Cold War truly over? Someone needs to tell the Russians and Vladimir Putin that it is.

In an August 9 article written by Dmitry Solovyov for Reuters, he reports that Russia's strategic bombers have resumed Cold War-style long-haul missions to areas patrolled by NATO and the United States.

On August 8, a Russian long range bomber flew over the Naval Station Guam. Pilots from the Department of Defense scrambled to track the Russian bomber that is an asset of the long-range aviation service in the Russian air force.

And you can listen to the Russian Long Range Air Force on HF. The main station is REA4, the LRAF headquarters in Moscow. The primary mode used by REA4 is CW, but 1000/50 RTTY has also been reported.

Russia Building an Indian Aircraft Carrier. Is China Next?



According to a news article on AsiaNews.it:

Moscow recently approved a rearmament package up to 2015. Of the US$ 192 billion allocated to the program, 25 per cent will go into building new ships, including six new nuclear-powered aircraft carriers to be built over the next 20 years. Although it still has about 300 ships, the Russian Navy was badly neglected after the collapse of the Soviet Union in 1991.

Some analysts dismiss talk of rebuilding a navy with global reach as propaganda ahead of parliamentary elections later this year, but others suggest that it is more than bluster because Russia is now earning an estimated US$ 1 billion every two days from its energy exports, and so has the means to do it.

Moreover, India and China depend to a significant degree on Russia for their own naval needs. However, Russian naval builders have recently had problems and had to announce a three-year delay in the construction of a US$ 1.5 billion aircraft carrier for India.

For Beijing a carrier would be a fundamental addition to its navy if it wanted to stand up to the United States and secure its energy supplies (which travel through the Strait of Malacca) or even mount a possible military intervention against Taiwan.

If China decides to develop a carrier for training and eventual operation, it may use the Varyag, a Kuznetsov-class Soviet carrier that was only 70 per cent complete when the Soviet Union broke up. Although it was bought by a Chinese firm in 1998, the mainland would still require help from Russia to bring the Varyag into service.

China and Russia Conducting War Games

Beijing (AsiaNews/Agencies) – Joint military exercises involving troops from China, Russia, Kazakhstan, Uzbekistan, Kyrgyzstan and Tajikistan will continue till August 17. More than 6,000 troops and 36 aircraft from the six nations are currently engaged in China’s far northwest Xinjiang region for two days; tomorrow they will move to Chelyabinsk, Russia. The exercises are intended to improve cooperation against terrorism, drug and weapons trafficking and criminal gangs as required by an agreement of mutual assistance against armed attacks. But the real objective is political.

JCSSG Begins Exercise Valiant Shield 2007

USS JOHN C. STENNIS, At Sea (NNS) -- John C. Stennis Carrier Strike Group (JCSSG) kicked off Exercise Valiant Shield 2007 while operating in the U.S. 7th Fleet area of responsibility (AOR) Aug. 7.

The eight-day exercise tests the military’s ability to rapidly bring together joint forces in response to any regional contingency. It also enables the United States to contribute to regional security and stability and demonstrates U.S. commitment in the Pacific.

“Exercise Valiant Shield is a very complicated and challenging joint exercise and will test our tremendous capabilities,” said Stennis’ Commanding Officer, Capt. Brad Johanson. “However, a joint environment will be very straight-forward for Stennis, because as we demonstrated during Operations Enduring Freedom and Iraqi Freedom, we’re used to working in a coalition environment, which not only includes joint forces, but coalition partners.”

Along with JCSSG, the Nimitz and Kitty Hawk Carrier Strike Groups, and U.S. Air Force, Coast Guard and Marine Corps forces are also participating in Valiant Shield.

“The Marine Corps thrives in a joint environment, and we bring a lot to the table,” said Maj. Daniel Goodwin, executive officer assigned to the “Death Rattlers” of Strike Fighter Squadron (VMFA) 323. “I look forward to this exercise, because we’re going to be doing some operations that will make us better prepared, better trained and keep us sharp.”

In all, more than 20,000 Sailors, Airmen, Marines and Coast Guardsmen will participate in the exercise that involves 30 ships and 280 aircraft.

“All joint warfighting capabilities will merge together for one set of exercise objectives,” Johanson added. “What our strike group brings, after leading four months of missions in the 5th Fleet area of operations, is a warfare commander capability to enhance the ability of all the strike groups merged together in this area of responsibility.”

With the vast area of the Pacific Ocean, integrated sea and air power is essential for immediate response to any contingency.

By bringing these forces together, this training enables real-world proficiency in detecting, locating, tracking and engaging units at sea, on land and in the air in response to a range of mission areas.

“There’s going to be more sorties than we flew in the Arabian Gulf -- about 100 a day,” said Capt. Christopher Murray, deputy commander, Carrier Air Wing (CVW) 9. “It can be challenging, but this just shows the flexibility of a carrier strike group. When we need to get in close to support ground troops, we can do that, and we’ve done that. This exercise will show another area of expertise; our ability to conduct operations in the open ocean.”

The Arabian Gulf is the body of water more commonly known as the Persian Gulf.

Valiant Shield offers a unique opportunity to have multiple aircraft carriers train together in a maritime environment and enhance operational proficiency.

“I think this whole exercise will be challenging, but it will also provide a better perspective for how to command and control these operations in a real-world scenario,” said Goodwin.

Safety and the environment are also top priorities during Valiant Shield. The U.S. military is committed to good stewardship of the environment.

“We care very much about the safety of our crew and the environment, as we complete these very complex evolutions,” said Johanson. “We always follow set environmental policies with strict adherence, while still completing Stennis’ vital mission at sea.”

This is the second year the U.S. military has conducted Valiant Shield off the coast of Guam. The first Valiant Shield exercise was conducted in June 2006.

“We are really in our prime for this exercise,” said Johanson. “We have been leaders of Expeditionary Strike Force operations for quite some time now. As a result, one of our major missions will be to pass on to our partners in Valiant Shield those Expeditionary Strike Force best practices we have accumulated over the past six-and-a-half months.”

JCSSG includes the Nimitz-class aircraft carrier USS John C. Stennis (CVN 74), embarked CVW-9, Destroyer Squadron (DESRON) 21, the guided-missile cruiser USS Antietam (CG 54), the guided-missile destroyers USS O’Kane (DDG 77), USS Preble (DDG 88) and USS Paul Hamilton (DDG 60) and the fast combat support ship USNS Bridge (T-AOE 10). More than 6,500 Sailors and Marines are assigned to JCSSG.

The squadrons of CVW-9 include: the “Black Knights” of Strike Fighter Squadron (VFA) 154, “Blue Diamonds” of VFA-146, “Argonauts” of VFA-147, Death Rattlers of VMFA-323, “Yellow Jackets” of Electronic Attack Squadron (VAQ) 138, “Golden Hawks” of Carrier Airborne Early Warning Squadron (VAW) 112, “Top Cats” of Sea Control Squadron (VS) 31, “Eightballers” of Helicopter Anti-Submarine Squadron (HS) 8 and “Providers” of Fleet Logistics Support Squadron (VRC) 30.

“This has been a very successful cruise for Stennis, the air wing, DESRON 21 and our other strike group ships,” said Murray. “Everyone has done a fantastic job, and we plan to finish this deployment strong by performing well in this exercise.”

Stennis, JCSSG’s flagship, left her homeport of Bremerton, Wash., Jan. 16 for a regularly-scheduled deployment and has conducted operations in the U.S. 5th Fleet and the U.S. 7th Fleet AOR.

The Gov Freq Bands are Changing

It is truly amazing to watch the government/military aero/LMR bands in a state of flux. I have been writing about the changes for over three years now in the pages of Monitoring Times magazine. I also have been carefully documenting changes in the various gov radio bands as they changeover to narrowband technology. Even the spacing in the 30-50 MHz governement LMR bands seems to be changing.

Government/mil comms can pop up just about anywhere. But here are the government LMR/aero bands that are assigned within the NTIA Redbook:

VHF-Lo (20/25 kHz) 30.000-30.560, 32-33, 34-35, 36-37, 38-39, 40-42, 46.6-47.0, 49.6-50.0 MHz (primarily NFM/FM/Data, a tiny bit of AM)

VHF-Hi (All 12.5 kHz) 138-144 (AM/NFM/Data), 148-150.8 (AM/NFM/Data), 162-174 (NFM/Data) MHz

UHF 225-380 MHz (25 kHz - AM/NFM on satellite freqs), 380-400 MHz (12.5 kHz - AM/NFM), 406.1-420 MHz (12.5 kHz - NFM/Data)

The NTIA schedule of mandatory completion dates for narrowbanding for government agencies was January 1, 2005 for 162-174 MHz, and January 1, 2008 for 138-150.8 MHz and 406.1-420 MHz.

So you can expect to see major changes in the 138-144, 148-150.8 and 406.1-420 MHz bands between now and the end of this year. In fact, we are seeing major changes nearly everyday.

So let me give you a bit of sage scanner advice. A wise man passed this piece of wisdom along that will help you regain your scanner mojo --

"A search button should never gather dust...it should have the lettering worn off!"

And the successful radio hobbyist know this truth very well. You want to hear the good stuff - "you" have to find it.

When was the last time you took a tour (search) of your Gov/Mil LMR bands?

Still relying on a freq list produced from the last public GMF run in 1984?

Then it is time for you to go and wear out our search button. And if you do some searching and find some new stuff be sure to share it with the rest of us. It will really help piece together what is currently happening with these bands as they change over to new bandplans. If you do a bandscan for your local area on any of the bands above I would appreciate if you could forward those scans to this blog. If you don't want your name on it, I can do that also.

So hit those search buttons and give the LMR bands some attention today.

Kingsley Field to host Sentry Eagle

KLAMATH FALLS, Ore. – Kingsley Field will host its 13th air-to-air combat exercise and open house on August 11, inviting the public to enjoy a multitude of fighter jets, flying demonstration and static displays from 9 a.m. to 4 p.m. and admission is free.

Sentry Eagle, the Air National Guard's largest air-to-air exercise, provides military pilots of the National Guard, Active Duty and Reserve components a forum in which to test their flying skills including basic fighter maneuvers and air combat tactics against different types of aircraft, close air support and large force
employment training.

"This exercise provides an excellent opportunity for our service members from different units to come together for valuable training in an environment that may be exactly what they'll face in real life," said 173rd Fighter Wing Commander Col. Thomas R. Schiess. "Sentry Eagle allows units to set the objectives of the exercise to line up with their unit training objectives."

Participating aircraft will take-off and land at Kingsley Field and will conduct mock air-to-air combat operations over the desert of eastern Oregon. Take-off times for the aircraft will be between 8:30 a.m. and 10 a.m. and between 1 p.m. and 2:30 p.m. Aircraft landing will be between 10 a.m. and 11:30 a.m. and between 2:30 p.m. and 4 p.m. The air-to-air combat exercise, which begins August 8, isn't just about training, according to Schiess.

"Sentry Eagle is the premier venue for Kingsley Field personnel to say "thank you" to the Klamath basin for their continued support."

State, community and civic leaders as well as the public are invited to Kingsley Field to participate in this public appreciation open house on August 11, he said.

Sentry Eagle is an opportunity for the public to visit the base for an up-close look at high-tech fighter aircraft, complex air traffic control operations and other state of the art military aircraft.

Aircraft participating this year include F-15s, F-16s, F-18s, F-22s, F-117s, B-1s, KC-135s, C-21s among others, along with an F-15 demonstration and static displays from the Army and Air Force. Additionally, more than 45 non-profit organization vendors will be selling merchandise and food during the open house.

Parking will be available off-base, west of Spring Lake Road, across from Kingsley Field's south gate. Handicapped parking will be on base and will require a state handicap placard.

Manta Airmen Continue Their Counterdrug War/New Cleary List Posted

FORWARD OPERATING LOCATION MANTA, Ecuador (AFPN) -- American forces flying from here to hunt down drug runners could soon have to pack up their whole operation and move elsewhere.

That is because Ecuadorian President Raphael Correa wants American forces out of the Andean country. He vows not to renew a 1999 agreement with the United States that allows American forces to operate from the Ecuadorian air force base until 2009.

But the announcement will not stop the U.S. counterdrug mission here until it is time to go, said Lt. Col. Javier Delucca, commander of the forward operating location's 478th Expeditionary Operations Squadron. It supports the flying units that deploy to Manta.

"We'll continue on. And if we have to move, we'll move. But we'll operate from here until the end," the colonel from San Juan, Puerto Rico, said.

Since President Correa's announcement, Colombia and Peru have both offered air bases from where U.S. forces can continue the counterdrug mission.

Regardless of the outcome, Manta, located about 180 miles southwest of the Ecuador's capital of Quito, will see no mission slowdown, Colonel Delucca said.

The mission to stop drug runners from getting their cargo to Central American countries or Mexico will continue nonstop. Air Force, Navy, Coast Guard and U.S. Customs aircrews will continue flying counterdrug missions over Colombia and vast stretches of the eastern Pacific Ocean.

And with good reason. The Manta mission has been a success since it started, and it continues to net more drug traffickers each day.

On an Aug. 1 mission, for example, an E-3 Sentry airborne warning and control system aircraft flying from Manta identified five possible targets, or tracks, during a 12-hour mission. That doesn't happen every day.

"If there's a boat in the water, we'll find it if we're within 200 miles of it. When we're flying over land looking for aircraft, then we'll see anything within 250 miles of our jet," said Lt. Col. Preston Kise, 965th Expeditionary Airborne Air Control Squadron commander. The unit from Tinker Air Force Base, Okla., is in the second month of it four-month Manta tour.

"So, yeah, we're pretty effective," Colonel Kise said.

Surveillance crews report sightings to the Joint Interagency Task Force South, at Naval Air Station Key West, Fla. That's the headquarters for the counterdrug effort in the region. The headquarters direct the surveillance flights, based mostly on information gathered from human intelligence sources, and direct what actions to take against drug runners.

So searches are not random. Even so, Colonel Delucca said searching an area larger in size than the continental United States for small aircraft and 60-foot boats can sometimes seem like searching for a needle in a haystack. But human intelligence sources help concentrate searches and often ensure the long surveillance missions pay off.

Aircrews flew more than 1,200 missions from Manta in 2006, and helped seize more than 258 tons of illegal drugs with an estimated street value of $5.2 billion, Colonel Delucca said. So far this year, Airmen have flown more than 800 missions and helped net drugs worth $2.4 billion.

"That's another 125 tons of drugs that aren't going to make it to the United States," said Colonel Delucca, a KC-135 Stratotanker pilot.

The task force lets the surveillance Airmen know when one of their sightings leads to a successful bust. In March 2007, a suspicious vessel found by a flight from Manta led to the task force's largest drug bust, 20 tons of cocaine seized from a fishing boat off the coast of Panama, the colonel said.

At Manta there was a "tremendous feeling" of satisfaction because "we were a big part of that" bust, Colonel Delucca said.

On their Web page, U.S. embassy officials in Quito state that more than 60 percent of the illegal drugs captured on the high seas of the eastern Pacific in 2006 resulted from information gathered by surveillance flights from Manta.

As an air battle manager, Colonel Kise is part of a Sentry's "back-end crew" of 20 to 25 Airmen. They monitor the radars and find the drug runners. Joining the crews are an Ecuadorian air force and two Colombian air force "riders."

Colonel Kise agrees missions can seem to last forever. But being in an operational zone helps take the edge off the flights.

"We've had moments of excitement," said Colonel Kise, of Skaneateles, N.Y. "And the realization that we're really helping out in the war on drugs keeps us going."

But the counterdrug mission is a team effort. There are other locations in Colombia, Curacao, Honduras and El Salvador also involved in the drug war.

To keep the surveillance aircraft airborne for their long missions, there is also a KC-135 Stratotanker unit always deployed to the forward operating location. Presently, the Tennessee Air National Guard's 134th Air Refueling Wing is on duty.

While the operation is big and the rewards bigger, there are not many Airmen at Manta. The bilateral agreement allows up to 500 U.S. forces at Manta. But there are fewer than 200, including eight on a one-year tour, and they occupy just a tiny part of the Ecuadorian air force's Eloy Alfaro Air Base. The fighter base shares a runway with the city's civilian airport.

Colonel Delucca said the forward operating location has a parking ramp with space for four large aircraft, like the Sentry and the tankers, and four medium spaces, for Coast Guard HC-130 and Customs P-3 Orion aircraft. To house and feed the Airmen, there is a small compound with a handful of buildings that include dormitories, a cafeteria and offices.

Politics aside, the colonel said the Americans get great support from the Ecuadorian air force. He meets weekly with Combat Wing 23 commander Col. Eduardo Cardenas.

"We work with the Ecuadorian air force every day. We're on their base," Colonel Delucca said.

Since arriving, the American forces have forged a strong relationship with their Ecuadorian counterparts. For example, the Ecuadorian air force is responsible for the external perimeter of the forward operating location, while Air Force security forces are responsible for the internal security. The two share a combined security center, and a joint fire department.

"Everything we do down here is in concert with the Ecuadorian air force or the host nation airport," Colonel Delucca said.

Colonel Cardenas, who is from Latacunga, earned his pilot's wings through Air Force flight training in Texas and New Mexico. He said his wing will provide the U.S. forces the support they need so Air Force aircraft and aircraft from the other services can operate from the location.

"The (counterdrug) mission is very important not only for this base, but also for our country since it is fighting a plague against humanity," Colonel Cardenas said. "So this is an important effort for the entire country."

That certainly applies to Manta, which is on Ecuador's Pacific coast. A commercial and fishing port, it has of more than a quarter million people. Tuna fishing fuels the economy. And it's also a favorite Ecuadorian holiday resort. The city has benefited from the American presence.

The U.S. government spent more than $70 million upgrading the Manta airport so it could support the aircraft fighting the war on drugs. And annually, the forward operating location pours more than $6.5 million into the local economy. Plus, there are more than 160 Ecuadorians working at the forward operating location.

It is money taxicab driver Jose Reyes said the city needs. A lifelong Manta resident, the father of four said having the Americans at Manta has another key benefit.

"The Americans are fighting against the illegal drug trade," Mr. Reyes said. "But this fight is nothing new to Ecuadorians. We have been fighting to stop the illegal drug trade for many years. We welcome the help."

A slight man with thinning hair, Mr. Reyes is quick to voice his opinion on whether U.S. forces should stay in Manta.

"Personally, I say yes, let them stay, and so do many people in Ecuador," he said. "After all, we are both in the same fight."

STS-118 Launch on Aug 8 -- UHF Milsat Freqs to Watch

The next space shuttle mission to the International Space Station (ISS) is due to launch on August 8. Go to your scanner and make sure that 261.575 and 261.875 MHz (nfm) is plugged in. Listen there for possible pre-launch comms with Eastern Test Range units (Wolfhound and Wolfhound Maintenance).

Nigeria: Two War Ships Leave for Brazil

Guess it is time to start scanning the HF bands (especially the maritime subbands) for this big show down in Brazil.

Two Nigerian war ships, NNS Aradu and NNS Nwamba, left Nigeria for the shores of Brazil and the port city of Rio De Jeneiro to join 45 ships from littoral States for the bicentenary celebration of the Brazilian Navy. The two ships sailed from the Nigerian Navy Dockyard, Lagos State, to Brazil on August 3, 2007.

The two ships will pay port visits to two African countries, Monrovia in Liberia and Dakar in Senegal, before crossing the Atlantic. These visits will demonstate the capacity of Nigerian Navy to effectively safeguard the coastal territories of West Africa in particular and Africa in general.

They will also make whistle stop visits to the Brazilian city of Recife before moving to Rio de Janeiro which is the venue of the celebration and the international fleet review.

The port visits are part of the diplomatic role of the Nigerian Navy. While in Brazil, the two ships are expected to undertake series of exercises. A Brazilian warship took part in the Nigerian Navy Golden jubilee celebration last year. And the Chief of the Naval Staff (CNS), Vice Admiral Ganiyu Adekeye, also visited Brazil when he assumed office in 2005. NNS Aradu in 2005 also joined other Navies of the world in the Admiral Lord Nelson International fleet review which took place in 2005.

NNS Aradu (F89) is Nigeria's lone MEKO 360-class frigate and the flagship of the Nigerian Navy. The 412-foot ship is the biggest in the Navy's inventory. It is a multi-purpose frigate with capabilities for the anti-air, anti-surface and anti-submarine warfare.

The NNS Nwamba (Nigerian for Cat) was acquired by the Nigerian Navy from the U.S. Coast Guard. The Cutter was decommissioned in May 2003. On Jun 30, 2003, the decommissioned USCGC Firebush was signed over to the Nigerian Navy, and renamed the NNS Nwamba.

Multinational Naval Training in the Black Sea

Following extract taken from the pages of the Russian MOD daily "Red Star"; translated and submitted for the MT Milcom blog by the "Old Crow." Date of article is 4 August 2007.

Multinational tactical training by naval forces of the countries of the Black Sea region will take place within the boundaries of the Black Sea. Russia will be represented by the Large Landing Ship "Azov," the Ukraine by the Command Ship "Slavutin," Bulgaria by the corvette "Smeli," Turkey by the Frigate "Salikhrej" and Romania by the corvette "Machelario."

All of the above ships are currently located in the Turkish Naval Base of Sel'dzhuk, where they are to remain until the 7th August. The crews are completing inport preparations, including communications procedure training and are participating in a number of cultural events including visiting the various ships of the participating nations. They are also preparing for the transfer of the ships to the Black Sea Force command authority. The main aim of the training, in which up to 1200 personnel of the various nations will take part, is the development of cooperation between naval units of the countries of the Black Sea area. It is planned that the formation will undertake Air Defense, Anti-Missile and Anti-Submarine evolutions, will exercise control over Civil Shipping and Civil Aircraft movements, tactical manoevring activity and the rendering of assistance to shipping in distress.

JTFEX 07-02 'Operation Bold Step' Proves Interoperability



USS DWIGHT D. EISENHOWER, At Sea (NNS) -- Joint Task Force Exercise (JTFEX) 07-2 "Operation Bold Step" is now complete and demonstrated the ability of the U.S. Navy to operate jointly with partner navies around the globe.

"Operation Bold Step" began July 26 with Eisenhower Carrier Strike Group, Truman Carrier Strike Group and the Royal Navy aircraft carrier HMS Illustrious (R06) operating jointly with as many as 30 ships and more than 15,000 Sailors and Marines from five different nations.

"The foundation of international maritime security is a network of navies, coast guards and law enforcement authorities from like-minded, freedom-loving nations all committed to the peaceful use of the world's oceans and seas. International coalitions with these common values will help defeat terrorist groups, leaving them no place to hide and no path to exploit for their purposes," said Rear Adm. Philip Hart Cullom, Commander, Eisenhower Carrier Strike Group.

The exercise is a "graduate-level" exercise to ensure U.S. and coalition forces can work together, deploy on short notice, and scale up as a combat capable force anytime, anyplace needed around the world.

"A coalition JTFEX like 'Operation Bold Step' reinforces this global network for security while testing a coalition's ability to rapidly aggregate as a force to deter aggression, yet also respond with precision, speed, and power if necessary," said Cullom.

Cullom stated that "although the training in JTFEX is primarily "naval" in nature, our actions at sea in this exercise are focused on joint inter-service objectives since our real world operations today are inherently joint in nature, where our objectives at sea and those on land are inextricably linked."

"There is great synergy in a multinational joint force," said Cullom. "The innovative things we are trying during this JTFEX will greatly enhance our agility and speed of response in future operations whether it is in response to natural disasters, stopping piracy, providing rapidly scalable combat power, or expressing international resolve in the early stages of any conflict."

There have been early successes of the Eisenhower and Truman Strike Groups and the Illustrious Strike Group. Most notably, there was the successful landing of a Marine MV-22 Osprey on the deck of Illustrious. Additionally, the Royal Navy ship continues to lead a strike group of U.S. Navy destroyers and frigates, along with a squadron of U.S. Marine AV-8B "Harriers" during JTFEX.

According to Cullom, "This exercise shows we have the ability to adapt our coalition team to produce a flexible and capable force, able to meet the full spectrum of Maritime Security scenarios at a time or place of our collective choosing. JTFEX is not just an exercise. It is an opportunity to demonstrate that we can adapt to the ever-changing maritime security environment."

JTFEX 07-2 concluded on July 31 off the coast of North Carolina and Florida.

While VS-31 is conducting their sundown cruise embarked on Stennis as part of Carrier Air Wing (CVW) 9, the "Top Cats" continue to support ground forces in Afghanistan and Iraq conducting maritime security operations. By providing surface surveillance, reconnaissance and in-flight refueling to other aircraft, the "Top Cats" are invaluable to the U.S. 5th Fleet area of operations (AOO).

Prior to deploying aboard Stennis, VS-31 flew cross-country to embark the West Coast-based carrier for the squadron’s farewell deployment, and last S-3 Viking deployment to the Pacific.

“It is a great opportunity to be part of the final western Pacific deployment,” said Lt. John Kovalsky. “The entire squadron is proactive and focused on keeping our jets flying safe and making this deployment the best one to date.”

Stennis and CVW-9 entered the 5th Fleet AOO on Feb. 19 and have been conducting missions in support of coalition forces operating on the ground in Operations Iraqi Freedom and Enduring Freedom.

“Of course we miss our children, our wives, and the pleasures of home,” said Lt. Cmdr. Christopher Levitt. “However, to be flying over Iraq one day, providing late night tanker support the next, we are certainly keeping ourselves busy."

From the "Top Cat’s" home away from home, ready room 7, Levitt spoke about the positive morale of the squadron and its flexibility and professionalism over the past five months.

“Couple that with the outstanding advancement and reenlistment rate of the Sailors within our squadron, I’d say that makes for a cruise with accolades that cannot be challenged,” he said.

Several "Top Cats" are also chasing many career milestones this deployment. VS-31’s Commanding Officer, Cmdr. Mohammad Khan is 40 arrested landings away from reaching 1,000 and Lt. Robert Chandler is close to 1,000 hours in the S-3 Viking, a rare feat among junior officers.

Four S-3 Viking squadrons remain, all based in Jacksonville, Fla. One squadron is set to retire this spring, followed by VS-31 in March 2008, a third later in 2008, and the final squadron bidding adieu in early part of 2009.

Kearsarge Deploys in Support of MSO

NORFOLK (NNS) -- The amphibious assault ship USS Kearsarge (LHD 3), departed Naval Station Norfolk July 30, as the flagship of the Kearsarge Expeditionary Strike Group (KSGESG) for a regularly scheduled six-month deployment.

Kearsarge deployed to conduct Maritime Security Operations (MSO) in support of the ongoing rotation of forward-deployed forces.

“Kearsarge Sailors, with the assistance of Tactical Training Group Atlantic and Commander Strike Force Training Atlantic, completed all certifications and requirements to be certified for deployment,” said Capt. James Gregorski, Kearsarge commanding officer.

“I am extremely proud of this crew. Kearsarge captured every training opportunity offered and performed brilliantly throughout the training cycle. While deployed in 2005, Kearsarge supported Marines simultaneously in five separate locations, from Saudia Arabia to Baghdad and thwarted an Al Qaeda rocket attack in Jordan. Once again, whether it’s defending against piracy, protecting sea lanes, providing humanitarian assistance, or transporting Marines anywhere they need to go, Kearsarge Sailors stand ready. It’s our turn and we’re happy and proud to do it again,” said Gregorski.

MSO sets the conditions for security and stability in the maritime environment, as well as complements the counter-terrorism and security efforts of regional nations. These operations deny international terrorists use of the maritime environment as a venue for attack or to transport personnel, weapons or other material.

“The challenging work up exercises allowed us to sharpen our skills and build our team work,” said Cmdr. Pete Pagano, Kearsarge executive officer. “We feel good about our readiness for the deployment. I think the scenarios provided during the exercises were very realistic and very relevant to the types of missions that we’ll be expected to perform.”

Family members and friends were on the pier to bid teary-eyed farewells and express their pride to their Sailors and Marines.

“I can’t thank family members enough for holding down the fort at home,” said Gregorski. “Not just spouses and children, but also mothers and fathers. We couldn’t do what we do out here if it wasn’t for their support."

The Kearsarge ESG includes Amphibious Squadron 8, the 22nd MEU, the amphibious transport dock USS Gunston Hall (LSD 44), the dock landing ship USS Ponce (LPD 15), the guided-missile frigate USS Carr (FFG 52), the guided-missile destroyer USS Porter (DDG 78), the guided-missile cruiser USS Vicksburg (CG 69), and the nuclear fast-attack submarine USS Miami (SSN 755).

Enterprise Strike Group Arrives in 5th Fleet



USS ENTERPRISE, At Sea (NNS) -- The Enterprise Carrier Strike Group (CSG) entered the U.S. 5th Fleet area of operations Aug. 1 to conduct Maritime Security Operations (MSO) in regional waters and provide air support to ground forces operating in Afghanistan and Iraq.

The Enterprise CSG is part of the ongoing rotation of U.S. warships to the region. Their arrival demonstrates the United States’ resolve to enhance security and support long-term stability in the region.

Commanded by Rear Adm. Daniel P. Holloway, Commander, Carrier Strike Group (CCSG) 12, Enterprise CSG is comprised of the nuclear-powered aircraft carrier USS Enterprise (CVN 65) with its embarked air wing, Carrier Air Wing (CVW) 1, and embarked Destroyer Squadron (DESRON) 2; guided-missile cruiser USS Gettysburg (CG 64) based in Mayport, Fla.; guided-missile destroyers USS James E. Williams (DDG 95), USS Arleigh Burke (DDG 51) and USS Stout (DDG 55) - all based in Norfolk; fast-attack submarine USS Philadelphia (SSN 690) based in Groton, Conn.; and the fast-combat support ship USNS Supply (T-AOE 6) based in Earle, N.J.

“The Sailors and Marines of the Enterprise Strike Group have worked hard and are prepared and ready to support our Coalition forces in Iraq and Afghanistan,” said Holloway. “We are committed to demonstrate our nation’s resolve to maintain security and stability to the region.”

The squadrons of CVW-1 include the “Checkmates” of Strike Fighter Squadron (VFA) 211; Knighthawks” of VFA-136; “Sidewinders” of VFA-86; “Thunderbolts” of Marine Fighter Attack Squadron 251; “Dragonslayers” of Helicopter Anti-Submarine Squadron (HS) 11; “Rooks” of Electronic Attack Squadron (VAQ) 137; “Screwtops” of VAW-123; “Maulers” of Sea Control Squadron (VS) 32; and the “Rawhides” of Fleet Logistics Support Squadron (VRC) 40.

MSO helps set the conditions for security and stability in the maritime environment, as well as complement the counterterrorism and security efforts of regional nations. These operations deny international terrorists the use of the maritime environment as a venue for attack or to transport personnel, weapons or other materials.

U.S. 5th Fleet, headquartered in Manama, Bahrain, is responsible for an area encompassing approximately 2.5 million square miles of water including the Persian Gulf, Arabian Sea, Red Sea, Gulf of Aden, Gulf of Oman and parts of the Indian Ocean.

Truman Conducts JTFEX

USS HARRY S. TRUMAN, At Sea (NNS) -- The Nimitz-class nuclear-powered aircraft carrier USS Harry S. Truman (CVN 75), Carrier Strike Group (CSG) 10, embarked Carrier Air Wing (CVW) 3 and Destroyer Squadron (DESRON) 26 started procedures for Joint Task Force Exercise (JTFEX) "Operation Bold Step" on July 26 off the Southern Atlantic coastline.

More than 15,000 service members from four countries are taking part in the pre-deployment, sustainment training, sea trials exercise that is being called "Operation Bold Step." The two countries participating on the blue team are the United States and United Kingdom. In addition; Peru and Chile are participating on the red team.

"Operation Bold Step" is aimed at providing realistic training environments for the U.S. and coalition forces, mimicking the operational challenges routinely encountered during military operations around the world.

By and large the purpose of the training exercise is to ensure military forces are prepared to support any mission and are ready for deployment on short notice.

Truman's commanding officer Capt. Herman A Shelanski said exercises like JTFEX help the Navy attain the Chief of Naval Operations' goal of a "1,000-ship navy" by working with our ally countries.

"What's unique about this now is that we are learning how to operate together in a training cycle," said Shelanski, "which allows us to work out any type of inconsistencies up front."

In the past, ships would typically deploy to areas like the Mediterranean Sea, Persian Gulf or north Indian Ocean and just start operating with no kind of prior training with one another, said Shelanski.

"By operating with our allies now, we are learning how to do things before hand, which is really important for real world operations," Shelanski added.

Aboard Truman, the Combat Direction Center (CDC) is the epicenter where all the battle decisions are made during the exercise allowing crew members to rehearse interoperability and to confirm their coalition bilateral and interagency lines of communication.

Lt. Mark Domenico, ship's weapons coordinator of Operations Department, OI division, is training to become a CDC Tactical Action Officer (TAO).

"The biggest thing is reading the message traffic," said Domenico. "Every day you read message traffic to get a visual representation in your mind of how things will go and play out."

Domenico said by reading the message traffic report he is able to do his job successfully and ensure the aircraft are safe from enemy tactics.

In a scenario depicting an actual hostility, Domenico coordinates with the TAO and weapons operator to launch weapons in self-defense.

Domenico explained that operations specialists' ability to track combat tactics, keeping personnel like the TAO and up to date "makes my job very easy."

"They are able to keep the picture accurate and [their] updates enable us to operate and fight effectively during major combat and high-end deterrence operations," Domenico added.

CCSG-10, Rear Adm. William E. Gortney shared that the operations specialists manning the Global Command in Control System Maritime are the decision-making capability, and without an accurate and true picture the admiral could not make his decisions, said Operations Specialist 2nd Class Phillip Cosentino, Operations Department, OI Division.

In CDC -- from the admiral to the TAO -- they all want to see a picture relative to where the ship's position is to "ally forces, assumed enemies and anything unknown," said Cosentino.

"By knowing that information, it allows them to plan our mission or attacks, so that's very critical," Cosentino added.

As many as 30 ships make up three carrier strike groups playing a part in JTFEX, enhancing the preparedness of all personnel to jointly respond to threats.

Shelanski credits the more than 5,000 Sailors on board Truman for launching the pilots off the ship.

"We can't do it without any one of those Sailors," said Shelanski. "Therefore, they have to be trained, know their job and be motivated, which is the reason why we do exercises like this."

Harry S. Truman Strike Group consists of CSG 10, CVW 3, DESRON 26, guided-missile cruiser USS Hue City (CG 66), guided-missile destroyers USS Oscar Austin (DDG 79) and USS Winston S. Churchill (DDG 81), and the fast-attack submarine USS Montpelier (SSN 765). The Royal Navy destroyer HMS Manchester (D 95) is also apart of the strike group.

Dwight D. Eisenhower strike group consists of CSG 8, CVW 7, DESRON 28, guided-missile cruiser USS Anzio (CG 68), guided-missile destroyers USS Ramage (DDG 61) and USS Cole (DDG 67), the guided-missile frigate USS Kauffman (FFG 69) and the fast-attack submarine USS Boise (SSN 764).

The Royal Navy Illustrious Strike Group consists of the guided-missile cruisers USS Monterey (CG 61) and USS San Jacinto (CG 56), the guided-missile destroyer USS Carney (DDG 64), and the guided-missile frigates USS Nicholas (FFG 47) and USS Simpson (FFG 56).

U.S. Marine Corps pilots from Marine Fighter Attack Squadrons 223, 542, and 513 are embarked on HMS Illustrious (R 06), flying AV8-B Harriers from Marine Air Groups 13 and 14.

Other Navy ships taking part in JTFEX are guided- missile destroyers USS Farragut (DDG 99), USS Bainbridge (DDG 96), and USS McFaul (DDG 74); along with the guided-missile frigates USS Stephen W. Groves (FFG 29), USS John L. Hall (FFG 32), USS McInerney (FFG 8) and USS Robert G.Bradley (FFG 49).

Additionally U.S. Air Force assets are participating in the exercise to include F-15 and KC-135 aircraft.

Aerial Refueling Frequency Update



Over the last few years I have documented in my Monitoring Times Milcom column and here on this blog the fact that a major overhaul is underway of the 225-400 MHz milair band. Part of this massive change in frequencies is due to the conversion of some of the 380-400 MHz frequencies from aero to LMR frequencies. Other changes appear to involve what appears to be several new subbands devoted to wideband communications, ATC freq blocks, Command and Control frequencies, and other changes.

On July 5, DoD released a new edition of their AP-1B pub. There were quite a few frequency changes in AR section of this pub. The biggest change I noticed was that aerial refueling freqs 319.5 and 319.7 MHz were replaced by 256.650 and 343.250 MHz respectively. Not all of the 319.5/319.7 have changed but a significant number have. If your local AR route uses 319.5 or 319.7, you need to plug in the new freqs above or getting ready for them to go silent. They will change very soon.

138-150 MHz DoD Bandplan Changing


Not only is the 225-400 MHz band being overhauled by DoD, but the 138-144/148-150.8 MHz band is also under change. Based on monitoring and other sources, it is now apparent that frequencies within this band are being set aside for certain functions instead of just a particular service.

In years past the frequencies in this band have been allocated to the services, who in turn determine who/what is allocated on each frequency they managed. Now based on recent changes we have monitored and had reported to us that this is no longer the case.

Long time reporter Jack NeSmith has uncovered the changes below through an official source. Old air-to-air (interflight) frequencies: 138.200 138.400 139.900 139.975 141.575 MHz. These frequencies are moving to new VHF AM interflight (air-to-air) frequencies: 141.650 141.950 143.150 143.250 143.700 MHz (AM)

Last year we first reported on this blog that DoD has setup 139.300 MHz (AM) as a VHF Pilot to Dispatch frequency nationwide.

All of the new freqs above should be programmed in your milcom scanner as part of your overall monitoring plan.

JTFEX 07-2 Begins

USS DWIGHT D. EISENHOWER, At Sea (NNS) -- Eisenhower Strike Group, comprised of the Nimitz-class aircraft carrier USS Dwight D. Eisenhower (CVN 69) (Ike), embarked Carrier Air Wing (CVW) 7 and Destroyer Squadron (DESRON) 28, began conducting a Joint Tactical Fleet Exercise (JTFEX) with Harry S. Truman Carrier Strike Group (HSTCSG) and the Royal Navy aircraft carrier HMS Illustrious CSG off the coast of the Eastern Seaboard in the Atlantic Ocean July 25.

JTFEX is an integrated strike group exercise designed to test the capabilities of multiple carrier strike groups operating in a multinational, joint environment. It is the final building block of a carrier workup cycle, designed to mimic real life.

“We treat this like we’re on deployment,” said Cmdr. Matt Baker, Ike’s operations officer.

JTFEX begins as a political problem that will develop into an actual battle. This type of free-form training challenges Eisenhower Strike Group on many different fronts.

“There are a number of different warfare areas that need to integrate,” said Baker. "Air warfare, undersea warfare, surface warfare, information warfare; everyone
is involved.”

“For the DESRON, mission planning and continuous training for our ships are our main areas of focus. JTFEX allows the staff to fine-tune our planning process while our ships maintain their readiness through a robust schedule of events,” said Lt. Cmdr. Albert Seeman, DESRON 28 Combat Systems and Force Protection officer.

This means Ike is not just being tested in warfare areas traditionally associated with a carrier strike group, like strike missions and anti-submarine warfare, but also information and political warfare.

“We will get simulated intelligence and act on it,” said Baker. “Information is power and we dedicate time and thought to protecting it.”

This doesn’t mean all the action is simulated. With three carrier air wings from two nations operating in the same area, the air space will begin to look crowded and poses its own challenges.

“It will require good communication,” said Baker. “We’re looking for synergy between the operations of the three air wings.”

While Truman Strike Group is ramping up for an upcoming deployment, Eisenhower Strike Group recently completed an extended deployment to the 5th Fleet area of operations in support of maritime security operations and Operations Iraqi Freedom and Enduring Freedom. This means certain elements of Eisenhower Strike Group will be practicing skills they haven’t used in a while.

“JTFEX let’s us maintain the level of readiness we had before we came home,” said Command Master Chief (AW/ SW) Jon Echolls of Strike Fighter Squadron 103, the “Jolly Rogers.”

“It’ll allow us to go through the cyclic flight ops we were performing a couple of months ago in case we’re called away again.”

With its status as the Atlantic Fleet surge-ready aircraft carrier, Ike’s crew faces a challenge steeper than getting ready for deployment; they have to stay at the top of their game.

“It’s not just another opportunity for us to show we know what we’re doing,” said Baker. “Coming off deployment - we were operating at our highest level of readiness. Now we’re looking to stay up there.”

Ike is currently underway conducting JTFEX 07-2 off the coast of North Carolina and Florida with USS Harry S. Truman (CVN 75).

Kitty Hawk F/A-18C Aircraft Lost, Pilot Safely Recovered

USS KITTY HAWK, At Sea (NNS) -- An F/A-18C Hornet assigned to Strike Fighter Squadron (VFA) 195, part of Carrier Air Wing (CVW) 5, was lost at sea July 30 during a night training mission from USS Kitty Hawk (CV 63).

The pilot ejected and was safely recovered by a U.S. Navy helicopter shortly after the incident, which took place about 400 miles southeast of Guam.

The aircraft was conducting routine training at the time. A Navy investigation will be conducted to determine the cause.

The pilot’s name will not be released at this time.

The F/A-18C is a single seat fighter and attack aircraft. The squadron operates from Naval Air Facility Atsugi, Japan, and is embarked on Kitty Hawk.

The Kitty Hawk Carrier Strike Group is on its summer deployment in the western Pacific Ocean. The strike group is the U.S. Navy’s largest and includes the carrier, seven ships of Destroyer Squadron 15, two Aegis weapons system-equipped guided-missile cruisers and CVW 5.

The ships operate from Fleet Activities Yokosuka, Japan, and the air wing operates from Naval Air Facility Atsugi, Japan. Together, they serve as the 7th Fleet’s combatant force.

Safeguard Completes Final Underway

SASEBO, Japan (NNS) -- “Underway” was announced for the last time on board USS Safeguard (ARS 50) as the ship completed an ammunition offload, July 25, in preparation for decommissioning and transfer to the Military Sealift Command in September.

Before the offload, ship’s crew and ordnance personnel combined efforts in counting the ammunition and completing required paperwork.

Prior planning enabled a smooth offload with no mishaps.

“I could not have been more proud and happy of what the crew did [today] and have done throughout the numerous operations this ship has completed,” said Lt. Cmdr. Doyle K. Hodges, commanding officer of Safeguard.

As Safeguard Sailors listened to the final “underway” called over the ship’s announcing system, many reminisced about serving on the last rescue and salvage ship in the Navy.

“I will miss my time here; it has been enjoyable, and I learned so much so much from the experience of being a part of this ship during our different exercises,” said Quartermaster 2nd Class John C. Bennett.

All members of the crew have received verbal or written orders to new commands and schools throughout the fleet.

“My last two years on the ship have been great. I’m getting ready take what I learned on the Safeguard forward with me to my new assignment,” said Damage Controlman Fireman (SW) Jose A. Vidal, who will stay in Sasebo and serve on the amphibious assault ship USS Essex (LHD 2).

Equally sentimental as the last “underway” was the last call of “moored, shift colors.”

Safeguard and its crew will remain pierside and continue maintenance and preservation until Sept. 26 when it will become USNS Safeguard.

Safeguard is a forward-deployed rescue and salvage ship operating out of Sasebo and is part of Task Force 76, the Navy’s only forward-deployed amphibious force.
